Meeting called to order by Chairman Collis at 7:34 p.m. ROLL CALL Present: Comm. Burt, Chiu (arrived late), Noble, Hough, Rosenberger, Widman, and Chmn. Collis Absent: None APPROVAL OF MINUTES Motion by Comm. Hough, seconded by Comm. Noble, to approve the minutes of the February 11, 1974 meeting of the Planning Commission as submitted. Ayes: Comm. Burt, Hough, Noble, Widman, and Chmn. Collis Noes: None Absent: Comm. Chiu Abstain: Comm. Rosenberger APPROVAL OF RESOLUTION Motion by Comm. Widman, seconded by Comm. Hough, to approve P.C. 154-950 as submitted. Ayes: Comm. Burt, Hough, Noble, Rosenberger, Widman, and Chmn. Collis Noes: None Absent: Comm. Chiu Comm. Chiu arrived at the meeting. AMEI4DMENT ##6 TO THE GENERAL PLAN City Planner Crawford reviewed the Circulation Element of the General Plan and presented a map of Hermosa Beach designating Arterial streets and Collector streets, with the remainder to be classified as local streets. He said the Circulation Element has been continued in order to consider a Bikeways portion and a Transit portion of the Plan. The Transit portion is not yet ready to submit, although there is an experiment in progress concerning a free bus route, to observe whether it is used and how workable the system will be. Meetings with RTD have not been fruitful. Comm. Widman questioned the representation of Gould Avenue as an arterial street, and cited Gould Terrace residents' objections. Comm. Noble observed that widening of the street would necessitate acquisition of considerable land through eminent domain. Mr. Crawford said that one through lane, one right -turn only lane, and one left -turn only lane is projected by the engineer for the project; and that Manhattan Beach residents use and need a Gould -Ardmore access route. Comm. Widman suggested showing Gould as a collector street between Ardmore and Hermosa Avenue. Chmn. Collis noted that widening of Gould pavement would help eliminate the present bottleneck at Ardmore Avenue, and the future street use should be shown as arterial to Ardmore and collector from Ardmore to Hermosa Avenue. Planning Commission Minutes February 25, 1974 Page 2 Ed Loosli, 3435 Strand, suggested that widening Gould Avenue to arterial standards may only bring more cars to the intersection. Motion by Comm. Widman, seconded by Comm. Noble, that Gould Avenue east of Ardmore be designated as an arterial street, and west of Ardmore to Hermosa Avenue as a collector street; that it not be extended through 27th Street, but through Greenwich Village; that Manhattan Avenue be designated a collector street; that Priority #3 of the Circulation Element of the General Plan be stricken (i.e.,"Widen Gould to Hermosa Avenue"); that description of the "Downtown area" be corrected to read, "generally bounded by 15th Street, Manhattan Avenue, loth Street, and the beach.", that two special study areas be added: 1. Gould -Manhattan Avenue intersection, and 2. Valley/Ardmore and Pier intersection. Ayes: Comm. Burt, Chiu, Hough, Noble, Rosenberger, Widman, and Chmn. Collis Noes: None Absent: None HOTEL -MOTEL DEFINITION Comm. Rosenberger said that the Hotel -Motel Definition is under consideration by the subcommittee. OPEN SPACE ZONING Comm. Widman said the Open Space Zoning Classification is in subcommittee. OPEN SPACE ELEMENT Comm. Hough reported that the Open Space Subcommittee of the Planning Commission met with Jack Bliss of Parks &. Recreation Commission, Sam Carson of the Hermosa Improve- ment Commission, and Duke Lokka, Business Manager from the School District who was sitting in pending appointment of a regular delegate from the School District. She said they have established a work schedule calling for submission of the completed plan to the full Planning Commission by the end of June; it will then go to the City Council in July, and will be submitted to the State in October, 1974. The committee also considered the items to be included in the study. The Committee meets the first and third Wednesdays, 6:30 p.m. Chmn. Collis requested the following information of the subcommittee: the total land area of the City to mean high tide; open space areas owned ,by the City, e.g., schools, street, parks; percentage of publicly -held land in open _space; and its present use. BIKEWAYS Mr. Crawford described the four types of bikeways as proposed to be provided under the Circulation Element of the General Plan, and presented Map 8 showing the proposed bikeways. Ed Loosli, 3435 Strand, noted that: the proposed minimum width of 8 feet for bike paths and bike lanes is unnecessarily restrictive; Hermosa Avenue should be considered as a bikeway to take some of the bike traffic from the Strand; and bicycles should be seriously considered as a means of transportation as well as recreation. Planning Commission Minutes February 25, 1974 Page 3 John Cheroske, also a member of the Bike Route Committee, spoke in favor of using Hermosa Avenue as a bikeway, and requested some direction from the Planning Commis- sion as to the type of information they would find most useful. Comm. Noble suggested that the committee study the most feasible route first, that is, the railroad right-of-way, and plan ingress and egress from that proposed bike path. Chmn. Collis requested that a plan submitted show, in addition to proposed bikeways, suggestions as to how the plan can be effected, analysis of the problems, and how the problems can be eliminated. He suggested obtaining from the city of Davis some information on their bikeways trail system. He said the plan should include time and cost estimates, an exhaustive feasibility study, and possible sources of revenue. Report from the Bike Route Committee is to be put on the agenda for the next work- shop meeting. Mr. Loosli suggested eliminating parking on the west side of Hermosa Avenue, which has fewer parking spaces than the east side, to establish a bike lane eight feet wide, with two-way bike travel. He said he can get input from the California Roadside Council. Comm. Chiu suggested a bike path along 190th Street/Herondo Avenue. Chmn. Collis requested advice of the Bike Route Committee and placed the item on the next regular workshop meeting. CONFLICTS OF ZONING MAP WITH GENERAL PLAN Mr. Crawford explained that present zoning in the 24 areas listed allows utilization of the property that is not compatible with the General Plan, and should be changed. He proposed showing each of these 24 items, by number, on a zoning map to facilitate study. Chmn. Collis suggested that the Commissioners inspect these areas together, and a time was set for Saturday, March 9, 9:30 a.m. at Prospect School. COMBINED LOT ORDINANCE Comm. Rosenberger reported that the Development Committee met and studied the Combined Lot Ordinance which has been sent back several times by the City.Council. He said the subcommittee has reworked the ordinance and consider it ready to re -submit to the Council. Motion by Comm. Rosenberger, seconded by Comm. Burt, to set a public hearing on March 11, 1974, for the Combined Lot Ordinance as recommended by the Development Committee. The motion was approved by voice vote. Comm. Rosenberger called a Development Subcommittee meeting for Thursday, March 7, :}0 p.m. Meeting adjourned at 10:25 P.M.
