MINUTES OF THE REGULAR MEETING OF THE PLANNING COMMISSION OF HERMOSA BEACH
HELD DECEMBER 11, 1978, IN THE CITY HALL COUNCIL CHAMBERS. AT 7:30 P.M.

Comm. Rosenberger commented regarding the City Council minutes of November 14,
1978. On Page 3 there is a mention of a letter from Dave Eddings of the
Chamber of Commerce regarding the improvement of the commercial corridor along
Pacific Coast Highway. The Commission requested to receive a copy of this
1 etter.
FINAL PARCEL MAP 10787
This is a final map for a two-unit condominium at 160 Lyndon St. The County
Engineer, who also serves as the City Engineer, finds the final map to be
consistent with the tentative map.

COASTAL COMMISSION PROCESS REPORT

Mr. Jim Turba, Coastal Planner, gave a report on the progress of the writing
of the Local Coastal Plan. This will be written according to the work program
approved by the Coastal Commission in April of this year.
The Commissioners have been given a copy of the first portion of the Local
Coastal Plan, which is an inventory of the parking in the City.
The progress report basically outlines what will be taking place in the next
six or seven months and outlines the different areas that will be covered in
the plan.
Mr. Turba said that he would like to work in conjunction with Mr. Higgins,
Urban Institute, with regard to public meetings and public input. Public
response will also be solicited through surveys published in the newspaper.
Mr. Turba said that through the Coastal Commission, the Department of Housing
and Community Development was contracted to conduct a housing study in Hermosa.
There were some problems with this survey. This has been settled and, hope-
fully, the remainder of the report will be done by the first part of January
and will be sufficient. After that, the City can start to develop housing
policies and programs. Right now they are working on beach access.
As far as setting policy, each time a report is written, staff will be coming
to the Commission and looking for comments and input.
There are seven sections to write yet, and if everything goes right they will
be done at approximately one per month, depending on different delays that
might occur. A lot of the different sections can be grouped together because
of the public input that we want.
Basically, there will be public meetings, input from the Commission, rewriting
of the document, and then it will eventually be sent to the Coastal Commission
for their approval.
The remaining sections of the Local Coastal Plan are: Projected Parking Demand
and Policies, Housing Data Report, Housing Policies and Programs, Beach Access
and Recreation, Coastal Zone Design Guidelines, Coastal Zone Land Use Plan, the
LCP Environmental Impact Report and the LCP Implementation Schedule.
Chmn. Peirce asked what happens if the City adopts the Local Coastal Plan but
fails to implement it.

Mr. Turba explained that if the City fails to implement the Local Coastal
Plan within a specific period of time, then the Coastal Commission has the
power to come in and do whatever it sees fit.
Mr. Turba said there are three areas of concern by the Coastal Commission:
1) Low-to-moderate income housing
2) Beach access for all
3) Adequate parking
Comm. Rosenberger commented that the City has passed a Housing Element but has
not made an attempt to implement it, and the same goes for most of the other
elements to the General Plan. He feels it is nice that it is being prepared
(the Local Coastal Plan) but it is his opinion that it will just be filed
away like all of the rest of the elements.
Mr. Turba said that he will keep the Commission apprised of the progress of
the Local Coastal Plan preparation, and that there would be public hearings
at the CommiJ sion level throughout the time it is being prepared.
WATER QUALITY MANAGEMENT PLAN
Chmn. Peirce said he is not sure what action is needed on the Water Quality
Act, and that much of the act does not even apply to Hermosa Beach.
Motion by Comm. Fritz, seconded by Comm. Schubert, to approve the Waste Treat-
ment Management Plan for parts that are applicable to Hermosa Beach and to
encourage the implementation of those parts that are applicable. So ordered.
AIR QUALITY MANAGEMENT PLAN
This plan was passed out at the last meeting.
Chmn. Peirce said that the plan ignores power plants and seem to concentrate
on the small items such as engine solvents and spray paints. He said that
some of the remedies here seem to be politically orientated rather than logi-
cally implementable.
The Commission requested that a memo be sent to the City Council saying that in
a practical scheme sense, 99% of the approaches do not seem to be practical.
The cost benefit data seems to be not well thought out, and some of the controls
appear to be absurd. So ordered.

