I. CALL TO ORDER
The City Council Regular Meeting of the City of Hermosa Beach met via a virtual
meeting held pursuant to Executive Order AB 361 issued by Governor Gavin Newsom
September 16, 2021 on the above date. Meeting was called to order by Mayor Detoy at
6:02 p.m.
PLEDGE OFALLEGIANCE
The Pledge of Allegiance was led Mayor Detoy.
III. ROLL CALL

V. ANNOUNCEMENTS — UPCOMMING CITY EVENT
Mayor Detoy announced that the City will commemorate Veterans Day at 10:30 a.m. on
Thursday, November 11 th, with a wreath -laying ceremony at the Veterans Memorial
located on the east lawn of the Hermosa Beach Community Center at 710 Pier Avenue.
The public is invited to the wreath -laying ceremony and to visit the Veterans Memorial to
honor the people who have served in the military. He added that starting last year and
continuing this year, the City's Community Resources Department asked the community
to provide information about veterans with a connection to Hermosa Beach to feature in
a video entitled, Veterans Are Timeless. The 2021 Veterans are Timeless video is
available on the City's social media sites, on Spectrum Channel 8 and on Frontier
Channel 31 throughout this month. On Veterans Day, the names of veterans submitted
to the City will be showcased at the Veterans Memorial.
Mayor Detoy stated that the Chamber is hosting Hermosa for the Holidays on the
weekend of November 19th — 21 st which will be an open-air winter wonderland at the
beach where you can:
• Shop for eclectic gifts from local artisans and retailers for everyone on your
shopping list;
• Eat and Drink at all of the great local food and beverage spots;
• Skate at the Kinecta 'Ice' rink on Pier Plaza;
• Cozy up at the Winter Lodge;
• Dance & Sing at the community concert and tree lighting ceremony;
• and so much more entertainment and activities for the whole family.

Mayor Detoy concluded his report by mentioning the 29th Annual Beach Cities Toy
Drive will continue this year. Like last year, there will not be a toy wrapping party this
year. However, you can still donate unwrapped new toys to our local Fire Station or
Police Department. Toys are given to children serviced by local charities.

VIII. CITY MANAGER REPORT
City Manager Lowenthal began her report by announcing that the City will be hosting a
COVID-19 Booster shot clinic on Thursday, November 18, from 3 p.m. to 5 p.m. in the
City Council Chambers. Pfizer, Moderna and Johnson and Johnson vaccines will be
available. Pediatric doses of the Pfizer vaccine for children who are age 5 to 11 years
will be available as well. For questions, please contact Brandy Villanueva, Emergency
Management Coordinator at 310-318-0340.
Ms. Lowenthal mentioned that South Park is fully open now after completion of the
semi-annual seeding and fertilizing. The next semi-annual seeding and fertilizing
program will occur in December at the Valley Park field.
Ms. Lowenthal stated that Murakawa Communications will be hosting three pop-up
events at Kay Etow Parkette in the coming weeks to update the community on the
Hermosa Avenue Green Street Project. This project, as a joint project with our Beach
Cities Watershed neighbors, entails developing designs and plans for capital
improvements in the southwestern corner of our City to help treat storm water run-off.
The project is now in the engineering phase and these events will help educate the
community on the project's goals and designs. The first of these events at the parkette
will be on Thursday, November 11, from 4 p.m. to 6 p.m. The second event at the

parkette will be on Thursday, November 18, also from 4 p.m. to 6 p.m. The third event
will be November 29. More information can be found on the City's website and the
community calendar.
City Manager Lowenthal announced that SCORE is a non-profit organization dedicated
to helping small businesses get off the ground, grow, and achieve their goals by
providing education and mentorship to small business owners. Beginning today, weekly
appointments are available every Tuesday for one -hour sessions between 10 a.m. and
1 p.m. to talk about starting or expanding a new business as well as financing and
marketing. The sessions are provided at no cost to Hermosa Beach's small business
owners. In addition to one-on-one counseling, beginning in 2022, SCORE
will host quarterly business seminars at the Hermosa Beach Community Center. To
schedule an appointment, please contact the SCORE Long Beach/South Bay office at

City Manager Lowenthal concluded her report by sharing the sad news regarding the
passing of one of our treasured team members, Alfonso Gallegos, Jr. Alfonso passed
away unexpectedly on the evening of Saturday, November 6th. Al joined our City family
four years ago, starting off as a temporary maintenance team member in our Public
Works City Yard and was hired full-time as a Maintenance Worker I in 2018. During his
time here, Al worked on a wide variety of street maintenance and traffic safety
needs. Al was very close with his team members and will be deeply missed. Ms.
Lowenthal thanked everyone for their thoughts and prayers for Alfonso's family
and for our City family during this difficult time. Tonight our Mayor and City Council will
adjourn in his honor.

