CHAMBERS, CITY HALL, HERMOSA BEACH, ON MONDAY, FEBRUARY 11, 1974, AT 7:30 P.M.
Meeting was called to order by Chairman Collis at 7:34 p.m.
ROLL CALL:

Absent: None
APPROVAL OF MINUTES:
Correction of the minutes by Comm. Hough: page 5, reason for abstention was that
Comm. Hough felt there might be a possible conflict of interest.
Motion by Comm. Noble, seconded by Comm. Rosenberger, to approve the minutes of the
January 28, 1974 meeting of the Planning Commission as corrected.

Noes: None
Absent: None
Comm. Noble expressed his objections to the wearing of an "Impeach Nixon" button
at Planning Commission meetings, since he felt the Planning Commission meetings
should be non -political. Chmn. Collis suggested discussing the matter at a workshop
meeting.
APPROVAL OF RESOLUTIONS
Motion by Comm. Burt, seconded by Comm. Rosenberger, to approve P.C. 154-946 with
the addition of the conditions imposed.

Request of John Bernatt for a Conditional Use Permit in order to operate a beer bar
at 530 Pacific Coast Highway, known as "Ninth Wave." No entertainment or dancing.

City Planner Crawford reviewed the history of the property, used as a beer bar for
twenty-nine years. He said that since the previous license had been surrendered, and
the business closed for more than ninety days, a new conditional use permit is
required. He said that parking is adequate, with six spaces, but that the narrow
driveway makes ingress and egress potentially hazardous.
Public hearing opened 8:00 p.m.
John Gregory Bernatt, 717 Pacific Coast Highway, said that the information in the
report is complete; that he can cut off the corner of the facade that has been hit
by cars exiting the parking lot; that he will be in the vicinity, but not on the
premises at all times; and that he has not been in this type of business before.
Public hearing closed 8:02 p.m.
Comm. Hough suggested that the curb cut be widened since the driveway cannot be
widened.
Comm. Widman suggested a review of the Conditional Use Permit in six months.
Motion by Comm. Noble, seconded by Comm. Rosenberger, to approve the request subject
to the following conditions:
1. That development and use be as proposed before the Planning Commission.
2. That all sound be confined to the premises.
3. That lighting of the parking lot be so arranged as not to shine into residential
area.
4. That driveway entrance be lighted.
5. That hours of operation be between 12:00 noon - 2:00 a.m.
6. That permit be subject to review in six months.
7. That signs and facade be reviewed by Improvement Commission.
8. That the curb cut be widened at entrance to parking lot, under auspices of City
Engineer.

Motion by Comm. Noble, seconded by Comm. Hough, to adopt Resolution P.C. 154-950
granting the request of John Gregory Bernatt to operate a beer bar at 530 Pacific
Coast Highway, known as "Ninth Wave" subject to the conditions listed above. It has
been determined by the Planning Commission that the business will not be detrimental
to the neighborhood and the Planning Commission does not foresee any problems. Subject
to review in six months.

Request of J. Cariker for Planned Development permit to construct a five -unit town-
house condominium at 962 Ist Street. (new)
Mr. Crawford described the location of the property and the zoning (R-P). He said
the applicant has submitted a plot plan indicating the architectural style of the
street frontage and driveway frontage. He said two plot plans were submitted with
no indication of which the applicant intends to use; no landscaping or guest parking
shown.
He said the proposal lacks the following information required by procedure for sub-
mission of a request for Planned Development: topography, livability space, total
car ratio, and schedule for development.
Chmn. Collis stated that all information should be submitted as required at the time
the plot plan is submitted.

John Snyder, 3623 Leland Street, San Pedro, owner of 110 Meyer and 111 Barney Court,
said he is opposed to construction of another apartment of that size.
James Cariker, 1035 Manhattan Avenue, said the plot plan was changed to improve access
to the driveway by changing the parking arrangement. Due to request by members of
the Commission for the information required for submission of a request for Planned
Development, Mr. Cariker asked for a continuance.
Motion by Comm. Noble, seconded by Comm. Chiu, to continue C-74-4 PD to the next
regularly scheduled Planning Commission meeting.

