MEETING CALLED TO ORDER AT 7:3 4 P.M. BY CHAIRMAN NOBLE. ROLL CALL: Present: Commissioners Collis, Foote, Mulfinger, Stabler, Toole, Watters, and Chairman Noble Absent: None Motion by Comm. Mulfinger, seconded by Comm. Toole to approve the minutes of the previous meeting, subject to the following correction: (1) Page 2, last paragraph, substitute the word "by" for the word "for." (Comm. Collis) Resolution P.C. 154-791;792 Motion by Comm. Watters, seconded by Comm. Mulfinger to approve Resolutions P.C. 154-791;792. AYES: Commissioners Collis, Foote, Mulfinger® Stabler, Toole Watters, and Chairman Noble NOES: None ABSENT: None Z-70-7 Clay Planner Crawford explained the request of Evelyn Dale for a change of land use zone from R-1 to R-2 on lots 13 and 14, block 67, 1st Add- itional to Hermosa Beach tract, located at 125 - 26th Street, under provisions of Article of City Zoning Ordinance N.S. 154, as amended. He reported that the property in question was comprised of two lots fronting on Manhattan Avenue. He said they are currently developed with one single family dwelling which is built across the lotline. The applicant's request, if approved, would then allow them to have an additional dwelling unit. He reported that the properties which abut: - the property in question are zoned C-1, developed with apartments, the property to the south is zoned R-1, the properties facing subject lot across Manhattan Avenue are zoned R-3 and R-1. Mr. Crawford said that this request appeared to be a reasonable gradation of density from the C-1 to the R-1 properties across the street; that the General Plan approved the requested density. PUBLIC HEARING OPENED AT 7:45. Evelyn Dale, of 125-26th Street, said that in the R-1 zone to the south, half -lots were being utilized as R-2 already. He said that by zoning -2- Planning Commission December 21, 1970 the property R-2, it would be a buffer zone between R-1 and R-3 zones. No one appeared in opposition. PUBLIC HEARING CLOSED AT 7:47 Comm. Foote asked Mr. Dale how he intended to develop his property. Mr. Dale said he was going to develop an extra unit over the garage. Comm. Collis wanted to know how the existing structure was situated on the lot. Mr. Crawford answered that there was proper set back on the alley and on the garage. Chairman Noble asked the Commissioners if they thought it would be wiser to rezone the property in question to R-3 or C-1. Comm. Watters said he thought the subject property should not be zoned C-1. He also said he does not want to set a precedent by zoning the subject property R-3. He said that he felt R-2 was ap- propriate. Other Commissioners concurred with Comm. Watter's comments. Comm. Foote moved, Comm. Toole seconded, that the requested change of land use zone from R-1 to R-2 be granted; and that a ten foot front yard be established on 26th Street. AYES: Commissioners Collis, Foote, Mulfinger, Stabler, Toole Watters, and Chairman Noble NOES: None ABSENT: None Comm. Foote moved, Comm. Watters seconded adoption of Resolution P.C. 154-793, recommending to the City Council that the land use zone on the subject property be changed from R-1 to R-2, based on the following findings in fact: 1. In the opinion of the Planning Commission the highest and best use of the subject property would be medium density residential. 2. The R-2 zone would act as a buffer between R-1 and C-1 zones. 3. In the opinion of the Planning Commission no imposition on adjoining R-1 properties will be created as a result of this zone change. 4. There shall be a setback of ten feet established on the 26th Street frontage. -3- Planning Commission December 21, 1970 AYES: Commissioners Collis, Foote, Mulfinger, Stabler, Toole Watters, and Chairman Noble NOES: None ABSENT: None Planned Development Zone The proposed amendment to the City Zoning Ordinance, N.S. 154, establishing a "PD Planned Development" zone classification. City Planner Crawford said the planned development zone had been under development for. one and one-half years by the zoning committee. He said he felt it was the proper approach for development flexibility in the city. He said that a certain amount of open space, livability space, and useable recreation space would be required. He said that with the proposed regulations the Planning Commission would be freer to assign the density in any direction. Mr. Crawford explained that the purpose of a planned development ordinance was to encourage a balance between the floor area and open space with a much better assurance of quality. Comm. Collis asked about density increase allocation for abutting parks and Mr. Crawford replied that one justification for a high rise structure could be its proximity to large open spaces. Comm. Collis also asked why residents of Hermosa Beach would want a Planned Development zone. Comm. Stabler answered that the Planned Development zone was basically a concept of developing more than one lot at a time. He said it was of little use when thinking of small individual parcels but