AMENDMENT TO THE GENERAL PLAN #8
A RESOLUTION OF THE CITY PLANNING COMMISSION OF HERMOSA BEACH
RECOMMENDING AN AMENDMENT TO THE GENERAL PLAN TO SET THE MAXI-
MUM POPULATION AT 22,000 PERSONS.
WHEREAS, the proposed population maximum is based upon the availability of high
density, high and medium rise construction, the construction of four additional
actual streets and the expansion of the downtown area; and
WHEREAS, the City Planning Commission has recommended the deletion of certain
arterial streets which are beyond the feasibility of construction, the reduction
of the planned downtown expansion, and the deletion of the medium rise and high
classifications; and
WHEREAS, analysis of the existing subdivision and density patterns indicate that
should these two patterns be completed to their maximum potential, the popula-
tion of the City wi11 exceed 26,ooo persons;
NOW, THEREFORE, BE IT RESOLVED that the General Plan be amended, to wit:

1. The Plan Concept; final paragraph, be amended to read:
11The Plan as conceived could accomodate a residential population ranging
between 22,000 and 24,000 persons, assuming ultimate developments. This
assumes a net average residential density range from five to forty-five
dwellings per net acre to be characteristic of the various density zones
proposed by the Pl an.11
2. General Plan Summary; be amended so that the second summary reads:
11Moderate population growth, through better land use to about 24,000
persons by 1985 •11

I hereby certify that the foregoing resolution was adopted by the Planning Commission
of the City of Hermosa Beach at a public hearing held on November 12, 1973.
The Plan proposes the following as 11Arterial 11 Streets:
NORTH-SOUTH
Hermosa Avenue
Pacific Coast Highway
EAST-WEST
Gould-Artesia Boulevard
Pier Avenue-Aviation Blvd.
Herondo Boulevard-190th Street
The Plan proposes the fol lowing as 11Col lector11 streets:
NORTH-SOUTH
Monterey Blvd.-Manhattan Avenue
Ardmore Avenue
Prospect Avenue
EAST-WEST
Longfellow Avenue
21st Street between Ardmore and Prospect
16th Street between Ardmore and Pacific Coast Highway
5th Street between Ardmore and Prospect
2nd Street between Hermosa Avenue and Pacific Coast Highway
8th Street between Hermosa Avenue and Pacific Coast Highway
The Plan shows special study locations needing further research and engineering:
Hermosa Avenue -Manhattan Avenue interconnect
Pier -Aviation -Pacific Coast Highway junction
Ardmore -Herondo Crossing
Ardmore -Gould intersection
Downtown area, generally bounded by 16th Street, Ardmore, 10th Street, and
the beach.
Precise Plans need to be developed for these locations.
The Plan suggests closure of some local streets to help create superblock functions.
Streets intersecting Hermosa Avenue and Pacific Coast Highway should be reviewed
individually as possible closures. Valley Drive should be studied for closure and
realignment possibilities. It may be possible to visibly 11close11 other local streets
to reduce through or transient traffic.
Priorities:
In order to assist in capital projects programming, the Plan suggests the following
priorities for major street projects:
1. Complete Herondo
2. Interconnect Hermosa Avenue and Manhattan Avenue at the North boundary.
3. Widen Gould to Hermosa Avenue.
