MINUTES OF THE SPECIAL STUDY SESSION OF THE PLANNING COMMISSION, HELD
IN THE COUNCIL CHAMBERS, CITY HALL, HERMOSA BEACH, ON MONDAY, SEPTEMBER
29, 1969, AT 8:00 P.M.
MEETING CALLED TO ORDER AT 8:05 P.M. BY CHAIRMAN BOICE
ROLL CALL - Present: Comm. Amer, Collis, Himmel, Noble, Stabler

Absent: None
ELECTION OF OFFICERS
A. Appointment of officers
Comm. Amer and Comm. Noble were nominated for the position of chairman,
nominations having been opened at previous meetings.
Comm. voted by ballot producing a tie.
Motion made by Comm. Noble, seconded by Comm. Collis, to reappoint Mr.
Boice chairman for the fiscal year 1969-1970. Motion later withdrawn
because Chairman Boice declined the nomination.
Motion made by Comm. Stabler, seconded by Chairman Boice, to postpone
the election until a full commission is appointed. Motion carried un-
animously.
B. Appointment of committees
Comm, Himmel will represent the Planning Commission on the Regional Com-
mittee. Comm. Noble will represent the Planning Commission on the Inter
Cities Highway Committee.
The Comm. felt that not enough information was given to them by the City
Planner regarding the Land Division Committee and the Zoning and Variance
Committee.
Motion made by Chairman Boice, seconded by Comm. Stabler, to instruct
the City Planner to get information on subdivisions, the types of sub-
divisions, and how it would be oriented to our district and submit it
to the Planning Commission. Motion carried unanimously,
OF METAL BUILDING
Motion made by Comm. Stabler, seconded by Comm. Armer, to consider the

review of the metal building first. Motion carried unanimously.
Comm. Noble read a letter received from Bud Trott, Director of Building
and Safety, which stated that Mr. Stan Weller has submitted an application
to locate a portable automatic dispensing ice machine to be used in con-.
junction with his retail liquor store. This machine is 9 feet by 20 feet
and will be located at 3216 Manhattan Avenue on the southeast corner of
the lot.
Stan Weller stated that the machine is part of the beautification pro-
gram for the entire parking lot. The gas station office building will
be removed and replaced by the machine, which must be ordered.
Comm. Amer stated that his concern was not to see the machine create
an eyesore in that area. Mr. Weller replied that the machine was part
of a beautification program for the corner.
Comm. Noble stated that Mr. Weller should check with the Building Depart-
ment to see if the machine's many colors fits the standards set down
by the Sign Ordinance.
Motion made by Comm. Noble, seconded by Comm. Collis, to grant the appli-
cation of Mr. Weller.

ZONE CHANGE 2-6
Proposed change of zone on property fronting Hermosa Avenue between 10h
and 16t' Streets, from C-2 to R-3 (continued from meeting of September
3, 1969).
Hearing continued to review possible controls on future development such
as considering R-3 potential to allow such control.
Comm. Noble read a letter received from John Stevens, Director of Public
Works regarding the future development of Hermosa Avenue, between 14th
and l&h Streets. A synopsis is as follows:
STREETS - Hermosa Avenue, a major north -south street... average daily
traffic figure of approximately 15,000 with an expected increase
of 20,000 within the next 10 years ... raised median south of 14*
is expected to be extended northward... present diagonal parking will
be replaced with parallel parking ... if multiple residential devel-
opment is placed along street, limitations should be imposed on
number or width of driveway openings allowed onto Hermosa Avenue.
STORM DRAINS - no future problem with regards to drainage.
SEWERS - existing 8" sewer line, along east side of Hermosa Avenue...

