A RESOLUTION OF THE CITY PLANNING COMMISSION OF HERMOSA
BEACH, APPROVING A PROPOSED CHANGE IN THE ZONING ORDI-
NANCE (SECTIONS 600, 606, 7.5-3)
WHEREAS, the City Planning Conmission of Hermosa Beach, at a public hearing held
September 24, 1973, considered a proposed revision to the City Zoning Ordinance,
N.s. 154, Sections 600, 606, 7.5-3; and
WHEREAS, at said public hearing testimony was received both for and against the
proposed change; and
WHEREAS, the Planning Commission modified the proposed changes to read as follows:
I. Section 600 "Permitted Uses" of the R-3 zone be revised to include the
following additional paragraph:
11 (4) Apartment Condominiums or the conversion of multiple dwellings to
apartment condominiums subject to a Planned Development Permit, and
where the following minimum requirements are met:
(a) That all units are not less than 1000 square feet in floor
area.
(b) That two (2) off-street parking spaces are provided for each
unit."
2. Section 606 11 Perillissable Lot Coverage" be revised to read "All buildings,
including accessory buildings and structures, shall not cover more than
sixty-five percent of the area of the lot.11
3. Section 7~·5-3 "Permitted Uses," subsection C (I) (b) be revised to read
"Apartment Condominiums on parcels in excess of five thousand square feet
of net land area, where:
(1) The maximum density does not exceed forty-five dwelling units per
net acre.
(2) The minimum dwelling unit size is 1000 square feet.
(3) No tandem parking is provided for project of four units or more.
(4) One visitor off-street space is provided for each six units.
(5) Twenty-five percent of the required open space is at ground level
and twenty-five percent of that space is landscaped.11
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission recommends the
approval of the proposed changes for the following reasons:
I. The proposed amendment will allow for greater flexibility on the part of
builders to present Planning Development proposals before this c01T111ission
consistent with their 1 imited property assets.
2. This would tend to stabilize the type of development and residents that
would lend to stability in the community.
3. It is the opinion of the Planning Commission that by reduciAg the gross
land area, more imaginative and functional construction could be realized.
4. This would bring the apartment condominium requirements more in line with
the General Plan and provide certain amenities that would add to the
quality of construction and function of an apartment condominium.
5. Testimony was received in regard to social implications and considerations
have been given to those implications in the establishment of this ordinance.