Daniel Brannigan, 960 lst Street, inquired about the strength of the retaining wall
between his property to the west and the proposed building site.

Request of M. Juckes for Planned Development permit to construct a 39-unit townhouse
condominium at 1001 21st Street. (new)
Mr. Crawford described the proposed construction of 38 units, the 39th being the
existing house, in a Very Low Density Zone of 0-15 units per acre, with a private
street designed to look like a public street. Tandem parking so arranged as to back
into the private street, since they cannot back into a public street. He said Staff

objects to the private street looking like a public street since normally -expected
city services will not be available there, and requested that it be dedicated as a
public street; this would require elimination of tandem parking. The street plan
shows no street lighting or fire hydrants. He said the plan submitted does not
meet livability space requirements, and no development schedule is indicated. The
plan as proposed could be divided into 19 lots having 19 duplexes.

Mike J uckes, 1217 24th Street, submitted a petition from people in the neighborhood
who approved his plan. He said the proposed units were 3-4 bedroom, 12 to 1 31L, bath,
designed for families; priced approximately $50,000. He said there will be a little
better than 2 to 1 parking, counting the parking on the street. I,n answer to
questions about zoning, he said that if subdivided, the R-1 lots abutting the
Commercial Zone could be used as R-2, resulting in at least 28 units allowable for
this property.
William O'Keefe, 1831 Prospect Avenue, asked whether the plans would be altered to
provide the required livability space, which is presently shown as 6% below the
requirement. He expressed concern with the increasing density, lack of parking space,
and overall living conditions in the area.
Ray Rodriguez, 1306 Corona, asked for clarification of the density figure, and noted
that the notices stated 38-unit condominium, not 39-unit.
Joe Reska, 656 24th Place, spoke in favor of the plan as the best yet offered for
this property. He said he would not approve a high-rise plan.
Harold Roberts, 2014 Hillcrest, asked whether the density of the area should be
averaged to determine density allowed for new units. He said this plan does not
make best use of the land and asked that the applicant redraw the plan to leave more
open space, considering three-story construction if necessary.
Pamela Henderson, 848 19th Street, objected to the increase in traffic, the lack of
livabil.ity space, and the discrepancy in the notices (38 units rather than 39).
Ruth Levy (Mrs. H. L.), 1922 Rhodes Street, said she did not receive a notification;
and requested that the land be used as a park or green belt area.
Jose Camerino, 1919 Prospect Avenue, speaking for himself and his family, opposed any
construction in this area and said they preferred a park.
Hal Schultz, 1126 19th Street, said there is a park at 19th and Prospect, and Mira
Costa High School. He said he opposes three-story development and apartments; if it
must be developed, it should be family dwellings.
Joe Connor, 2120 Prospect Avenue, said he believes the land will be developed, and
therefore prefers family dwellings; would like to see more space for children to play,
and more consideration of the parking problem.
Marian Main, 1910 Hillcrest Drive, said her main concern is with the increased traffic;
also would like to see more open space in the planning.

Richard Parker, 2110 Borden Avenue, stated his concern with increased traffic, noise
pollution, livability space and aesthetic value of the project. He said he believes
39 units is too high considering the total density of the area.
Maxine Fancher, 1910 Rhodes, said she would prefer a park, but believes this plan is
the best one submitted and in keeping with the neighborhood.
Public hearing closed 9:30 p.m.
Motion by Comm. Chiu, seconded by Comm. Noble, to continue this item and to re -
advertise as a 39-unit proposal.
Mr. Crawford noted that only front elevations were submitted and suggested that side
and rear elevations be requested.
Comm. Rosenberger commented that in the three and four bedroom units planned, approxi-
mately 160 people could be housed with a potential of 80 children, but he could see
no facilities for the children.
Chmn. Collis suggested that the number one issue is density, and asked whether the
Commission felt the density is acceptable.
Comm. Burt stated that it was within the General Plan density.
Comm. Noble felt 28 units would be more reasonable.
Comm. Widman felt that 39 units met General Plan density range.
Comm. Hough believed that averaging in existing surrounding density should be done.
She liked 28 units, objected to look -alike construction.
Comm. Widman added that Planned Developments are supposed to be more creative, that
more design thought could be profitable.
Chmn. Collis felt that the design lacked imagination and understanding of potential
market.
Comm. Burt objected to tandem parking and six ft. "sideyards" between buildings.

