1. CLOSED SESSION—CALL TO ORDER 5:00 PM
At 5:52 p.m., Mayor Detoy announced that closed session was continued to the
end of the 6:00 p.m. meeting.
At 6:19 p.m., Mayor Detoy called the meeting to order.
2. ROLL CALL
City Clerk Martha Alvarez announced that Councilmember Jackson would be
participating remotely per Senate Bill 707 (SB 707).
Roll call led by City Clerk Alvarez and announced that there was a quorum.

Councilmember Francois, and Councilmember Saemann
3. PUBLIC COMMENT ON THE CLOSED SESSION AGENDA
This Public Comment period is limited to Closed Session agenda items only.
Public Comment is limited to three (3) minutes per speaker.
Mayor Detoy announced that public comments for Closed Session will be heard
later in the meeting.

4.a CONFERENCE WITH LEGAL COUNSEL—ANTICIPATED LITIGATION
Significant exposure to litigation pursuant to Government Code section
54956.9(d)(2): One potential case involving the City's ownership,
maintenance obligations, facility conditions, and risk allocation relating to
the Hermosa Beach Lawn Bowling Club facilities at the Clark Complex.

At 6:19 p.m. Mayor Detoy called the meeting to order.
6. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by LA County Library Community Library
Manager Sarah Harper.
7. ROLL CALL
City Clerk Martha Alvarez read the required SB 707 disclosure statement for
Councilmember Jackson's remote participation. Councilmember Jackson
confirmed he was alone at his remote location.
Roll call led by City Clerk Alvarez and announced that there was a quorum.
Present: Mayor Detoy, Mayor Pro Tem Keegan, Councilmember Jackson,
Councilmember Francois, and Councilmember Saemann
8. CLOSED SESSION REPORT
Interim City Attorney Jason Baltimore reported that there were no reportable
actions from the Closed Session.
9. ANNOUNCEMENTS—UPCOMING CITY EVENTS
Councilmember Saemann announced the Hermosa Beach Sister Cities
Association Gala will be held on June 20, 2026, from 4:00 p.m. to 8:00 p.m. at St.
Cross Episcopal Church. The theme is Casino Baja Soul. Proceeds support
Sister Cities programs, including Casa Hogar Orphanage in Baja, Mexico.
Additionally announced, the Hermosa Beach Fine Arts Festival will take place on
June 13–14, 2026, on the Community Center Lawn at Pacific Coast Highway and
Pier Avenue.
Mayor Detoy announced the Mayor’s Conversation and Beach Cleanup will be
held on June 20, 2026, from 10:00 a.m. to 12:00 p.m. at 10th Street, south of the
Pier, in partnership with Surfrider South Bay and the South Bay LGBT Center.
Additionally announced, Community Emergency Response Training (CERT) will
be held on June 27, 2026, from 8:00 a.m. to 6:00 p.m. in Council Chambers,
hosted by the Los Angeles County Fire Department.

11.a PROCLAMATION DECLARING JUNE AS PRIDE MONTH IN HERMOSA
BEACH
Mayor Detoy presented HB PRIDE Boardmember Cherelle Lampkins with
a proclamation declaring June 2026, as Pride Month in Hermosa Beach.
12. PUBLIC COMMENT
This is the time for members of the public to address the City Council on any
items within the Council's jurisdiction and on items where public comment will not
be taken (City Manager Reports, City Councilmember Comments, Consent
Calendar items not pulled for separate discussion, and Future Agenda Items). If
public comment is provided on a Public Hearing o r Municipal Matter item, public
comment on the same item will not be accepted when the item is heard at a later
part of the meeting.
The public is invited to attend and provide public comment. Public comments are
limited to three minutes per speaker from those present in City Council
Chambers and via the remote participation options listed on the agenda. This
time allotment may be modified due to time constraints at the discretion of the
Mayor or City Council.
No action will be taken on matters raised during public comment, except that the
Council may take action to schedule issues raised during public comment for a
future agenda. Speakers with comments regarding City management or
departmental operations are encouraged to submit those comments directly to
the City Manager. Members of the public will have a future opportunity to speak
on items pulled from the Consent Calendar for separate discussion, Public
Hearings, and Municipal Matters when those items are heard.

