PLEDGE OF ALLEGIANCE The pledge of allegiance was led by Cub Scouts Pack 860 (Webelos). 3. ROLL CALL Roll call led by City Clerk Martha Alvarez and announced that there was a quorum. ANNOUNCEMENTS —UPCOMING CITY EVENTS Mayor Detoy thanked the Hermosa Beach Chamber of Commerce for organizing the Memorial Day weekend Fiesta Hermosa. He also announced his Mayor's Conversation and Beach Cleanup, scheduled for Saturday, June 20th, from 10:00 AM to noon, in partnership with the Surf Riders South Bay and the South Bay LGBTQ Center, to be held at the 10th Street Rainbow Lifeguard Tower. 1 5. APPROVAL OF AGENDA This is the time for the City Council to discuss any changes to the order of agenda items. Environmental Programs Manager, Doug Krauss introduced California Green Business Network, Program Manager, Lisa Ryder. Program Manager Ryder provided a brief overview on the Certified Green Businesses program and provided a certificate of recognition to the following businesses: • Our Lady of Guadalupe School • Mugwort Kiko Corporation • Rosa Care 6.b PRESENTATION ON COMMUNITY OPINION SURVEY RESULTS City Clerk Martha Alvarez announced the title for the Agenda Item. CITY COUNCILMEMBER COMMENTS Councilmember Jackson commended the Good Neighbor Laundromat and Cafe for organizing the community block party and noted it served as a positive template for future entertainment zones. 9. UPDATES ON CITY COUNCIL ACTIVITIES This is the time for members of the City Council to report on their attendance at ad hoc subcommittees or standing committee meetings, conferences, or other official activities as City representatives. Mayor Pro Tern Keegan reported on his attendance at the California Contract Cities Association conference in Indian Wells, where topics included 3 homelessness, Al applications in municipal government, and engagement with county supervisors and department heads. Councilmember Francois inquired about informal pathways for the Hermosa Pool Initiative Youth Council to engage with Parks and Recreation commissioners. City Manager Steve Napolitano provided clarification. Mayor Detoy and Councilmember Jackson reported attending the 50th Annual South Bay Medal of Honor Valor ceremony, recognizing Hermosa Beach Police Officers Kevin Jones and Hermosa Beach Police Detective Luis Pineda for a Lifesaving Award. Councilmember Saemann reported on his role as a director of the South Bay Housing Trust, noting the Trust's vote to fund a 93-unit, near-100% affordable apartment project in Hawthorne known as the Core Ary Avenue Apartments, with a $6 million low -interest loan from the Trust as seed funding for the $93 million development. Councilmember Francois reported attending the LA County Sanitation Board meeting and volunteering at Fiesta Hermosa all three days. 10. CONSENT CALENDAR The following matters will be acted upon collectively with a single motion and vote to approve with the majority consent of the City Council. Councilmembers may orally register a negative vote on any Consent Calendar item without pulling the item for separate consideration before the vote on the Consent Calendar. There will be no separate discussion of these items unless a Councilmember removes an item from the Consent Calendar, either under Approval of the Agenda or under this item before the vote on the Consent Calendar. Items removed for separate discussion will be provided a separate public comment period. Mayor Pro Tern Keegan request to move Agenda Item No. 10.g - Capital Improvement Program Status Report of May 14, 2026, to be individually considered. Motion Carried 10.1h AWARD OF CONSTRUCTION CONTRACT FOR THE COMPLETION OF CIP 619 KELLY COURTS IMPROVEMENTS TO GR PAVING SOLUTIONS - 26-PW-026 CEQA: The Project is exempt under the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15301 (Existing Facilities) and section 15302 (Replacement and Reconstruction). The proposed work is an alteration of existing public structures or facilities involving negligible or no expansion of existing use. Further the proposed work consists of reconstruction of existing court structures where the new courts will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. Award a construction