AMENDIJENT d6 TO THE. GENEML PLAN
Mr. Crawford requested continuance to the Planning Commission meeting on February 25.
He distributed copies of an article from the publication of the Urban Land Institute
concerning bicycle routes.

Public hearing opened 10:08 p.m.
Ray Rodriguez, 1306 Corona, requested that a bike path be proposed that would cover
the city. He said the rail top catch basins at intersections are dangerous to
bicyclists as they have 1'—z" spaces running parallel for almost a yard so the bicycle
wheel can drop through. He pointed out necessity for feeder routes through existing
streets to the bicycle path.
John O'Keefe, 1831 Prospect Avenue, Hermosa Beach, asked if student political organi-
zations, and students in government were discussed in workshop meetings.
Public hearing closed 10:14 p.m.
Chmn. Collis continued Amendment ##6 to the workshop meeting on February 25. Comm.
Chiu suggested publication of this item so that the public might attend the workshop.
FINAL DEVELOPMENT PLAN
Request of J. Berggren for approval of Final Development Plan for C-73-12 PD located
at 1510 Strand.
Mr. Crawford reviewed the Final Development Plan, containing one change due to elimi-
nation of one guest parking space, the area being used for an interior trash room
and a shower/sauna bath for residents. He said there is one guest parking space re-
maining. He said the total lot coverage is about 70% (65% allowed), but if the
elevated rear yard is accepted as uncovered area, the total lot coverage will by 647..
Motion by Comm. Rosenberger, seconded by Comm. Burt, to approve the Final Development
Plan as submitted.

PLAN MODIFICATION
Mr. Crawford reviewed the planned driveways at 1000 Pacific Coast Highway, and the
request to narrow one driveway to 20 feet to facilitate grading of the ramp to the
carwash.
Mr. John Stevens explained the grading problem that required this change.
Motion by Comm. Burt, seconded by Comm. Chiu, to approve the modification as requested.

COMMITTEE REPORTS
Comm. Rosenberger reported that the Development Subcommittee met Tuesday, February 5.
He said they discussed changing the sign ordinance to limit square footage per linear

foot, to limit total number of square feet, and to make the square footage contingent
on the height of the sign. He said the subcommittee discussed an intercity bike path,
favoring a path along the railroad tracks, and has asked the Council to call the
members of the Bike Path Committee to meet with the Planning Commission subcommittee
at the earliest possible date. A subcommittee meeting was scheduled for Wednesday,
February 13, 6:30 p.m. to discuss the hotel -motel definition.
Comm.'Hough requested that representatives of the School Board and Parks and Recreation
meet with the Open Space subcommittee on Wednesday, February 20, 6:30 p.m.
Comm. Widman said the Zoning Committee has not met, and is waiting for some information
before scheduling a meeting. He said the committee has completed recommendations on
residential zones for.inclusion in the ordinance.
Chmn. Collis suggested establishing an agenda for the meeting of February 25, to
include Element #9, Circulation Element A, sign ordinance:changes, and both inter-
city and intra-city bike paths.
Comm. Chiu said that he would like to see more participation by the citizens as to
the needs and resources of the community.
DESIGN REVIEW BOARD
Mr. Crawford said the Improvement Commission has drawn up a new ordinance for a
Design Review Board, approved and submitted to the Planning Commission and Board of
Zoning Adjustments.
Motion by Comm. Rosenberger, seconded by Comm. Hough, to set a public hearing for
Design Review Board on March 11, 1974.
