City Planner Crawlord explained to the Commission that the proposed
ordinance would amend the R-2 zone in its entirety,, and lists under per-
mitted uses certain of the conditional uses which are now listed in Section
1000 of the Zoning Ordinance. It would separate ft¢ors2 the R-3 zone such
conditional uses as circuses, outdoor entertainments and hospitals.
Comm. Noble asked hove tandem parking would affect it.
Mr. CraWord said one of the proposals is to eliminate tandem, parking
for required parking by amending Section 1159 (S) of Article 11.5 of the
Municipal Code. As proposed, it requires that all required 01-U-street
parking spaces shall be directly accessible from a street or driveway,
except that extra or visitor ✓paces. in excess of required cuff -street
parking, may be tandem where access is f.am an alley or private drive-
way. He continued that a rear yard would also berequired, with pro-
visions to allow single story accessory buildings to occupy up to 50%
of the sequin rear yard. In the case where you have a 20' rear allay,
the garage level could comes up to the.. property line, as presently allowed,
but the living portion of the structure would have to be set: 10' back; or,
20' back where there is no tear alloy.

Mr. Crawrora said it was a line drawn paeallel to the reap: lot RI-1e.
He said that the apartment houses that area now being built are uttlizing
every square inch of yard and are about 22' from each across rear alleys
and only tan feet where there are no alleys. This .rakes narrow, dark
alleys, because in nearly every case, the apartmants are three story.
Comm. C611ts said that living conditions have become too crowded and
that the rear yard is an attempt to try to open it ip. In the case of back

yard to back lard, there is a 20" set back on each lest. He asked if a garage
can encroach one-half way into the rear y4rd.
Mr. CrawfoW concur -red and added that in most cases what happens is that
they set the garages ten feet from rear lot "pine. in cases where they have
accessability to a side street: or alley, they go clear to lobs line with garage,
and use the top as a dark.
Comm. Collis said that this doesnut seem to allow much flexibility of design.
Comm. Nkatters commented that we are develoying a Planned Development
Zone ordinance for the needed flexibility Comm. Collis was talking about.
Mr. Crawford addled that the back yard proposal should salve one of the
problems that we ran into on the 21st Street proposal where the 45-foot-
high threes -story building is five feet away from a neighbor's backyard.
Chairman Noble said he would like to see some refinements to using this
idea on different size lots and how it would affect those subdivisions.

Henry Rado, 720 - 24th Place said that he had read the Planning Commission's
article in the Newsletter and he was interested but could not make a comment
on the ordinance as he didn"t knew which side to comment on.
No other persons appeared to be heard.

Comm. watters stated that he thought changes to the R--2 zone should bs
adopter[ at the same time. Comm. Stabler asked haw long it will take the
Commission to formulate both and said that if they held off until they came
:1p with another proposal for R-2. they may delay putting into eff6ct s0rn0
good ideas. He said they should upgrade the parking requirements as scan
as possible for apartment buildings.
Comm. Nvatter's agreed that the Commission should consider they R-3 zone
at this time. Comm. Stabler said it would affect the zoning subcommittee.
He thought that seance of the ideas that would come out of Planned Develop-
ment Ordinance would have bearing on other commercial zones as well as
R-3. This ordinance is of dire mead to tte city right now. He said he
would not like to see the Commission consider R-2 until they had gene
through Planned Development zone