contract for the completion of Capital Improvement Program (CIP) Project 619—Kelly Courts Improvements to GR Paving Solutions in the amount of $106,650.00-1 2. Authorize the Director of Public Works to establish a contract contingency in the amount of $26,663 and to approve contract change orders up to the amount of the approved project contingency; 3. Adopt the attached resolution entitled "A Resolution of the City Council of the City of Hermosa Beach Approving the Construction n of CIP 619 Kelly Courts Improvements Project Pursuant to Government Code Section 830.6 and Establishing a Project Payment Account"; 4. Authorize the City Manager to execute the construction contract, approve minor modifications as necessary, and execute all related documents, with the City Clerk to attesting the agreements, subject to approval by the City Attorney; and 5. Authorize the Director of Public Works to file a Notice of Completion following final completion of the project. PUBLIC HEARINGS —TO COMMENCE AT 6:30 P.M 11.a ZONE TEXT AMENDMENT (TA24-01) TO AMEND TITLE 17 OF THE HERMOSA BEACH MUNICIPAL CODE (HBMC) PERTAINING TO 7 ADMINISTRATIVE PROCEDURES FOR THE COMPREHENSIVE ZONING CODE UPDATE - 26-CDD-045 CEQA: Determine the ordinance is exempt from the California Environmental Quality Act pursuant to Section 15061(b)(3) of the CEQA Guidelines. (Community Development Director Alison Becker) Community Development Director Alison Becker who provided a brief introduction and introduced Sagecrest Planning + Environmental, Principal, David Blumenthal, AICP. Ayes (5): Councilmember Saemann, Mayor Detoy, Councilmember Jackson, Mayor Pro Tern Keegan, and Councilmember Francois Motion Carried n. Substitute Motion Moved by: Councilmember Francois Councilmember Francois made a substitute motion to remove the phrase "excluding late night establishments and outdoor uses" completely from Section 17.03.100, motion failed for lack of a second. Moved by: Mayor Pro Tern Keegan Seconded by: Councilmember Jackson A motion was made by Mayor Pro Tern Keegan, seconded by Councilmember Jackson, to introduce by title only an Ordinance of the City Council of Hermosa Beach, California, repealing, replacing, renaming, and amending portions of Title 17 of the Hermosa Beach Municipal Code relating to administrative procedures, zoning review authorities, and related land use entitlement procedures as part of the comprehensive zoning code update; and determine that the project is exempt from the California Environmental Quality Act, as amended. At 8:55 p.m., the City Council recessed and reconvened at 9.05 p.m. with the majority of City Councilmembers present. Roll call led by City Clerk Martha Alvarez and announced there is a quorum. Present: Mayor Detoy, Mayor Pro Tern Keegan, Councilmember Jackson, and Councilmember Saemann Absent: Councilmember Francois Councilmember Francois arrived at the dais at 9:06 PM. Mayor Detoy clarified that this Agenda Item is being continued to a date undetermined, and staff will re -notice the public hearing when that date is determined. City Council directed staff to return with the following details: • Further analysis on both the TOT (Transient Occupational Tax) and sales tax measure. • Continue the analysis of parking revenue strategies, including dynamic pricing, citation late fee adjustments, and holiday parking program evaluation. • Monitor early data from newly deployed Automated License Plate Reader (ALPR) enforcement vehicles. • Expanded metering on residential streets as a community engagement process. Moved by: Mayor Pro Tern Keegan Seconded by: Councilmember Francois A motion was made by Mayor Pro Tern Keegan, seconded by Councilmember Francois, to adopt Resolution No. RES-26-7550, approving the Engineer's Report for the Hermosa Beach landscaping and street lighting district 2026-2027; and adopting Resolution No. RES-26- 7551, declaring its intention to order certain improvements and to levy and collect assessments within the Hermosa Beach landscaping and street lighting district 2026-2027 for the Fiscal Year beginning July 1, 2026, and ending June 30, 2027; and setting a public hearing for June 23, 2026, in relation thereto.