when thinking of total blocks or large areas it would allow better space utilization. He said from a development concept it allows the most flexibility of design. PUBLIC HEARING OPENED AT 8: 2 4 P.M. Mr. Carl Hossinstein of 1211 - 21st Street, asked the Commission if a PD zone would encourage high rise areas along the Strand, and if it would open doors for large developments. Comm. Stabler answered saying that the Commission was trying to create a Planned Develop- ment zone and said there were checks and balances which would have to be satisfied before this would be allowed. Comm. Collis added that Hermosa Beach has had inferior apartment Planning Commission December 21, 1970 development primarily because of working with small lots. He said that he does not fear run away development of high rise in Hermosa Beach, because there has been no development of such in Redondo Beach where there is more reason to develop such structures at pre- sent. He said that he did see condominium type rather than apart- ment type high rise. Mr. W.E. Walton, of Torrance (owns property in Hermosa Beach), asked the Commission if there was a minimum number of square feet in the total lot combination considered. City Planner Crawford an- swered no, except that condominiums must exceed 20,000 square feet. PUBLIC HEARING CLOSED AT 8: 3 6 P.M. Chairman Noble moved, Comm. Watters seconded, that the Public hearing be continued to the next regular Planning Commission meet- ing. (January 4, 1971). AYES: Commissioners Collis, Foote, Mulfinger, Stabler, Toole Watters, and Chairman Noble NOES: None ABSENT: None Interpretation of Manufacturing in Commercial Zones City Planner Crawford explained that the Business License Review Board had requested an interpretation of Section 801 of the City Zon- ing Ordinance, as it applied to retail arts and crafts stores, where goods were made on the premises. He read the Resolution prepared by the Development Committee, and commented that, "at retaill' should be added after "sold" on criterion number 2 of Resolution .P.C. 154-794. Comm. Foote suggested that criteria numbers four and five be reversed. It was suggested that on #3 after "equip- ment" that "for making or processing of goods" be added. Comm. Collis moved, Comm. Watters seconded, that Resolution P.C. 154- 794 be adopted including the above amendments. AYES: Commissioners Collis, Foote, Mulfinger, Stabler, Toole Watters, and Chairman Noble NOES: None ABSENT: None -5- Planning Commission December 21, 1970 Zoning Committee Comm. Stabler reported that the Zoning Committee was ready to finalize the Precise Plan for the R-2 potential area of the Strand and present it to the Planning Commission. Land Development Committee Comm. Watters reported that the south west portion of the city was being assisted in rehabilitation, and that the property owners were now involved in creating a Property Owners Association. He said that by no later than their second meeting next year they should be a formal organization of property owners, helping to upgrade the area. He reported that it looked like a very successful project. Beach Plan Committee City Planner Crawford reported that not a great dealhhas happened this month with the Beach Plan Committee. He said they were press- ing to conclude their study and write a report. He said it looked like they would produce a well -thought out report which would represent the majority belief of three major city commissions next year. Non -agenda items Comm. Toole reported that he talked to former Planning Commission member Mitch Himmel, and that Mr. Himmel wanted to wish the Commissioners a Merry Christmas. Board of Zoning Adjustments Comm. Collis reported that the Board of Zoning Adjustments (agenda item #4) had allowed a single family residence to be used for three apartments with 1/1 parking. He felt that the matter was out of the Commission's hands, but he questioned the frequency of variance ap- peals. Comm. Stabler said that he felt that it was not out of the Planning Commission's hands, that the Planning Commission had created the Board and had a responsibility to assist and advise it. Mr. Crawford suggested that the Commission get together with the Board of Zoning Adjustments to develop a working rapport. Comm. Watters suggested that it be an informal meeting. Chairman Noble suggested that the meeting be held on the 4th Monday of January, 1971, to review the past year and discuss the Planning Commission's and Board of Zoning Adjustment's goals for the following year. Planning Commission December 21, 1970 Planning Commission Accomplishments City Planner Crawford read to the Planning Commission a list of their accomplishments over the past year. He complimented them on the volume and quality of their accomplishments. Comm. Foote wanted to thank City Planner Crawford for the Commission for also doing a fine job through 1970. ADJOURNMENT: Upon motion by Comm. Toole and second by Comm. Mulfinger, the meeting was adjourned at 9:15 p.m. until January 4, 1971.
