C. 154-750 A RESOLUTION OF THE PLANNING COMMISSION OF HERMOSA BEACH DENYING A REQUEST FOR A CONDITIONAL USE PERMIT TO OPERATE A FREE CLINIC AT 809 PACIFIC COAST HIGHWAY. WHEREAS, the City Planning Commission of Hermosa Beach, at a public hearing held September 3, 1969, considered the request of South Bay Free Clinic for a Conditional Use Permit to operate a medical and psychological clinic in a C-3 zone on lot 2, block B, Redondo Hermosa Tract, known as 809 Pacific Coast Highway; and WHEREAS, at said hearing the following considerations were discussed: A. Hours of operation: 6:00 p. m. to 9:30 p. m. B. Distance from residences: Abutting to rear. C . Damage from noise, etc.: Late hours and rear entry could affect residences to rear. D. Off-street parking: No parking meeting ordinance standards. Two spaces requiring back -out onto 8th Street possible. Area unimproved. E. Public transportation access limited. F. Located on major thoroughfare (State Highway); and WHEREAS, at said hearing, the applicants indicated that volunteer services were proposed to provide medical and psychological service to indigent per- sons; that the proposed location was centrally located to serve the South Bay area; and WHEREAS, a substantial number of property owners and residents appeared to protest the use at the subject location because of impositions caused by vehicle congestion, noise and attractive nuisance of the proposed use; and WHEREAS, in the opinion of the Planning Commission, the proposed use is not suited to the site in question because the use needs off-street parking which is not permanently available; the proposed use on the subject site would create a conflict with the abutting residential neighborhood; needs to be more centrally located to public transportation and the population area it is to serve; the building is not presently comparable to other facilities offering this service; NOW, THEREFORE, BE IT RESOLVED, that after due consideration, the City Planning Commission of Hermosa Beach hereby denies the request as submitted. CERTIFICATION I hereby certify that the foregoing Resolution 154-750 was adopted by the Planning Commission of the City of Hermosa Beach at a regular meeting held on the 3rd of September, 1969.
