Members Present: Mayor Mike Detoy, Mayor Pro Tem Michael D. Keegan,
Councilmember Ray Jackson, Councilmember Dean Francois,
Councilmember Rob Saemann
Staff Present: City Manager Steve Napolitano, Interim City Attorney Jason
Baltimore, City Clerk Martha Alvarez, Deputy City Clerk Ariana
Rodriguez

1. CALL TO ORDER— COMMISSION INTERVIEWS
Mayor Detoy called the meeting to order at 4:04 p.m.
2. ROLL CALL
City Clerk Martha Alvarez announced that Councilmember Jackson would be
participating remotely per Senate Bill 707 (SB 707).
Roll call led by City Clerk Alvarez and announced that there was a quorum.
Present: Mayor Detoy, Mayor Pro Tem Keegan, Councilmember Jackson,
Councilmember Francois, and Councilmember Saemann
Councilmember Saemann arrived at the dais at 4:06 p.m.
3. PUBLIC COMMENT
Mayor Detoy opened the floor to public comments.
Seeing no requests to speak, Mayor Detoy closed the floor to public comments.
4. INTERVIEWS
4.a INTERVIEWS TO FILL TWO PUBLIC WORKS COMMISSION SEATS
AND ONE CIVIL SERVICE BOARD SEAT

Mayor Detoy provided a brief introduction.

City Clerk Martha Alvarez confirmed that applicant Matthew Kidd withdrew
his application.
City Council conducted interviews in the following order:
Erin Bender
Edward Casey
Michael Dang
Kathy Dunbabin (Incumbent)
Nate Flory
There were some technical difficulties in Council Chambers, and the
interviews were paused.
The City Council continued with the following interviews for the Public
Works Commission:
Nate Flory
Lissandra Kaney
Jean Kim
Beckett Khayyam Navarrette
Rebecca Noble (Withdrew application during interviews)
Craig Steven Patton Jr.
Richard Stapp
David Toomey
Julie Treinen
The City Council continued with the following interviews for the Civil
Service Board:

5. ADJOURNMENT
At 5:52 p.m., Mayor Detoy adjourned the meeting to Tuesday, June 9, 2026, at
6:20 p.m.
