Crawford, City Planner ANALYSIS Request: of Vasek Polak for a Conditional Use Peim t to can -duct auto sales at 3009 Pacific Coast, Hlgl wady. History: Lot in question has been used in past as a sales lot, but in past year has been used fog new car storage only. Mr. Polak now wishes, to sell cars from the lot. Analysis: Under provisions of the Zoning Ordinance, the Planning Commission is required to consider the following factors: 1. Flours of operation - 10:00 a. m. to 9:00 P. m. 2. Distance from residential use - abutting to rear on 30th Street. 3. Possible noise, dusts smoke, odor, vibration., unsightliness, light,, etc, noire from autos and/or speakers, lights late at night. 4. Off-street parking -none on premises, parking available off alley adjoining to south and leased by the applicant. 5. hazard from congregation of cars --none apparent. Parking on 30th Street anticipated. 6. Precautions taken to assure compatibility with surrounding areas-- Iandscaping, cleanup and paint. No wall between safes lot and residence to rear. 7. Size of streets servicing area --Pacific Coast Bighway, 130 feet wide, divided; 30th, 30 root pavement. The Commission has placed the follovAng conditions on other auto sakes tots on Pacific Coast Highway, including Mr. Polak°s new car sales Tot south of 30tb Street. 1. No outside speakers or amplified telephsone bells. 2. No loud or obnoxious noise come from the premises. 3. Fours of operation not to 6xcaed 9:00 p. m. Pace 2 (An;ca?y"sir) 4. Landscaping be provided along street frontage. 5. Lights be so shielded as not to fall directly can residential. property. 6. All buildings have solid roundation. 7. All signs conform to sign regulations. No flags or pennants allowed. A six foot solid masonry wall is required between any commercial parking lot and residential uses. A low (81--4°) retaining wall exists at the rear of the property. This wall could be increased to be at least six feet high on the west side. Recommendation: This use is permitted in this zone subject to conditions adequate to assure compatibility with surrounding uses. Recommend approval subject to conditions: a. "Standard Conditions" l through 7, above. b. Hours of operation to be Emitted to the hours of 8:00 a. M. to 9:00 P. M. c. Increase rear masonry wall height to provide six foot clear height on west (residential) side. d.