handle requirements of normal R-3 usage ... extend 8" main line in
Hermosa Avenue from 14b Street to 16* Street, a future re-sewering
plan... handling of unlimited developments.
TRAFFIC CIRCULATION - if area develops with R-3 usage, some problems
will arise... congestion will exist in alley because of the narrowness
of alley ... also, increase of traffic on 10h and 161h Streets will
result from alley congestion; if congestion becomes extreme, might
become necessary to make one-way street from 14h to 16h.
Comm. Noble read Mr. Crawford's analysis to the Planning Commission re-
garding the zone change with a recommendation that if the property owners
concur, this change be recommended to the City Council. The General Plan
shows commercial recreation, motels and such -like. The R-3 zone would
be closer to this than C-2.
Public hearing reopened at 8:35 P.M.
Mr. V.E. Howard stated that there were four basic points that they tried
to achieve. They are: (1) Hill subterranean parking, with an allowance
for 21 cars. The parking will be taken off of Hermosa Avenue, with the
egress off 14th Street; (2) a total of 12 units rather than the allowed
13 units; (3) the creation of a spanish theme; and (4) the 8 luxurious
one bedroom units will have ocean views and balconies, with 750+ square
feet each. Two baths have been added to the two bedroom units.
Comm. Collis asked Mr. Howard what their proposed rent structure was
going to be. Mr. Howard replied between $185-200 for the one bedroom
units and $250 for the two bedroom units.
Comm. Stabler asked if any variances would be required for the proposed
units. Mr. Howard stated that their plans were designed pursuant to
Hermosa Beach's existing R-3 zone, therefore, no variances would be
required.
Mr. Howard stated that laundry rooms and a pretty heavy storage area
would be incorporated in the lower area. The trash area will also be
hidden. They prefer to have their own trash pick-up service rather than
having the trucks coming in and out of the area.
Comm. Noble stated that advice received from City staff was not what the
Planning Commission had in mind. The hope was for some assistance in
designing a "super block," ideas on a street tree planting program, ideas
of beautification for alley, the idea of walled complex around block,
etc., so that the Planning Commission could study the feasibility of such
ideas along with the land area usage.
Comm. Amer asked Mr. Howard what type of incentive does his project
give to other developers, especially in the area of financing. Mr. Howard
replied that continual improvement of the area by this type of building

could only enhance the ability of subsequent developers to get financing.
Comm. Stabler stated that the Planning Commission is not asking the de-
veloper to be the pioneer in planning concepts and that the Comm. must
be bold enough to try to tailor something to that end. Mr. Howard stated
that this concept has worked best in areas like Orange County and Ventura
County where you don't have to perform plottage and where you don't have
to wait many years to buy property.
Comm. Noble stated that the Planning Commission's basic feeling was to
establish criteria as to what an overall development could be when the
properties were developed such as establishment of a theme, "a red tile"
area., Perhaps each property owner would have to put in a certain kind
of wall in the front to establish this theme.
Chairman Boice stated that in the creation of this "super block" maybe
the Planning Commission could allow the developers to come out 5 feet,
which would increase the width of alley forcing other developers to have
subterranean parking.
Mr. Howard stated that he feels that the planting area should be up front
because of aesthetics.
Comm. Himmel stated this area is a transition zone. He has no objections
to bringing the building forward 5 feet and widening the alley in doing so.
Comm. Noble stated that the Planning Commission should set up a guideline,
define the block and have the developer adhere to criteria in block.
Motion made by Comm. Stabler, seconded by Comm. Noble, to continue the
hearing until the next regular meeting of October 6, 1969.

VARIANCE V--69=1
Referral by City Council of Variance V-69-17 for reconsiderations and
recommendation.
Request for a variance in order to construct a duplex at 225 31st Street
on a lot having an area of less than 2400 square feet.
Comm. Armer read Mr. Crawford's recommendation to the Commission which
was to sustain previous Planning Commission action and to appoint two
members to work with the staff in analysing best use of 2 walk -streets
involved.
Comm. Noble read letter received from City Council regarding appeal of
Allan Juckes for a variance asking the Planning Commission for a review

and a report.
Comm. agreed to a "walk" of the 2 blocks in discussion. The Comm. re-
quested that Mr. Crawford, Mr. Stevens and Mr. Trott join them Monday
morning, October 6, 1969, at 8:00 A.M. at 31st and Manhattan Avenue for
the proposed "walk". Comm. also requested that Mr. Juckes join them.
Motion made by Comm. Stabler, seconded by Comm. Noble, to continue the
hearing to the next regular meeting, October 6, 1969. Motion carried
unanimously.
LONG-RANGE PLANNING
Continued public hearing to amend Sections 600, 606, 607 and 800-C of
Ordinance No. N.S. 154, as amended, to provide for a greater variety of
development standards in the R-3 zone and to make the C-3 zone conform
to General Plan provisions.
Consideration of Section 600 - Permitted Uses.
Discussion of proposed Zoning Ordinance amendments concerning A-3 uses
and development standards.
Recommendation from City Planner that this item be dropped from agenda
and new hearings started on revising total R-3 zone as outlined in "Study
Report, R-3 Zone" previously submitted to Planning Commission.

Motion made by Comm. Armer, seconded by Comm. Noble, to accept the City
Planner's recommendation with regard to dropping proposed ordinance and
new hearings started on revising total R-3 zone as outlined in "Study
Report."
