Unfortunately the one pertinent item is missing the applications of the 15 applicants. Hopefully such applications (always present in the past) will be posted 72 hours before the meeting (as in the past) with a staff report, brief as such staff report may be. Bottom line the applications are not present and placing them at the last minute will not be adequate for the public to review them and if they desire, to contact their councilmembers with additional private input, or to submit eComments or other comments in person or by Zoom. Kindly cure this Agenda deficiency by Saturday, June 6 at 4 PM, i.e. 72 hours before the meeting. Thank you much.-PUBLIC COMMENT Howard Lee Appointments item should be rolled to the June 23rd meeting. The Interview item itself should occur either this evening or at least three days before the June 23rd meeting.In years past applicants were interviewed in a meeting one day, and then not until at least three days later were the appointments made. That allowed councilmembers to have time to consult with others including members of the public to go over any of their concerns re: each applicant, or a specific applicant.In recent years the process was essentially corrupted / railroaded to have the selection made by council immediately in a following meeting a few hours later. That is dead wrong. The applicants and the public deserve far better. There is no rush thus the appointments should for sure be made in Councils second meeting of June. The Public Works Commission does not even meet next until mid-July as I understand it.Further, due to the clear mix-up with the applications not even being posted until less than 24 hours before the 4 PM interviews meeting, that itself is enough in itself, imv to definitely not make the appointments until June 23, the 2nd Council meeting this month. -Page 5 of 93

Where is the analysis on full cost recovery. im all for means tested subsidies for youth sports or even means tested subsidies resident after school programs of camps. The fact that no pickleball FULL cost recovery analysis is simply outrageous in the face of the fiscal crisis we are facing. Adjust the fees for full cost recovery first and give it a year to see how it plays out. If the courts are underutilized after a year you can always lower costs. -Page 6 of 93

I am a Senior Scientist with the California State Water Resources Control Board in the
Division of Water Rights where I lead complex water resource, infrastructure, and
environmental compliance projects that require balancing regulatory requirements,
public interests, and long-term resource management goals. Over the course of my
career, I have worked extensively with local, state, federal, tribal, and community
partners on issues involving water supply, flood management, environmental permitting,
infrastructure planning, and climate resilience.
I have direct experience working with the California Coastal Commission and local
governments on sea level rise vulnerability assessments, coastal hazard mapping, and
adaptation planning. My professional background also includes experience interpreting
and implementing environmental regulations, securing grant funding, managing
multidisciplinary technical teams and consultants, and facilitating collaboration among
diverse stakeholders. My public service experience also extends to education where I
served as middle and high school science teacher for over eight years.
In my current role, I lead statewide initiatives involving multimillion-dollar budgets,
complex public processes, and coordination among elected officials, agency executives,
technical experts, and community stakeholders. This work has strengthened my ability to
evaluate technical information, develop practical solutions, build consensus, and provide
clear and objective recommendations to decision-makers.
I have a BS from the University of Oregon and Masters in Environmental Science from
Loyola Marymount University, as well as a secondary teaching credential from California
State University, Long Beach.
As a Hermosa Beach resident, I would welcome the opportunity to apply my experience
in public infrastructure, regulatory compliance, climate adaptation, and collaborative
problem-solving to help the City address infrastructure needs, sustainability goals, and
long-term coastal resilience.

I am interested in serving on the Public Works Commission because Hermosa Beach is
entering a period of significant transition and opportunity. Like many coastal communities,
the City faces growing challenges related to aging infrastructure, climate resilience, sea level
rise, fiscal constraints, and evolving regulatory requirements. Meeting these challenges will
require thoughtful long-term planning and strategic investment to ensure limited resources
are directed where they will provide the greatest benefit to residents.
As a parent and longtime resident, I care deeply about preserving the unique character,
beauty, and quality of life that make Hermosa Beach such a special place to live. I want to
help ensure that the community my children enjoy today remains vibrant, resilient, and
welcoming for future generations. This means not only maintaining critical infrastructure, but
also planning proactively for future risks and opportunities so the City is well positioned to
thrive decades from now.
Through my professional experience leading complex public-sector initiatives involving
infrastructure, environmental compliance, water resources, climate adaptation, and
