A RESOLUTION OF THE PLANNING COMMISSION DENYING A
PERMIT AND TENTATIVE TRACT MAP TO CONVERT AN APART-
MENT AT 1600 ARDMORE AVENUE TO CONDOMINIUMS
WHEREAS, the Planning Corrmission held a public hearing on January 9, 1978,
to consider the request of Theodore Fredericks to convert apartments at
1600 Ardmore Avenue to condominiums and an implementing tentative tract
map 30694; and .,.....-·
WHEREAS, the Planning Commission considered the project's location, design
and layout, the condominium ordinance, zoning ordinance, subdivision
requirements; and
WHEREAS, the Planning Commission found that the proposed condominium
conversion has insufficient unusual circumstances or mitigating features
incorporated into it to warrant conversion or to offset inconsistencies
with the normal condominium requirements; and
WHEREAS, the Commission found that the density of 73 dwelling units per
acre far exceeds the R-3 zone maximum of 45 dwelling units per acre; and
WHEREAS, the Commission found that the gross floor area exceeds the allow-
able maximum by over 15,000 square feet and that the project exceeds
current height requirements; and
WHEREAS, the Commission finds that the project does not meet guest parking
requirements; and
WHEREAS, the Commission found that storage area provided does not meet
condominium code requirements and that the plans do not show sound
attenuation provisions to meet current code; and
WHEREAS, the Commission feels that a dangerous precedent would be set if
conversion of this building were allowed because it meets the standards at
the time it was built rather than the standards in existence at the present
time. The Commission finds that changes in the code since the construction
of this building were brought about of necessity, and that to ignore these
changes in the code would be inappropriate;
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of
Hermosa Beach does hereby deny the conversion of apartments at 1600 Ardmore
Avenue and Tentative Tract Map 30694.
