HomeMy WebLinkAboutPC Resolution 154-867RESOLUTION Po C. 154-867 A RESOLUTION OF TIIE CITY PLANNING COMMISSION OF HERMOSA BEACH RECOMMENDING A CHANGE OF LAND USE ZONE FROM R-3 TO R-2B ON LOTS LOCATED BETWEEN 15TH STREET, THE STRAND, 22ND STREET AND HERMOSA AVENUEo WHEREAS, the City Planning Commission of Hermosa Beach, at a public hearing held December 6, 1972, December 20, 1972, January 17, 1973 and February 26, 1973, considered the request of the City Council to change the land use zone classification from R-3 Multiple family residence to R-2 Two Family Residence zone or such other zone as the Planning Commission may recommend on: Lots 1 through 18 and 30 through 32 of block 16; Lots 1 through 34 of block 17; Lots 1 through 34 of block 18; Lots 8 through 31 of block 19; Lots 8 through 26 of block 20; Lots 8 through 20 of block 21; Lots 9 through 10 of block 22 of Hermosa Beach Tract; and WHEREAS, at said public hearings, testimony pro and con was heard and evaluated; and WHEREAS, after due consideration it is the opinion of the Commission that the present physical development of public ways (walk streets) makes realization of the R-3 density difficult and creates congestion in the service alleys and on.Hermosa Avenue; and WHEREAS, a lower density would create a better living environment and tend to stabilize the neighborhood; and WHEREAS, the R-2 B zone would encourage the maintenance and construction of owner- occupied dwelling units which would further tend to preserve and enhance the existing environment; and WHEREAS, in the opinion of the Commission the environmental impact of the proposed change will be negative and no Environmental Impact Report need be filed; and WHEREAS, the inclusion of lots 1, 2 and 3 of block 16, Hermosa Beach Tract should be subject to an R-3 Potential; NOW THEREFORE BE IT RESOLVED that the City Planning Commission of Hermosa Beach hereby finds that the proposed change is necessary for the general welfare of the City of Hermosa Beach; is consistent with the form and intent of the General Plan; will not create a degrading impact on the city or the neighborhood; and therefore recom- mends to the City Council that the properties listed herein above be changed to R-2B, and that lots 1, 2 and 3 of block 16 Hermosa Beach Tract also be given R-3 Potential.
