MEETING CALLED TO ORDER AT 7:30 p. m . by Chairman Noble. ROLL CALL: Present: Commissioners Collis, Foote, Mulfinger, Stabler, Toole, Watters and Chairman Noble. Motion by Comm. Watters, seconded by Comm. Foote to approve the minutes with a correction of the date in the second paragraph, under Z-70-5 from September 18, 1970 to September 1, 1970. P C. 154-78 Motion by Comm. Stabler, seconded by Comm. Toole, to approve P. C. 154-789 with item 6 amended to read ."All utility_ lines" instead of "All power and telephone lines". AYES: Comm. Collis, Foote, Mulfinger, Stabler, Toole, Watters and Chairman Noble. NOES: None ABSENT: None Z-70-5 Request of the City Council to reschedule public hearing on zone change request Z-70-5, a request by Alfred C. Bowman for approval of a Precise Plan and a change of land use zone from R-1 with R-2 Potential to R-2 two-family zone on lot 5, block 21, Hermosa Beach Tract. City Planner Crawford explained that on September 1, 1970 the City Council cancelled the public hearing on this zone change request by Alfred C. Bowman and instructed the Planning Commission to reschedule the public hearing. At the meeting of October 5, 1970 of the Planning Commission, Mr. Bowman had requested that the hearing not be rescheduled immediately, and the Commission voted to postpone the rescheduling until this meeting. Mr. Alfred Bowman, 2024 Strand, said that since his request at the last meet- ing he had accelerated the re -study of the precise plans and had decided that they were acceptable, so he was ready to request that public hearing be resche- duled on November 16, 1970. He said he had been troubled by the fact that the Zoning Committee was engaged in the formulation of criteria for future cases, so he felt he would be helping the Committee more if he tried to eliminate the necessity of establishing a category of which his house would be the only com- ponent. Planning Commission Minutes October 19, 1970 Page 2 Mrs. Betty Patton, 2028 Strand, objected to the delay in rescheduling, and said she would like to see the results of the zoning committee work. Comm. Stabler said he had voted against the original proceedings because he felt the Planning Commission had an obligation for setting up plans through the Zoning Committee and establishing rules and procedures as to what should be developed in that area. He felt that these provisions should be brought before the entire Commission before they rehear Mr. Bowman's application. City Planner Crawford advised that since a lengthy hearing was already sche- duled for November 2, the Zoning Committee material would be better presented at the meeting of November 16 Comm. Noble stated that he felt that November 16 was too close, that Decem- ber 7 would be better. Comm. Stabler commented that December 7 would be a good date for the committee. Motion by Comm. Stabler, second by Comm. Watters, to reschedule the public hearing for consideration of Mr. Bowman's request for approval of a precise plan and a change of land use zone from R-1 with R-2 Potential to R-2 on lot 5, block 21, Hermosa Beach Tract, on December 7, 1970, 7:30 p. m. AYES: Comm. Collis, Foote, Mulfinger, Stabler, Toole, Watters and Chairman Noble. NOES: None ABSENT: None Capital Improvement Program City Planner Crawford reviewed with the Commission the five year Capital Improvement Program as developed by the city staff. Comm. Foote questioned several of the proposed projects. The Commission discussed the Program and agreed to proceed with the proposal as a working document. Comm. Watters seriously questioned the need for further tot lots, but felt any available park land should be developed for other ages as well, and sug- gested the number of children should be determined from the 1970 census before a tot lot program was undertaken. Mulfinger to recommend to the City Council approval of the five year Capital Improvement Program as out- lined by the city staff, subject to review every six months. AYES: Comm. Collis, Foote, Mulfinger, Stabler, Toole, Watters and Chairman Noble. NOES: None ABSENT: None State Freeway 91 City Planner Crawford presented a map showing location of proposed State Freeway 91, and said that the State Division of Highways was requesting the city's position on initiation of route studies for extension of Artesia Freeway to Hawthorne Freeway (107) . Motion by Comm. Foote, second by Comm. Toole to recommend that the City Council request the State Division of Highways to initiate a route study. AYES: Comm. Collis, Foote, Mulfinger, Stabler, Toole, Watters and Chair- man Noble. NOES: None ABSENT: None P. C. Resolution 154-680 Request by Samuel E. Wallace and Robert D. Peeler to maintain a chemical supply tank in the open air in a required off-street parking space. City Plan- ner Crawford said that a variance had been granted on October 1, 1968 and again on October 15, 1969 subject to conditions, and that the conditions had been complied with. The applicant, Sam Wallace, stated that if the Planning Commission is suc- cessful in changing the zone to R-3, he will place the tank underground in the parking lot and resurface it. Motion by Comm. Toole, second by Comm. Mulfinger, to grant the variance for another year, subject to the same conditions, with the added amendment by Comm. Stabler that if the property changes hands, the Planning Commission will review again. Planning Commission Minutes October 19, 1970 Page 4 AYES: Comm. Collis, Foote, Mulfinger, Stabler, Toole, Watters and Chairman Noble. NOES: None ABSENT: None Committee Reports Zoning Committee - Comm. Stabler said that the Zoning Committee met on October 15 and discussed some new planned development definitions, gross floor area and how it might affect the land use intensity chart, R-2 provisional Strand zone, confirmed feelings of October 1 that dealt with parking and width restriction, and also in connection with this zone discussed minimal size and lot combining. Although they had hoped to schedule review of this ordinance on November 2, they did not wish it to become confused with the R-3 zone. Their next committee meeting is scheduled for Thursday, October 29, 7:30 a. m . at the International House of Pancakes. The City Planner presented two additional sections for consideration of addition to the proposed R-3 zone amendment. The first, Section 609, provided for exemption of existing apartment properties from ordinance require- ments. Motion by Comm. Noble, second by Comm. Collis, that the Commission place on their agenda the matter of analysis of the nonconforming use section of the zoning ordinance and that the Commission study their possible use with all residential zones. AYES: Comm. Collis, Foote, Mulfinger, Stabler, Watters and Chairman Noble. NOES: Toole ABSENT: None Comm. Collis suggested that the regulation apply to all R-3 zoned properties, and not exempt them from existing R-3 regulations. Motion by Comm. Foote, seconded by Comm. Mulfinger to accept with the changes as suggested by Comm. Collis. AYES: Comm. Collis, Foote, Mulfinger, Stabler, Toole, Watters and Chairman Noble. NOES: None ABSENT: None Planning Commission Minutes October 19, 1970 Page 5 Usable Open Space The second amendment suggested for inclusion in the R-3 amendment defined usable open space. Comm. Collis asked if sideyards were considered usable open space and Mr. Crawford said they were if they.were 10' wide. Comm. Foote said he was opposed to the standards as they related to the roof areas over living spaces because they are very seldom used. He suggested insert- ing "accessory" before "roof". The Commission concurred. Motion by Comm. Toole, second by Comm. Stabler to include the definition for usable open space as amended by the Commission in the public hearing. AYES: Comm. Collis, Foote, Mulfinger, Stabler, Toole, Watters and Chairman Noble. NOES: None ABSENT: None Development Committee - Comm. Watters said that Neal Howard and Les Guthrie spoke at their last committee meeting about what would be needed to get the south end of the city moving. The committee has discussed the possibility of a State Redevelopment Committee giving power similar to Federal Redevelopment Committee giving power similar to Federal Redevelop- ment District, but over which the city would have complete control. There was to be a meeting to consider this at the City Hall on October 22, 1970. The next committee meeting was to be held October 20, 1970 at 7:30 a. m. , International House of Pancakes. Beach Committee - Comm. Toole said that although the committee hadn't met recently, they would meet on October 21, and they were in the process of formulating their recommendations to the Planning Commission.