coamm. Foote said that the Comn-jissLor, could go ahead and complete this
ordinance and not be so concerned with tandew parking at this time but he
felt that the tandem parting provisions should be included.
Mr. Crawf0d indicated that the tandem parking ameadment would stay in
the parting section of the ordinances but if included vioul€i be au$anded
along witch R-3 changes as a package.
comm. Collis added that he didn't thirst he was in complete agrea gent on
the retaining of the 1-1,/2:1 parting ratio.. He said that whether you have
two units or three units, you can't get by on less than 2:1 parking.
He thought that tandems parking could wort May well as extra spaces
where you have enough room.
Motion by Corte, Watters, seconded by Con3as Stabler to tnc ude the
paroyosod revision of Section 1159 (S) In the proposed change to the Zoning
Ordinance of Section 600--608 (Peticle 6).
The City Planner said that concerning Secdon 607, if it was the Com-
mission's wish to change the warding relative to off-street parking they
could strike the second sentence and go back to Section 11 and change 1151
(C) from I-VZ spaces to two spaces for each dwelling unit.
Comm. Collis said that such was hais intent, and that the density that the
city presently has without any changes would according to their, General
Plan allow over 35a006 people in the city. Consensus of opinion of
residents is that they don't want that high of a density. A 2;1 parting
ratio is not only necessary for automobile ?carting, but would indirectly
help lower the density.
Motion by Comm. Foote, seconded by Comm. watters to accegSection
607 of the resolution with the corrections noted theron.

Comm. Stabler said if tbae commission could get 2:1 parking, that it wouk
decrease density enough.
Comm. Foote suggested that the Gommtiss�,on drop the density to 750 square
feet per unit.

Chairman Noble sa€d that density control is best accomplished by parking.
He asked if the Commission wished to raises the lot area requirement fasm
600 to 750 square feet per unit.
Motion by Comm. Watt s, seconded by Comm. Tonle that Section 1151 (C)
be amended to requires two paa:ktng spaces per unit and that the minimum
land area per unit be 750 square feet of lot area.

Mr. Crawfc d statzd that proposed Section 606, proposed changes of
Usable Open Spaces He indicated that the ordinance s oty requires that
every dwelling unit provide two hundt d sears feet of usable open space
for each dwelling unit. The revision wouki allow 1/2 of that to be provided
on balconiese, lie remainder on mound or docks above non -living space,
such as garages.
Chairman Noble asked if the Commission should eliminate the wor6ing
„over non -living space" and require a material that would be ImpervIous.
Comm. stabler said that it was possible to have wood decking as a
regular backyaW area fps a rear unit. He said he would like to ese the
minimum width reduced to 10* for sidayards, every lot should have side --
yards equivalent to 10% of the lot. The Commission agroed.
Comm. Foote added that Section 603, side yards, should be changed to
read "shall have side yards, each equal to 10% of the width of the lot. "
The Commission agreod.
Comm. Foote moved, seconded by Comm. Watters that the Commission
approve the ordinance as amended and foz a aril to the City Council for
their action

City Planner Grawfcre presented a petition signed by residents on loth
Street which suggested the closure, of Tenth Street near Pacific, Coast
Highway in an effort to re xcs the heavy traffic aaw travelling down ths-
street as a result of the reorientation of Aviation Boulevard at Fac ific Coast
Highway. They also recommended that a Ti�jht-thin only be pcnvi tted onto
Pacific Coast Highway,
He also infnmed the (0ommission of a letter from Mr. Jack W. lathb un� �
0. Box 1073, Parker, AT[zona, owner of ffAe pa[sp y on the northwest corner
of 10th Street and pacific Coast lqighway4 objecting to the closure on the
basis of good business developme:rt.
Mr. Crawford further stated that the Police Daparttment had objected to
the closure on the basis that they object to all dead end streets, ag:d the
dire Department because it wouldd make the fire 'hydrant inaccressLble® He
said that a review of the traffic pattarn had been conducted by the Engineer-
ing staff, and that theLr opinion favored Keeping the street open to avoid
loading up adiacent streets.
The surrey shred a definite inc ease ire traffic on 1 Gth Street during peak
hours, indicating some through traffic was using lath, Street as a bypass to
Pacific Coast Highway. He said Chat traffic was backed up from St'i'l Street to

