COMMUNITY DEVELOPMENT ACT
Mr. Merl opened the discussion with the suggestion that funds might be used"for purchase of open
space, or for low interest loans for remodeling and improvement of senior citizen housing. He
said this is a block grant for use as the community designates to allow more local decision on the
use of public funds. as opposed to categorical grants. Mr. ODell had questionaires for the
audience to ascertain public feeling on the types of things that can be done with the community
development grant.
Mr. ODell gave a presentation on the origin and objectives of ,the Community Development
Act of 1974, with its two aspects of housing assistance planning and public facilities planning. He
said the funds granted the first year may be increased the second and third years according to
quality of performance. He said it is necessary to prepare a program comprehensive in nature,
determine needs, set objectives, devise ways to meet the objectives, and evaluate results. He
said Hermosa Beach has about 60 acres of open space ;(including the beach); according to the normal
standard of 10 acres per 1000 people, Hermosa Beach should have about 200 acres. Also the
Council and Commissions have shown interest in making low cost loans to senior citizens for
improving housing. No funds have been made available to the City to date.
Mr. Merl said they are dealing on a conceptual level now and must have precise plans as the
county's format becomes clearer.

Ed Loosely said the plan should be very simple to prevent high administrative costs; the simplest
program would be purchase of open space and parks.
Mr. Merl noted this is why staff suggests school lands requisition and low interest loans through
existing private businesses so as to minimize administrative factors. Staff believes that admini-
strative costs are not substantively productive as opposed to actual programs and tends to create
undesirable bureacratic factors. Staff recommends that whatever projects that finally evolve be
designed to make as much use of existing staffing and institution as possible.
Delma Peery was concerned about low-cost loans to low-income seniors who would not be able to
pay them back; she suggested gifts rather than loans. She asked what this was goint to cost the
City of Hermosa Beach. Mr. Merl explained that the funds to the city would be a grant, not a
loan; and could be used to set up a loan program.
Anna Cheney, 8 32nd Street, asked the status of the suggestion that the city purchase school land
for open space, and if the grant could be used to purchase land. Mr. Merl explained that the City
is in the process of negotiation, for purchase of the parketts on Prospect, however, the school
district may be offering the playground portion of Prospect Heights or Pier Avenue in the next
year and funding for at least a retaining down payment if not actual purchase must be made.

Request by N.. C. Krikorian for Conditional Use Permit for general sale of alcoholic beverages
in conjunction with a proposed cocktail loupge at 1332 Strand.

Mr. Merl reviewed the request which is accompanied by the reply from Chief Stonier and a
protest from the Downtown Committee. He said the City Attorney had directed that the Environ-
mental Impact Report must be heard prior to any final action, and is scheduled to be heard by
the Board of Zoning Adjustments February 18. The City Attorney also feels there should be an
indication by the owner of the use of the property he approves, since one application for the
property has already been approved.

Thomas P. Allen, Jr., Attorney., 120 Fisherman's Warf, Redondo Beach, said he does not
know the reasons for Chief Stonier's recommendation for denial, and did not receive any docu-
mentation in that regard. (He was given a copy of the recommendation.) He said conditions
#22 3, and 5 present no problem. No. 1 is a problem as it is not economically feasible to have
a six-month review due to the investment that would have been made by the applicant by that time.
No. 4 will be agreed to if required by the Planning Commission. He said the Planning Commission
has passed a similar request last meeting. The proposed applicant and the property owner are
present.
Chmn. Rosenberger said a previous request had been made for the same address for a recording
studio. Mr. Allen said he did not know about the recording studio; it was not made by the same
applicant.
Willard James, 60 10th Street, said the applicant for the recording studio called him on the phone,
was advised to go to the City, and never came back. He called again later on the phone but in the
meantime, the owner was negotiating for mother use. He said that applicant never offered money,
and he can't afford to let the building remain vacant.
Allen Glenn, 1428 Palm, said the reason Mr. Sciarrotta took so long was because of bureaucratic
errors made in handling his request. He said Mr. Sciarrotta did communicate on a price for the
place with Mr. James because he (Mr. Glenn) was present at the time; he still wants the location.
Tony Rapelle, P. O. Box 293, objected to the request becuase of the element that it brings in and
the cost of police enforcement.

