TO THE CITY COUNCIL DENIAL OF A REQUEST FOR CONDOMINIUM
CONVERSION AT 236 MANHATTAN AVENUE
WHEREAS, at their regular meeting of August 13, 1973, the Planning Commis-
sion did approve the request of Hartin D. Hiller for condominium conversion
on Lot 5, Block 44, First Addition to Hermosa Beach Tract, known as 236
Manhattan Avenue; and
WHEREAS, the Planning Conmission felt it had acted at that time without
adequate information; and
WHEREAS, at their regular meeting of September 18, 1973, the City Council
did hear this request, as required by Sub-division law; and
WHEREAS, at this meeting of September 18, 1973, a Planning Conmissioner
was present and requested that the City Council return the application to
the Planning Conmission for further review because they had acted originally
under misconception of their authority over the project and felt that ·re-
examination of the project was necessary for the best development; and
WHEREAS, the application was again heard by the Planning Conmission at their
regular meeting of September 24, 1973, and after all facts and findings were
reviewed;
NOW, THEREFORE, BE IT RESOLVED that the Planning Conmission does hereby
rescind Resolution P.C. 154-913 and recommends denial of the application
for the following reasons:
VOTE:
Ayes:
Noes:
a. That there is a question regarding project conformance with single
family dwelling standards and its suitability as an owner-occupant
residence.
b. There is a conflict with existing zoning standards with respect to
the adequacy of project's density, parking, open space, and land
area/division sizes which require further interpretation as to
impact on the environment and the goals of the General Plan.
c. Structures not providing soundproofing would be, in the opinion of
the Planning Commission, insufficient for residential family living.
d. The proposed subdivision would make permanent the conflicts with
the goals of the General Plan.