By Blocking the street off we are not solving the problem but creating one
for someone else. Would you be agreeable to the recommendation that the
change of signalization at the corner of Sth Street would help`
Strange: The traffic pattern has already been developed.
A member of the audience had several suggestions.- a traffic sierra directing

traffic to Pier Avenue, right -tuna lanes, p::,rktag on only one side of "fie
street, a sign requesting traffic to stow at op of hill. During its discussion
the Commtsston added rephrasing the signals on Pacif4c Coast Highway, and
a temporary barricades to determine what would actually haWen were the
street to be c :t off, as additional steps to solving the probleam.
Chairman Noble directed City Planner Crawfacd to repot to the city council,
and with the Council*s conswat® to pursue the following Ideas; and transmit

2. Places diarectional signs on AvLatton and Pacific Coast Highway

(a sh%, week project, by staff estimate).
4. Restrict on -street parking on 10th SWast during hours of 4:00
p.m. to 6:00 p.m. Place a speed. limit sign on lilt. StrAot.
5. Do not close 10th Street unless all other avenues have been
®'diausted, and it is detwt-mined that a real I-saaard exists.

City Planner Crated summarized the staff recommendations for disyosal
of city properties by dividing them into three categories., (1) -No future
public use, (Z) Public Use potential, and (3) Possible usable for public
purposes, but better used privately.
Comm. Collis felt very strongly that any monies derived from the sale of
any of the 1,
goperty should be set aside for park development, and Comm.
Watters coma,3pted that the city needs money for all capital Uapsovements.

Planning ]directors recommendation with the added item that any propasty
sold in residential zopsd propsrty Aovide 3-1 parking, regardless of zone.

a list of recommendations ,

appreciate any help he could get firm other Commiss Lon members.
City Planner Crawford presented a letter opz y owners iTa this area
objecting to a six wait apartment building on the basis that it eras a familly
residential neighborhood. He said the i3-3 zone established this evening
would be a big step toward this goal.

The Commission directed Mr. Crawford to virits a Better to the persons
signing the petition informing them that the Cornmission had received the
petition and that they agreed that this type of development is wrong for the
area, and list the alternative actions they could take.

City Plahner Crawford interpreted a series of sheen raps containing
various types of Lnfcrmation covering all aspects of ga°Owth in the County.
He emphasized transportatton and the plans to yrovide open space.
Motion by Comm. Toole, seconde-�R by cola . watters to adopt Resolution
P.C. 154-783 requesting the City Council of Harmosa Beach to advise the
Regional Planning Commission of certain disagreements vAth the proposed
Development Guide for Los Angeles County as follows;
A. Eliminate the "Coast Fzaeway", connecting same instead to
the "Haw,%orno eaway",, which as now planned,, creates a traffic
bottle neck at its junction with the San Diego Freeway.
B. Extend (revise) the mass transit routes to serve the Sout"a Buy
area, including Hermosa Beach.
C. Rethink the arterial scaet system which appears bo reduce this
city to a transportation corridor.

City Planner Crawfv,d recommended that the Commission members read
the profile for background information on-:hanges in travelling habits.

City Planner Crawford said that on the advice of the City Attoir ay the
City Council cancelled their public hearing and requested the Planning
Commission to reschedule a new hearing and make a new recommendation
on the Bowman rezoning, The Commission agreed to the rescheduling.
City Planhw Grawfw.d said that the property presently zoned. railroad
right of way and yawned by Mr. Schmolle,e was not rezoned R-3 aftee
his objection at the City CouncU meeting.

comm. Collis reviewed accomplishments of the Underground Utilities

Committee meeting, saying that the areas of gmatest concern in the city:
are: Pacific Coast Highway.., Pier Avenue south to southern boundary; From
Pacific Coast Highway, Pier Avenue west to Monterey; South and of toga
on Hermosa Avenue (l block section); and Hermosa Avenue near Greenwich
Village intersacticn .
He further stated, that the recomirten€led distrust was Pacific Coast Highway,
but the entire street would cost $375,000, so they were considering doing
it in two stages. They are also recommending that the County be asked for
additional funds for the Improvezen't

enough available information at this time to p.°assent a recommendation to the
Planning Commission, primarily because they had no concept of the cost
involved. Staff information has not been forthcoming, and th(rzo has been
little Interest from Councilmen.
