City Planner CZawfos d reviewed the request € f Mr. Aagred C = Bowmar
fb a change of land use zone ivom R-1 with rt-•2 Potential to R-2 s ayiMi
the steam was continued from the last maet ng w order that the Commission
could review more precise places on the proposed remodelling. He said
they opposition to this changes was based primarily on reluctance to prolong
the life of old buildings, and desire to eliamtnatea them and replace with
modem duplexes. In the case in questtone the building could easily
be brought up to code. it is aeon-confornning in that it is to be wee stvrvs
and abuts time property Itne, requiring two variances if it is approved. He
said that the R-2 potential gives the Planning Commission a very broad range
of discretion, and in this case, a choice between; preserving all older homes
only some older homes which can be brought up to modern code, or eliminating
all older homes in order to realize R®2 potential

A letter was read from Mrs, Verne &vlsey,, j1942 Strand„ commending the plans
of Mira Bowman, and uhVing that the Planning rrimission act favorably on
his application for change of zone fnzom R-1 with R-2 potential:, to R-2
Public hearing opened: 7 a 52 F,,m
Mr, Xlfred G. Bowman, the applicant., stressed that when he had finished
what he proposed to do at c6n.siderF-"Is expense.the structure would be as
desirable as a new one,.
Mrs o Rosemary Foreman, 58 , loth Stsreet., spoke in favor of the addition
because she felt that many old homes were eery charming and the solution
is not to tear them down and erect cheap new buildings
Mrs. Mary Donahue, 2005 Strand,; said that the cost of owning property In
that location was so high that ur:,.ess the property is zoned Rm2 people will
not be able to alfr3?ii, to build
Mr. Tim O ° Connor, 1840 S n Mena, Redondo Beach, attorney for Mrs,. Rcbert
Patton who couldn"t be present, spoke in apposition to the request,- not
because she is concerned with the job herb Bowman will do, but because
she feels if this request is V, arated, it will do violence to the intent of this
type of zoning. She feels that the 7*ne was established after extensive
hearings, corrsideratlon of the General Flan, consideration of density and
use, and that criteria should be established for precise planning in the area
He sated she felt that if the change of zone is granted„ the applicant will
have to request variances;, and this leaves the door open for anyone to do
the same thing. She does riot feel that one individual should be allowed
to add on to are existing building, while the next person doesn't most those
mequirerments
Mrs,, Kathy Bergstrom,, 51.9 - 24th dace., asked if the development included
proper parking and was informed that it did
Mr, Bowman said that he was riot requesting a variance but a change of
zone,
Public haaring closed-, S., 05 p.m.
Mr. Bowman stated that the purpose of his application was to provide the
basis for the kind of criteria that the BoaTd intends to impose. This is the
reason for adopting this immediate classification. Permanent criteria would
not be adopted until Lhe Board has a few examples
Mr,, Mulfir+ger asked the number of non -conforming existing prcpertles;, and
was informed that this information was not readily avaUable , Mr, Crawfcwd
said that approval, of the request would require a recognition of the non- -con-

recommending that the land use zone classification of that land described as 102
Ardmore be changed from its existing railroad right of way to R-1 with R-3 po-
tential. The reason for this change of zone is that the contiguous area has been
zoned R-3 potential. it has been the decision of the Planning Comfflission in
this and surrounding area that R--3 is the highest and best use, that this now
zoning will not place any hardships on the property in question, will prevent
hardships on adjoining property, will not be materially detrimental to surrounding
properties, and is necessary for convenience and general welfare of the city,,

The study of the area of 21st Street and Pacific Coast Highway had been refer
back to the Planning Commission. City Planner Crawford said he had asked the
Street Superintendent to begin counting traffic on 21st Street, and the city had
erected "No Parking," signs on Ardmore,, He said he was in the process of draw-
ing base maps to indicate the property ownerships, size of lots and current street
improvements. He said they could develop a study of ghat would be necessary
if the property were changed to it-3, and how much would have to be changed
which he hoped to have ready by the next meeting in August, or the second
meeting at the latest
Comm. Collis commended Mr„ Crawford°s presentation on this property at the
Council meeting, stating that the Planning Commission felt at the time that
this area was not of prime importance for an in-depth study and that other areas
were of greater urgency, However, the Council still wished to have a study
