2519 PACIFIC COAST HIGHWAY (continued)
Request by Terrace Investments, 432 Culver Blvd., Playa del Rey, CA 90291, for
approval of a corrmercial pl ,anned development project and tentative tract map 33744
for a 60 unit motel, restaurant, coffee shop, stores, and 33 condominium units.
Rod Merl reviewed the project, noting the addition of a 10 ft. easement and reorien-
tation of the pool, and submitting a letter from the Chamber of Commerce in favor
of the project, and a letter ~ram the California Water Service Company stating
the requirements.

Ed Putz, City Engineer, reviewed the project. He stated that with the improvements
that had been made, any traffic generated by the development would be insignificant,
even at peak hours. He stated that the applicant had agreed to modify the median
on Gould Avenue so that it will be a left turn lane. Mr. Putz said that since there
are only 33 units, there should not be a back up in the left turn lane. Only
residents will enter the project from Gould Avenue. Mr. Putz compared this project
with the development at Herondo and Valley, with 300 units. He said that project
has caused no traffic problems.
Corrm. Fritz asked about the $50,000 reimbursement mentioned in the letter from the
California Water Service Co. Mr. Putz said that any reimbursement would come from
the California Water Service Co., and not from the City.
Comm. Peirce asked whose obligation it was to set the fire fighting standards.
Mr. Putz said it was the city's obligation, perhaps that of the Fire Department.
Comm. Bishop asked about parking spaces for employees. Mr. Merl said that the
applicant is providing more parking spaces than the number required by the City.
He also stated that the applicant had indicated there would be 18 employees.
Corrm. Loosli asked if residents were permitted under the zoning. Mr. Merl said
only under a corrmercial planned development.
Public hearing opened 8:09 p.m.
Cathy Anderson, representing Terraco Investments, reviewed the major areas of concern
expressed at the last meeting and stated amendments to the plans. Regarding traffic,
she stated that the 10 ft. dedication, and the extended left hand turn lane would
greatly reduce the traffic. Regarding the service entrance, she stated that accord-
ing to other businesses in the area, there would be an average of one delivery per
week, two maximum. Most delivery vans can pull in forward, and it will only be neces-
sary for large trucks to back in. She feels that the driveway to the loading dock
is long enough so that even those trucks backing in will be completely off Gould.
Regarding trask pick up, she stated that the 11 guest parking spaces were moved to
allow more room in the trash collection area. Ms. Anderson said she contacted the
local trash collection service and was assured that if they were given keys, pick-
ing up trash from the subterranean area would be no problem.
Regarding landscaping, she stated that there would be a concrete wall along the
pool and recreation area, and that the wall would be bordered by trees and shrubs
to discourage curious eyes and to ack as a sound barrier. She emphasized that
there would be no night lighting in the recreation area and at the pool.
Regarding chindren, she stated that there is 20,790 sq.ft. of recreation space,
19,000 sq.ft. of which is outside. She felt this area would keep the children off
the streets and out of the neighbor's yards.
Ms. Anderson stated that Terraco Investments is planning to maintain the motel and
lease the restaurant to a chain the caliber of Charlie Brown's.
Corrm. Isgreen asked about the commercial parking. Ms . Anderson said that there was
planned one space for every fifty feet of service area for the restaurant, and one
space for every hundred feet in the coffee shop.
Conm. Loosli asked if the project would render less ocean view than there is
presently. Ms. Anderson said yes .

