Section II -Planning Issues
Condominium Ordinance
A joint subcommittee meeting was held with Councilmen Doerfling and Schmetlzer,
regarding the ordinance for condominiums. Lot size was the main topic of discussion
at that meeting and the following criteria was suggested:
R-1 4,000 sq. ft.
R-2 3,500 sq. ft.
R-3 2,700 to 2,850 sq. ft. with minimum 30-foot frontage
Traffic and Circulation
Mr. Merl advised that there are over 400 stop signs in the City. Use of stop signs
should follow the plan of the City, rather than just listening to petitions and
local neighbors and taking steps without proper consideration. So many signs can
actually increase noise and pollution levels. The Planning Commission will submit
a letter to the Council regarding the recent approval of stop signs and the Planning
Commion 1s attempt to review the circulation planning. Request will also be made to
stop approval of signs or any other circulation changes until this review is complete.
Another proposal by Comm. Loosli, is to convert some spaces to 11compact car11 parking
spaces, thus creating more spaces in the same amount of area.
The Fire Department response time has increased because of barricades. Origin and
destination survey cards will be submitted to drivers starting this week on 2nd St.
Railroad right-of-way
Mr. Merl commented on the 100 1 wide right-of-way which would be a perfect walk or
bike path. Unfortunately, no response has been received from Atchison, Topeka
and Santa Fe Railroad. Railway needs 15 ft. from center for necessary right-of-
way, leaving available 70 ft. for development by the city.
Noticing
Public hearing will be held June 12th regarding noticing ordinance. 1/4 page
ad will be adequate per legal council, Mr. Mirassou. A method would be commercial
mailing services. Bulk mail is eliminated because it is not first class.

Motion by Comm. Peirce, seconded by Comm. Rosenberger, to recommend the condominium
ordinance with changes and reconmend for a preliminary environmental impact report.
Recommendation is also for an environmental impact report of 2,750 sq.ft. on R-3
for informational and consideration purposes.

Comm. Schubert would also like to add that this is not going to change the types
of projects brought here.

164 MANHATTAN AVENUE
Request is for a 4-unit condominium in R-3 zone, through lot size is 60 x 100.
There are two, two unit structures, and lot coverage is 63%. Plans meet height,
floor coverage, parking space, recreation and setback requirements. Environmental
impact report has been approved by the Board of Zoning Adjustments.
Public hearing opened at 10:07 p.m.
Mr. Richard Cooling, 205 Avenue I, Redondo Beach, architect for the project,
stated that a planned unit development gives units more living space and more park-
ing spaces. Storage is in the garages. Loss of parking spaces on street was
discussed.
Mr. Bruce Van Patten, 178 Bayview Drive, was concerned about the building to be
placed directly to the west of his home and blocking his view. He was also con-
cerned that the loss of parking spaces will occur.
Public hearing closed at 10:26 p.m.
The following conditions were added:
rough plumbing and electrical for washer and dryer be added for each unit and
that the space under the stairs be finished for storage area.
Stipulation and deed restriction as a part of the CC&R's will be single family
usage for each unit which city can verify. This will disallow possible
bootleg apartments.
Chmn. Fritz and Comm. Loosli commented on the poor usage of this large lot and
would like to see more innovative design, expecially in common and recreational
spaces.

denying a request for a 4-unit planned unit development at 164 Manhattan Avenue.
After public hearing was held, it was decided that this proposed condominium

CONDOMINIUM ORDINANCE
This matter was continued from last meeting for further discussion, Section 4,
in particular. Mr. Merl read statistics of lot sizes and number of lots in the
city. Height on walk streets is also an issue. Comm. Rosenberger discussed
garages and carports. Comm. Smith computed several lot sizes, using requirements.
She suggested that if anyone could meet requirements, such an innovative design
should be approved.
Public hearing opened at 9:02 p.m.
Ellen Goetz, 208 Manhattan Avenue, pointed out the 1.5 rule as not being absolute,
but rather as a guide developed by a builder several years ago and then used by
the Coastal Commission. Chmh. Fritz commented that the 1.5 is not part of the
proposed ordinance. It is not the intent to confuse applicants. Ms. Goetz feels
that a strict 1.5 requirement could be a penalty to builders.

Setbacks will remain the same regardless of the height of structure. Rather than
administrative approval of conforming applixations, use of the consent calendar
with items assigned by the judgement of staff. Commissioners discussed difference
in construction for apartment buildings and planned unit developments. Building
separation will be a minimum of 6 ft.
Parking and minimum living space was also clarified and meets with approval of
commissioners. A minimum height of two stories (or 25 ft.) on the walkstreet
half of the total depth of a walk street lot w-11 be part of this ordinance in
Section L.
Guest parking space may be a carport on a combined lot (Sec. 1-C, Article 2, page 5).
This may be entered only from an alleyway. Common and separate recreational areas
were changed for combined lots. Minimum lot size was then discussed, and the
following criteria was decided upon by commission members:
R-1 --4,000 sq.ft.
R-2 and R-2B --3,500 sq.ft. with 30 ft. width at front setback line

project, although ~eeting minimum building standards for the city, did not meet
general planning standards for a project on a large 6,000 sq.ft. combined lot.
It does not make optimum use of land space. Units are very small and cause
curb cuts, which eliminates most probably three spaces on Manhattan Avenue in an
already crowded area. There is a lack of exterior amenities such as common decks.
Project is on an alley with no parking space.

The applicant was advised of his right to appeal within 10-days to the city council.

of this matter to the meeting of June 12th.

201 HERMOSA AVENUE
Request is continued after public hearing was opened and closed at 10:54 p.m.
The environmental impact report was not received by the Board.of Zoning Adjustments
in a timely manner for this matter.
1500 STRAND
Request is for a modification of a previously approved seven unit condominium
project. There was a change in the front landscaping and stairway.
Public hearing opened at 10:53 p.m.
Bobby Brett, 1504 Strand, made a request representing the owners of lower units.
The cement area has improved trash problems.
Public hearing closed 11:01 p.m.
Comm. Smith feels that this matter may set a precedent for others who make changes
without going through· normal processes. Comm. Loosli feels it is a bad precedent
to dement in front yards on the Strand regardless of the trash problems.
Comm. Schubert and peirce noted that the project is better with the changes.
Motion by Comm. Smith, seconded by Comm. Peirce, to approve the request.