TRAFFIC & CIRCULATION
The Commission went over the list entitled Short-Range Action Plan and made
comments on each proposal.
1. Eliminate parking along southbound Pacific Coast Highway from 4:15 to
6:15 P.M. and stripe to create third lane during peak hours.
The Commission agreed on this action.
2. Modify medians and curb at Aviation & Pacific Coast Highway (east side)
to permit 3 through lanes during peak hours northbound and striping to
clearly indicate three lanes.
The Commission said this was pending a study to be done by Mr. Narjabedian.
3. One way 2nd Street westbound from Pacific Coast Highway to Hermosa Avenue;
one way 3rd Street and Ninth Streets eastbound between Ardmore and Pacific
Coast Highway; one way Fourth Street and Eighth Place westbound between
Pacific Coast Highway and Ardmore, allow parking on both sides of the street
for all of the above. Realign lanes on Eighth Street near its intersection
with Pacific Coast Highway so as to permit three new pafking spaces on the
north side of the street.
The Commission has questions on #3. It will be continued.
4. Realign the center median of Pacific Coast Highway to eliminate unnecessary
and inappropriate left turns.
The Commission agreed with this action.
5. Two left turning lanes from westbound Artesia to southbound Pacific Coast
Highway.
The Commission requested that traffic counts be taken.
6. No right turn 7 to 9 A.M. for westbound Herondo traffic at Monterey Blvd.
The Commission agreed on this action.
7. One-way (southbound) Bayview and one-way (northbound) Sunset.
8.
The Commission requested the rationale for this action.
One-way eastbound 28th Street, 30th Street, 33rd Street between Valley and
Hermosa Avenue (except walk streets) and one-way westbound 27th Street
(between Manhattan Ave. and Hermosa Ave.) and 29th Street, 31st Street,
and 34th Street (except walk streets) between Valley and Hermosa Avenue.
Parking to be allowed on both sides of the street.
The Commission continued this item.

9. Right turn only for southbound Manhattan Avenue traffic at 5 Corners
(onto either 27th St. or Greenwich). No right turn for eastbound
Greenwich traffic at Manhattan Ave. No left turn for northbound
Manhattan Ave. at 5 Corners.
Make 27th Street one way westbound or close it at one end. Continued.
10. No left turn from Aviation to Prospect 4 to 6 P.M. and addition of
median strip on Aviation from Ocean to Prospect.
Good idea, coupled with change in Pacific Coast Highway.
ll. No left turn from westbound 2nd St. onto southbound Pacific Coast Highway.
The Commission continued this item.
12. Right turn only sleeve on Herondo entering onto Valley.
This should include making Valley Dr. a two-way street from Herondo to
2nd St.
13. Southbound and northbound Valley at Pier Ave. right and left turns only -
no straight ahead.
Needs more study with possible impact. Needs to include Ardmore Ave. as
well.
At this point in the meeting, a member of the audience asked to be heard regarding
the proposed condominium ordinance before the City Council Tuesday night.
He asked what the purpose of the 30 ft. lot width requirements for building
condominiums was.
Chmn. Peirce said that 25 ft. lots are substandard. It is difficult to put a
structure on a 25 ft. lot.
The gentleman asked what the Commission would do if there was a proposal for a
29 ft. lot as the difference in structure between a building on a 30 1 lot and
29' lot is negligible.
Comin. Fritz explained that the Commission is looking forward to the day that
projects which conform to the ordinance to the letter will be able to be
approved administratively. If there is any deviation from the ordinance, then
it will have to go before the Commission. Exceptions can be made at the dis-
cretion of the Commission and the Council.

UNDERGROUND ING
The City Council will consider a resolution calling for a public hearing
to form an undergrounding district on Pacific Coast Highway from Pier
Avenue to the south boundary line of the City.
This undergrounding of the Highway is possible due to the fact that Edison
has another major project withdraw so that funds are available for the City
to draw up to around ten years of its future undergrounding allotment rather
than just the normal three.
The Commission showed some concern that the undergrounding on the west side
will cost more for the businesses on the east side than those on the west side.
Comm. Fritz said that if the City takes this money, then they will not be able
to underground anything else in the next ten years.
The Corrmission discussed the fact that the small existing businessman will not
benefit from the change in the commercial depth --only future big businesses
that will be attracted to this commercial area after the zone change has taken
place. This is probably why the Chamber of Commerce is having a hard time
getting cooperation from the businesses. Some of the small businesses will go
out of business because of this zone change.
The Commission agreed that if we must give up undergrounding any place else in
the City for the next ten years, that they would like to see the Highway under-
grounded.
STOCK CO-OPERATIVES
This item was continued to the next meeting.
COMMISSIONERS' ATTENDANCE RECORDS
It was agreed that this item should be brought to the attention of the City Council
and that possibly a new member appointed in the place of the current commissioner
who has not been attending the last several meetings.
REQUEST FOR A SPECIAL MEETING
Staff requestes that the Commission consider holding a special meeting to accommodqte
a condominium hearing which was not scheduled for the last meeting due to an admini-
strative error.
Motion by Comm. Fritz, seconded by Comm. Rosenberger, not to hold an extra meeting
for this purpose.
