A RESOLUTION OF THE CITY PLANNING COMMISSION OF HERMOSA BEACH
DENYING A REQUEST FOR A CONDITIONAL USE PERMIT TO CONDUCT AN
OPEN AIR VEHICLE STORAGE BUSINESS OF 1100 PACIFIC COAST HWY.
WHEREAS, the City Planning Conunission of Hermosa Beach, At a public hearing
held September 11, 1973, considered the request of Robert McSparran for a
Conditional Use Permit in order to establish a recreational vehicle sales
and rental lot at 1100 Pacific Coast Hwy.; and
WHEREAS, at said public hearing, testimony was received describing the pro-
posed use as the sales of new and used vehicles, the storage and rental of
privately-owned vehicles within the existing fenced area, with no additional
landscaping, grading, buildings or other improvements planned; and
WHEREAS, testimony was received opposing the proposed use on the bases of
noise, vehicle congestion on narrow residential streets, .~cp~gestion and
possible hazard on Pacific Coast Hwy, difficulty of access, trash and odor
problems, lack of amenity proposals; and
WHEREAS, at said hearing, the following factors were considered;
1. Hours of operation -9a.m. to 9 p.m.
2. Distance from residential uses -adjacent to rear.
3. Possible noise, dust, smoke, ~dor, vibration, unsigntiness, light, etc.
No . lights or loud speakers, no dust, no odor, no vibration from parked
vehicles, no use of parked vehicles, only unsightliness might be the
vehicles themselves,
4. Off-street parking -20 cited, not shown on plot pla~, __
5. Hazard from congregation of vehicles -Access from P.C.H. frontage and
from Montgomery Drive (vaca~e4)_to Aubrey Court. Aubrey is a narrow,
steep residential street, P.C.H. is busy, 172 vehicle spaces are shown,
could create temporary hazard during times of entering and exiting,
6. Precautions taken to assure compatibility with surrounding areas, No
walls, landscaping shown, no indication of use or change of existing
curb, gutter and sidewalk, no buffers indicated between residential areas
and proposed use,
7. Size of streets sewing property, P.C.H. is 90 feet wide, divided, with
no access to property from south bound traffic. Aubrey is 25 feet
wide with 20 feet wide pavement, provides access to Aviation Blvd.,
8. Additional considerations -No office building shown, trash bin on
upper portion of property, use of remainder of property not ~ho~m,
Present automobile storage on lot does not have a Conditional Use Permit,
Proposed use does not follow C-3 zone line, use is entirely within C-3
zone; and
WHEREAS, after due consideration it is the opinion of the Planning Commission
that the proposed use is in effect primarily a storage lot for recreational
vehicles, that such a lot is needed but belongs in an industrial zone, not a
major commercial intersection, there is no substantial benefit to the City in
the proposed project, it is not in harmony with new and planned uses in the
area, the site is not suitable for the proposed operation;

NOW THEREFORE BE IT RESOLVED that the City Planning Commission of Hermosa
Beach hereby denies the subject permit because:

1. The proposed use is not compatibile with, and cannot reasonably be
made compatible with other exist.~ng and potential uses within the
general area.
2. The noise, odors, dust, traffic congestion and hazard from the
operation would be an imposition on neighboring properties.
3. The proposed use, as described does not appear to be a sales agency,
but rather a storage lot, which would be a more likely M zone use.