Cornn. Fritz asked if the applicant would object to a specification in the CC&R 1 s
that future owners may not supply night lighting to the pool and recreation area.
Ms. Anderson stated that there would be no objection. She also stated that
non-residents will be discouraged from using the pool by a locked gate. She said
there would be no objection to this specification in the CC&R 1 s also.
Rod Merl pointed out th t the entire project is under the jurisdiction of the
Coastal Cornnission.
Comm. Fritz asked if any provision was made to keep residents from parking in the
limited time commercial spaces. Ms·. Anderson said that it was not convenient for
residents to get to the condominiums from that lot, and that they were not likely
to park there.
Cornn. Loosli asked if there would be an objection to the condition that the pool
be heated by solar energy. Ms. Anderson said there was no objection. Comm. Loosli
also asked if there was an objection to the condition that the motel operated on
daily rates in order to keep it from being used for apartments. Ms. Anderson
again said no objection.
Mr. Roy Olgensen, 661 25th Street, expressed condern about traffic noise and asked
what the parking ground level would be. Ms. Anderson said it would be higher than
the west side of the wall.
John Jessey, 662 -25th Street, expressed concern over the noise from the pool,
since his bedroom faces that area. He requested a higher barrier than his three
foot fence. Ms. Anderson advised him that, because of the grade,the wall on that
side would be from six to eight feet tall. Chmn. Rosenberger pointed out that
J a wall is not a pretty view. Mr. Jessey said his only concern is noise.
Jo Ann Lindberg, 707 -24th Place, was concerned over the effect of traffic and
kids crossing the highway -on their way to school. Corrm. Bishop said she shared
that concern and would like to see a bike path or barrier along Gould. Chmn.
Rosenberger said he thought there was planned a bike path for Gould. Mr. Putz
indicated that that was correct.
Mr. Richard Greer, 629 -24th Place, expressed concern over noise from the pool
area. He further stated that he did not feel that a 10 foot dedication would be
effective in decreasing the traffic on Pacific Coast Highway. Comm. Fritz pointed
out that the State Highway Commission controls that aspect. Cathy Anderson
reitterated her previous statement that there are no lights planned for around
the pool, and there will be no people in the pool at night.
Chmn. Rosenberger reviewed the items addressed to this point. Comm. Loosli
stated his feeling that condominiums are incompatible use of land in a commercial
zone. Comm. Peirce pointed out that the residential portion of the project is in
an area that could easily have been zoned for residential use a few years ago.
Chmn. Rosenberger stated that along the highway the project is a commercial
venture, and would generate the income expected of a commercial development.
Motion by Comm. Peirce, seconded by Comm. Bishop, to approve a commercial
planned development pennit and tentative tract map 33744 for a 60 unit motel,
restaurant, coffee shop, shops, and a 33 unit condominium project at 2519
Pacific Coast Highway, with the following conditions:
1. The solid wall separating the site from 25th Street be maintained and
beautified with landscaping;
2. That 11 guest parking spaces for the concominium units be provided and
that parking for the condominium units be physically separated from the
commerci a 1 p-arkJ og;

3. That the commercial access parking be from Pacific Coast Highway;
4. That the applicant deed a 10 1 right-of-way along Pacific Coast Highway;
5. The Condominium portion of the project shall meet all construction standards
in Section 29-5-18A of the condominium ordinance;
6. Submission of final CC&R 1 s which shall contain all the declarations in
Section 29-5-19 of the condominium ordinance;
7. Provision of a smoke detector for each dwelling and motel unit;
8. Complete utility plan be submitted and approved by the City Engineer;
all utilities shall be underground;
9. All meters, utility service connections, and major roof vents/chimneys,
pipes, or structures shall be integrated with the design of the building
and screened architecturally and/or be landscaped;
10. Construction of all public improvements such as curbs, gutters, sidewalks,
and drives to be approved by the City Engineer; bonds required as necessary
by the City Engineer;
11. Review and approval by the City Attorney;
12. Review and approval by the City Council;
13. Solar heating for the swimming pool;
14. That no individual may occupy any motel unit for more than 30 days;
15. Appropriate signs be placed on the short term loading and unloading spaces
in front of the motel making the time limit the City standard (about 20 minutes)
16. That the median along Gould Avenue be modified in accordance with the City
Engineer's specifications, the cost to be borne by the developers;
17. That the pool area will not be lighted for the purpose of nighttime recreation
18. That every effort be made to expand the parking in the commercial portion,
if there is any way possible.

It was requested that staff contact the Fi re :Chief and ask for a report on water
pressure throughout the city. So ordered.

Request for approval of Planned Unit Development for a 4-unit condominium and
Tentative Tract Map 32448.
Rod Merl briefly reviewed the project, stating that the plans had been modified to
meet the deck and storage space requirements.
Cathy Anderson represented the applicant, Terraco Investments. She stated that the
building height was 32 feet. Comm. Loosli asked the General Plan designation.
Rod Merl stated it was high density residential, zoned R-3.

Cathy Anderson presented colored renditions of the exterior of the building.

Corrm. Fritz asked if the public hearing had been advertised. Rod Merl said that
property owners within 300 feet had been notified for the first hearing .
Motion by Corrm. Fritz, seconded by Conm. Peirce, to approve with conditions 1-6
as stated, deleting condition 7.

