This request was brought to the Comission for an Initiative
hearing at the request of a City Councilwan

This hearing Is to consider whether the subject block should
ultimately be used for commercial purposes rather then residence
professional.
The General Plan indicates that the highest and best use would be
for public of quasi -public purposesm The use In calnd was apparently
an expznsion of the �RCAo The subject block and the block adjoining
to tl-w south are sh-min in this public use
Should the YMCA expansion not occur, what would be the highest
and best use of the property? The existing R-P zone allows: accountants,
attorneys, brokers, medical offices, engimers. architects, planners.
private schools, and real estate agencies° YKA , as such, is not per-
mitted except as a conditional usd
The C-2 zone allows all the above. plus retail stores
The adoption of a C-2 zcne wl thout the potential classification
protection 1vould appear to be a m,.J stake at this time. 'There are 3 lots
with frontage an 24th S trace. Theso 3 ots shoo d not be al i ceed to
develop com-nerclal iy with access 'to 24th Street.
Property to the west is zoned C-2 and used commercially and for
offices.
Property to the south is zoned and used for single-family dwellings

Property to the east Is zoo and used residentially (in Redondo
Beach).

The existing flower slop is not permitted in the R-P zone, It
was granted a "use" variance in May 1967. It would be a permitted use
In the C•2 zone.
With the potential classification, no cc-r.rarcial use could be
Instituted without a precise plan and zone change.
Approval
1. A "C-2 potential" classifIcation tvouN not seers to preclude
wWans i on of the "CA and accomp l i sly n t of the General Plan; and
2. Lacking a definitive plan from the YWA, it appears unreasonable
to deliberately tie up property for the "Y's" eventual use; and
3. If the property Is not purch&sed by the "Y". a commercial zone
classification appears to be a ressortabie use; and
4. The City and neighborhood retain adequate control of standards
of development.