X. CITY COUNCIL COMMENTS
a. UPDATES FROM CITY COUNCIL AD HOC SUBCOMMITTEES
AND STANDING COMMITTEE DELEGATES/ALTERNATES
Mayor Detoy addressed some of the public communications expressed. He stated that
the ADA access ramp was partially removed due to the installation of the winter berm.
In addition, he stated that the City paved 2.3 miles of streets last year and hopefully
Bonnie Brae will be forthcoming soon.
Councilmember Massey welcomed the public communications. He addressed the
comment on the Ombudsman request. He stated that he knew of several conversations
with the individual and one-on-one meetings with staff and elected officials over the
years regarding the CEQA compliance on various projects. He added that there was a
difference of opinion. Councilmember Massey wanted the public to understand that the
City has been responsive to the concerns raised.
Councilmember Campbell reported that the Economic Development Subcommittee
Meeting was presented with the draft Comprehensive Economic Development Plan
Strategy Report on November 1, 2021. She stated that the City Council will be given a
presentation at a later date and want the City Council to know that the document is
attached to the November 1, 2021 Meeting should the City Council want to review the
draft Report in advance. She stated that the staff captured the City Council comments
and concerns in the ten -page document.

MOTION: Councilmember Campbell moved to approve the Consent Calendar,
seconded by Councilmember Massey.
AMENDED MOTION: Councilmember Campbell moved to approve the Consent
Calendar except for item 11 b, Check Register dated October 27, 2021, which
will be considered at the next City Council Meeting, seconded by
Councilmember Massey. Motion carried unanimously.

(Business Licenses and Regulations) of the City of Hermosa Beach Municipal
Code and adopting by reference Chapter 7.54 (Massage) of Title 7 (Business
Licenses), Division 2 (Specific Businesses) and Chapter 11.36 (Massage
Establishments) of Title 11 (Health and Safety), Division 1 (Health Code) of
the County of Los Angeles Municipal Code, and finding the same exempt

HERMOSA SALOON

MOTION: Councilmember Massey moved to deny the appeal from the Hermosa
Saloon, LLC for a change of business classification for purposes of the license tax
pursuant to Hermosa Beach Municipal Code Section 5.04.200(A)(6) Schedule of
Business Taxes; and affirm that the Hermosa Saloon is taxed at the appropriate
classification of bar and restaurant with alcohol, closing after 12:00 a.m. five days
or more per week based on the most recent information provided by the appellant,
seconded by Councilmember Armato. Motion carried unanimously.

Coverage System (ERRCS) five-year contract in the amount of $83,750 to
Commline Inc.; and authorize the City Manager to execute and the City Clerk to

attest to the proposed agreement subject to approval by the City Attorney,
seconded by Councilmember Campbell. Motion carried unanimously.

Motion carried unanimously.

MOTION: Councilmember Armato moved to uphold the decision of the Public Works
Director to remove the disabled parking space located at 823 Monterey
Boulevard on the basis that the original applicant is deceased, and the

continued designation of the space would create an undue hardship for the
new property owner during construction of the new residential development,
seconded by Councilmember Massey. Motion carried unanimously.

XV. FUTURE AGENDA ITEMS
a. TENTATIVE FUTURE AGENDA ITEMS
Councilmember Armato requested that the Hermosa Beach City Council adopt a
resolution expressing support for the "Brand -Huang -Mendoza Tripartisan Land Use
Initiative" to amend Article XI of the Constitution of the State of California to make
zoning and land use community affairs, and not of state interest. Councilmember
Campbell and Mayor Pro Tern Jackson supported an agenda be brought back.

XVI. ADJOURNMENT
Mayor Detoy adjourned the meeting in honor of Alfonso Gallegos, Jr. at 8:23 p.m.
