Applicant: Lit N. Ma dba jade I-loass Company Analysis: Proposed takeout restaurant is to be located in vacant stare between Centiitela Valley Bank and billiard room. It is to provide take home Chinese food.. 'Provisions for trash and garbage are unknown. There is no rear access to the building. The size of the store is 14' x 70' (986 square feet). Four tables (12 chairs) are to be provided for self -serz ice sit-down custorners. The pro- posed establishment is located in the Boys Market neighborhood shopping center. A. cafe now exists on the property at the carver of Prospect and Piet. Historv: This center was created as a small neighborhood shopping center to provide services to ti_e surrounding rusidersts. The market itself is in Redondo Beach. The other stores are in Hermosa Peach. Subsequent to approval of the center, a Taco stand was approved which has been converted into the Cable Car Resta-urant. A number of attempts have been made to institute a bar in the center. Several comparison goods stores have opened and closed in the center. Access: The general location at the intersection of Prospect on Pier provides easy access to the site from neig€ bori='1g_lesid.ential areas. Poor design of driveway access rnakes entrance and emit ha 2 u dour . :oor traffic management of Pier Avenue has increased the hazard. Required Considerations: 1. Hours of operation: 11:00 a. m. - 9:00 P. m. 2. Distance from residential properties: abut to rear. Distance aors- schools: across Prospect A,jenue. 3. Possible noise,, smoke, odor, dust, unsightliness: cooking ado: s--trash storage. 4. Off-street parking. part of canter--188 spaces total. 5. Site in relation to streets. At intersection of two major streets. 8. Counter service only. Summary: There appears to be no great detriment to this use. it should be noted that the parking lot design is not the most efficient for htgh-turnover traffic; and that proliferation of signs is occurring on PterAvenue. Recommendation: Approval subject to: 1. Hours of operation - 11:06 a. m. to 10:00 p. rep. daily. 2. Provision of adequate filter system to remove odo) s of food cooking from exterior vents. 3. Provision of enclosed trash storage area within parking lot. Further recommend that signing program and parking lot design be given restudy.
