Property to the west is zoned C-2 and used commercially and for offices. The existing flower slop is not permitted in the R-P zone, It was granted a "use" variance in May 1967. It would be a permitted use In the C•2 zone. With the potential classification, no cc-r.rarcial use could be Instituted without a precise plan and zone change. Approval 1. A "C-2 potential" classifIcation tvouN not seers to preclude wWans i on of the "CA and accomp l i sly n t of the General Plan; and 2. Lacking a definitive plan from the YWA, it appears unreasonable to deliberately tie up property for the "Y's" eventual use; and 3. If the property Is not purch&sed by the "Y". a commercial zone classification appears to be a ressortabie use; and 4. The City and neighborhood retain adequate control of standards of development.