CoITITI. Peirce stated that the project met established guidelines, and the guidelines
should be changed rather than any one projec denied. Corrm. Bishop felt it incompat-
ible with the area. Comm. Fritz and Cathy Anderson pointed out other similar
projects in the area. Comm. Peirce suggested the zoning should be changed. Ms.
Anderson also pointed out that the preliminary environmental impact report stated
that the project was compatible with the area. She said the project was in accordance
with the City specifications, in fact, there could have been five units on the
property. Chmn. Rosenberger suggested the Commissioners consider what requirements
could realistically be put into an ordinance, also some guidelines should be given
to Ms. Anderson as to what is acceptable to the Corrmission.
Motion by Comm. Fritz, seconded by Comm. Loosli, to adopt Resolution P.C. 77-38
denying a planned unit development permit and tentative tract map 32448 for a
4-unit condominium at 38-42 7th Street, for the following reasons:

Rod Merl reviewed the application and noted his correspondence to the applicant
concerning her operating without a conditional use permit. He said there were
no apparent problems from the window and that the Police Department had no comment.
Public hearing opened 10:58 p.m.
Diane Harrington, applicant, stated that she thought that she had met all the City
requirements. She had paid her fee, and a representative had been to inspect the
property. Rod Merl said that the Building Department and Business License Department
had no record of the inspection. Applicant said she thought something was required
of the owner, so that perhaps the inspection form had not yet been turned in.
Applicant further stated that she had expanded her menu to include soft drinks and
hot dogs. She said she was comuting from Pasadens on a daily basis at present, and
would visit the business on weekends in the future. She said she had a year lease
with the owner of the property.
Public hearing closed 11:04 p.m.
Motion by Comm. Fritz, seconded by Comm. Isgreen, to approve with the following
conditions:
1. At all times the business shall be responsible for managing any lines
of people in ifront of the take-out window so that it is orderly and
does not obstruct pedestrian passage or bicycle traffic where permitted.
2. At least two waste receptacles for the use of the customers shall be
maintained directly adjacent to the take-out food window.
3. A hose bib shall be provided in the vicinity of the take-out window and
the sidewalks/walkway shall be regularly hosed down, or during periods
whereby there exists a critical water shortage such areas shall be cleaned
by sweeping and wet-mopping.
4. The business shall maintain the area immediately adjacent to the take-out
food window in a clean and orderly condition.
5. Take-out window food service shall be limited to hours no earlier than
8 a.m. and no later than 11 p.m.
6. The trash bin in the rear shall be enclosed on the sides by decorative
fencing.
7. Approval of the exterior design and signing by the Hermosa Improvement
Commission.
8. Four month review.

Comm. Isgreen and Bishop commented that the applicant should strive to improve
the appearance of the building.
Motion by Comm. Loosli, seconded by Comm. Peirce, to approve Resolution P.C. 77-39
for a conditional use permit for a take out window, with the conditions as listed
above. The Commission found that the take-out window is consistent with the zoning
(a commercial use in a commercial zone), it is similar to other projects that have
been approved in the n~ighborhood, and it is consistent with the prior use of the
property.

Motion by Corrm. Peirce, seconded by Conm. Isgreen, to approve with the following
conditions:
1. All utilities shall be underground within the project.
2. Submission of a complete utility ;lan for approval by the City Engineer
3. The City Engineer may require the posting of bonds or deposits to insure
completion of improvements
4. Approval of exterior design and landscaping and architecture screening or
rnclosures of gas and electric meters by the Hermosa Improvement Corrmission
5. Permanent irrigation system for all yard and landscaping, to be approved
by the Hermosa Improvement Commission
6. Approval by the Building Department as to structural requirements
7. Provision of a 6 ft. concrete block wall along the east property line
to the front setback
8. Provision of easily accessible trash enclosure area to be approved by
the Building Department
9. Reorientation of the windows of Unit Con both the second and third floors
to provide a view to the south, and a balcony on the third level, south side;
expansion of the north-facing windows on Unit A to enhance the view; and
screening of vents.

heard; it is consistent with and falls within the guidelines of the general plan
and zoning; it meets all state standards of the zone and planned development; and
the plan implements planning deve 1 opment permit previously approved by the Planning
Commission.

ELECTION OF OFFICERS
Rod Mer1 stated that the fo1lowing Commissioners were up for reappointment and had
been: Comm. Peirce, Loosli, and Schubert.
Conm. Fritz was elected Chairman in a unanimous vote after Chmn. Rosenberger withdrew
his name.