13. CITY COUNCILMEMBER COMMENTS
Councilmember Francois reported attending the LA County Sanitation Board
meeting on June 3rd as the City's representative, where bonds for construction
were approved.
Mayor Pro Tem Keegan commented on the short-term rental issue, noting that
the City of Manhattan Beach has collected approximately $1.7 million in TOT
revenue from STRs since a similar court ruling and advised a "watch and wait"
approach before creating additional regulations, suggesting the City allow the
revenue collection process to develop before taking further action.
Councilmember Jackson raised conflict-of-interest concerns regarding short-term
rental policy discussions in relation to a sitting Councilmember.
Councilmember Francois raised a point of order that the comments were out of
order and pertained to a future agenda item, then raised a second point of order
and requested a ruling from the Chair.
The Mayor concluded the discussion and proceeded to the next agenda item.
14. CONSENT CALENDAR
The following matters will be acted upon collectively with a single motion and
vote to approve with the majority consent of the City Council. Councilmembers
may orally register a negative vote on any Consent Calendar ite m without pulling
the item for separate consideration before the vote on the Consent Calendar.
There will be no separate discussion of these items unless a Councilmember
removes an item from the Consent Calendar, either under Approval of the
Agenda or under this item before the vote on the Consent Calendar. Items
removed for separate discussion will be provided a separate public comment
period.

Commission by July 1, 2026.

approval by the City Attorney.

the Kelly Pickleball Courts Use Policy that Courts 1–4 are available for
reservation and walk-on play except on Fridays, when all courts are
designated for walk-on play only and are not available for reservations;
and adopt a resolution amending the City’s Master Fee Schedule to
modify the annual Pickleball Membership and hourly reservation fees.

event approval and permit issuance to amend policies and fees related to
special events on public property; and adopt a resolution amending the
City’s Master Fee Schedule to establish new special event permit program
fees.

City Clerk Alvarez responded to City Council questions.
Following a two-round ranked nomination process, Nate Flory was
appointed by majority of votes to the Public Works Commission Seat No. 5
(Member-At-Large).
Mayor Detoy acknowledged the extraordinary level of community interest,
noting it was among the highest number of applicants for a commission in
recent memory, and expressed appreciation for all who applied.
The City Council directed staff to schedule future commission interviews
on a separate date from the Regular City Council Meeting, with formal
appointments made at a subsequent regular meeting. Staff was also
directed to explore improvements to the voting methodology.

cost increases from the Los Angeles County Fire and Lifeguard contract
negotiations in future budget presentations to ensure public transparency.

U.S. Bancorp Advisors, Inc., each for a term of three years ending June
30, 2029, with the option for two one-year extensions at the City's
discretion.

17.d AWARD OF CONSTRUCTION CONTRACT FOR CIP 107 CITYWIDE
SLURRY SEAL PROJECT - 26-PW-038
CEQA: The Project is exempt under the California Environmental Quality
Act (“CEQA”) pursuant to CEQA Guidelines section 15301 (Existing
Facilities). The project consists of surface improvements of an existing
public roadway. The roadway will not be widened and work will be
performed within the existing roadway footprint.

Councilmember Saemann, to approve the award of a construction contract
for CIP 107 Citywide Slurry Seal Project to Pavement Coatings Co. in the
amount of $222,310; authorize the Director of Public Works to establish a
project contingency of $44,500 and approve contract change orders up to
the contingency amount; adopt the associated resolution approving the
project and establishing a payment account; authorize the City Manager to
execute the contract and approve minor modifications; and authorize the
Director of Public Works to file a Notice of Completion and a Notice of
Exemption with the Los Angeles County Clerk.

A motion was made by Councilmember Saemann, seconded by
Councilmember Francois, to award a contract for on-call environmental
monitoring and testing services to AESCO, Inc. at a not-to-exceed amount
of $200,000 for a term of five years ending June 9, 2031; award a contract
for on-call environmental monitoring and testing services to Panacea, Inc.
at a not-to-exceed amount of $200,000 for a term of five years ending
June 9, 2031; and authorize the City Manager to execute the proposed
agreements, and approve minor modifications if necessary, with the City
Clerk attesting the proposed agreements and subject to approval by the
City Attorney.

18. FUTURE AGENDA ITEMS
This is the time for Councilmembers to schedule future agenda items and to ask
questions about the status of previously approved future agenda items. No
discussion, debate, or public comment will be taken. Councilmembers should
consider the city's work plan when considering new items. The tentative future
agenda items document is provided for information only.
Councilmember Saemann requested a future agenda item regarding a 12- to 18-
month citywide hiring freeze. Support was given from Mayor Pro Tem Keegan.
Council discussion occurred regarding including tenant protections related to no-
fault evictions as part of the forthcoming Short-Term Vacation Rental (STVR)
discussion. The consensus was that the topic could be incorporated into the
broader STVR policy discussion.
A request was made for a future closed session agenda item f or a performance
review of the City Attorney firm to discuss ideas regarding the firm's services.

The request received Council support. City Manager Napolitano advised that a
review of legal services was already in progress and expected to be completed
by the end of the month.
