amended, changing the word "c=:eption" to "concept" and the ward "residsn-

Re uest„of Paul E. 'A ilfiams for, a Conditional Use Per
City Planner Grawfaard presented a floor plan of the building located at 316 Pier
Avenue 4,nd said that Mr. Paul E. V. illiams had a two -fold request: to obtain
a Conditional Use Permit to sexve beer in his eating establishment, and a Con-
ditional, Use Permit to have entertat% meat in the form of silent pictures. Dur-
ing the presentation of the staff repo.q and the required considerations, he men-
tioned that there was an existing lack of off-street Barking and the possibility
of providing entertainment might overload ors -street parking. The Police Chief
suggested that if the request is granted, that alcoholic beverages be sold only
with food and that they applicants be required to request~ a conditional beer license.
Its. Crawford indicated that it was highly probable that this could be the start of
similar requests on this part of Fier t°venue. He also felt that the showing of
movies would not be a wise thing in that the entertainment wo.ald seem to appeal
more to a drinking crowd Than an eating a:.rowd.

the Conditional Use Pewits. He said the buildiag had won tlhe -Mayoras beauti-
fication :award, and it was only as an impetus to attract more dining c;1stoYimers
that the proprietor wished to add the two now features, becaise the lack of people
passing by and the nature of the business had made it dtffic,alt; to attract customers.
Mr. Paul V. illiams, 2205 Voohrees, Redondo Beach, proprietor of the business,
explained the proposed operation, that there would be no bar and said that the
movies will be silent films such as Charlie Chaplin and Laurel and Hardy.
Mr. Crawford mentioned that the applioatior: indicated a closing time of 11:00
p. ra. can Friday and Saturdays, while the business license had been issued for
10:00 p. m.. Mr. V illiams indicated that he would abide by the business license,
but felt that some late alining inight be desirable.

Cooahm. Stabler questioned - wheiher the light intensity would not be too high to
show films and Mr. V illiarns assured him it was not, that only a few lights would
have to be turned off.
Comm. Vatters asked what proportion was take-out business and Mr. 1Nilliams
estimated 32 to 56% in the evenings, none in tiha day time. More questions were
directed to Mr. V. illiams concerning ns•omotion of the movies, the duration of the
files, chow often they will be changed, total seating capacity of the restaurant,
the type of customer his business attracts# and how many people were served in
the beak period of the day.
Chairman noble said that he would abstain from voting because he owned the
building, but that he felt serving beer with the dispensing of food in this case
would be satisfactory, although he was generally opposed to bear bars.
Public Hearing closed: 8:16 p. m.
Motion by Comm. Toole to grant the Conditional Use Permits to serve beer with
food and show movies subject to conditions as reflected in the following Resolu-
tion.

for Captain Cafe, 316 Pier Avenue, allowing the sale of beer and the
showing of kvjtvies based upon the following factors:
That the request as subject to the below conditions masts the requirements of
Section 1404 of the City Zoning 0Tdinance in that by the granting of this Condi-
tional Use Permit no special dissen:ice is stone to the surrounding properties; no
one objected to the proposal during the public hearing or by written testimony;
the requested uses will allow the aypZtcant additional sources of income to stab-
ilize the business.
The permit shall be subject to the following conditions:

1. That no bas is established.
2. That alcoholic beverages be sold only with food.
3. That the alcoholic beverage license reflec€ that the conditions 2, above
is part of that license.
4. That the hours Of pop ca Jon be limited to those as shy n in the business
license except that this may be Increased to s 1:60 p. m. on Fridays and
Saturdays if the same allo- wanc:es are made in the business permit.
5, That there be no obscuring of the front windows.
G. That the Conditional Use Permit be for a period of sic months, at the

Comm, Collis expressed cone that the Commission was establishing a prece-
dent by allowing the Conditional Use Petits for beer and en€wtaism-ient, and
City Planner Crawford, suggested that he make an analysis of all previous Condi-
tional Use Permits for liquor to compare requests and decisions and then the Com-
mission could design a policy for future decisions.

Via) Comm. Stabler reported on their stady of the planned development ordinance
to date and said they had had a general discussion of the land use intensity
concept regarding its application to zoning and planned unit development
specifications. He suggested that some members of the City Council meet
with the coning Committee at their next meeting, which will be held on May
26, 1970 at 7:30 a. ern.

Committee had had an opportunity to meet jointly with the City Council.

(a) Comm. Vatte s said that although they ,had not met recently, ne and Comm.
Toole did meet with Rsdoando Beach and Manhattan Be4Ch Tri-city Committee
and also planned a meeting for May 28, 1970 at 7s30 p. m.
City Planner Crawford informed the Commission that sae had talked with a repre-
sentative of Coldwell-Barker about the downtown development and they are still
actively interested, although they have not as yet found a bocker for the anchcc
st,we. He said Mayor Thelon is working on a project of beautifying Pier Avenue,
replacing sidewalk, widening it and landscaping.

scaping .
The c,"oramissionerts, discussed the improvement of Pacifica Coast Highway,
saying that they hoped the Imp7ovement Commission would find some means to
initiate this much -needed upgrading, as had been explored at the last joint meet-
ing of the two Commissions. The City Planner was directed to yvapare a letter to
tie Imptovement Commission thanking then for their cooperatLon and suggesting
that the greatest area of impact would be Pacific Coast Highway.

�a S.C.A.G. Meeting o The City Planner announced that S.C.A.G. appears
to be moving toward becoming a regional government. The Council of Plan-
ning is also trying to move L-om a reviewing agency for federal grants to an
advisory agency to S . C. A. G. Fatecutive Council.
(b) SmW.A.P.C. Meeting -- The County Planning Department presented its Gen-
eral Plan showing, among other things,, the "Coast Parkway" back thn)ugh
Manhattan and Hermosa, Detailed reports are to be made available. to all
South Bay cities.
(c) Beach, Connmittee - RePresentatives of the three South Bay cities meet at the
Copper Penny on May 14th and made very good progress • The Redondo Beach
representative offeved to take ;serial photographs of the beaches and awake a
population map. At their next meeting on May 28 they planned to consider
the scope of the committee, and what it should do. Comm. Toole suggested
that Dick. Fitzgerald cone to talk' to the Committee, and also invite the rest
of the Planning CoLra€fission, or possibly invite the Beach Committee and Mr.
Fitzgerald to the Planning Commission meeting. It was agreed to program
such a meeting for duly.

City Planner Crawford presented a list of capital imu,-OvO meants that had been pre-
pared by the city staff for the next two years, to the Commission fog° their review,
indicating that work was continuing and more material vmjld be brought to them.