Motion by Comm. Burt, seconded by Comm. Hough, to continue the public hearing until the next
regular meeting on February 24th. So ordered.
TENTATIVE TRACT MAP - 607 HOLLOWELL
Mr. Merl reviewed the analysis for approval of tentative tract map for a condominium conversion
at 605-607 Hollowell. He said the landscaping and sprinkler plan has been attached; CC&R's have
been reviewed; and it has been reviewed by the City Engineer. He said the CC&R's contain pro-
vision for a third voting party; and a fund to be established, the specific amount was not part of
the requirements.

William A. Ross, Attorney, representing T. J. Wynne, said condition #2 has been done
already, and offered pictures of the grounds. He said the amount of the maintenance fee
has to be approved by the Department of Real Estate; the obligations common to both units
being water, trash bill, exterior maintenance including landscaping, and fire insurance. He
said since one unit is larger than the other, there would probably be a ratio established,
perhaps 60-40.
Chmn. Rosenberger asked if the building is occupied by the new owners; and if there is a
procedure for terminating a lease or rental agreement when the units are sold. Mr. Ross
said renters occupy the units; and they are renting month to month, He said he believes it
is good practice to give the people as much time as they reasonably need, especially in a
conversion; there is a reasonable likelihood that one or both of the tenants might be interested
in purchasing.

Motion by Comm. Burt, seconded by Comm. Peirce, for approval of the tentative tract map
as consistent with requirements set forth in the Planned Unit Development, subject to the
following conditions:
1. Review and approval by the City Engineer.
2. That the landscaping plan and irrigation plan be maintained as approved unless otherwise
reviewed and approved by the Hermosa Improvement Commission.
3. That it final map is to be filed with the city within one year or this approval is void.

condominiums.

AMENDMENT #9. LAND USE ELEMENT
Mr. Merl said Amendment #9, passed in December, went to City Council and has been returned
for additions and modifications as the Planning Commission deems appropriate. Figures in the
charts and map have been corrected to reflect the figures in the text accurately. Chart B on
Elementary School Enrollment and projections was eliminated as not productive to the element.
It was recommended that a graph be included showing a profile of school aged children over
the last five years, but without a future trend line.
Correction to Chart A. low density under F, should read 0-7,176.
Item #10 (Proposed Changes to Land Use Element, January 27, 1975) correct to read:
delete Motel -Hotel from title; add "shops" in first paragraph; delete second paragraph.
Item #13 Schools. Delete 2nd, 3rd and 4th sentences. Delete 2nd and 3rd paragraphs. Change
chart B to profile as stated above.
Item #14, 2nd paragraph. Add the word acreage to second sentence, to read: "The acreage rate
per 1000 persons.... " Add a third sentence to read: "The national averages vary from 2.5 to
10 acres per thousand. 11 (Comm. Hough: Add also in Open Space Element.)

Comm. Peirce questioned whether the area between Imperial Mills and the Recreation
Building should be high -density and R-3; it is single-family. Chmn. Rosenberger said to
be consistent it would have to be kept at high density which reflects the ultimate density;
it is R-3. Comm. Peirce suggested medium density as in line with the actual usage. A
poll of the Commission established that Comm. Haller and Peirce believed it should be
medium density; Comm. Burt and Chmn. Rosenberger, high density. Comm. Hough said
since the Commission is split on this matter, she recommends that the City Council resolve it.
Mr. Merl said the changes made in the text will be made in the map also; when changes axe
finally accepted, the Environmental Impact Report will be rewritten to conform. He said
the Environmental Impact Report was approved and he will find out from the City Attorney
whether these are substantive changes and the Environmental Impact Report must be approved
again, or whether they are procedural changes.
Motion by Comm. Hough, seconded by Comm. Burt, to send the attached incorporated changes
to the rewritten Amendment #9, effective February 10, to the City Council for their persual
and approval.

Comm. Hough requested that Amendment #9 be completely retyped with the date of the revision
on each page.
Motion by Comm. Hough, seconded by Comm. Burt, to adopt Resolution P. C. 154-1006
recommending that the revisions as stated above be implemented in regard to Amendment #9.

AMENDMENT #11, OPEN SPACE _
Comm. Hough requested that Amendment #11 be retyped before going to the City Council.
Re: Staff Recommended Changes to the Open Space Element 2/10/75.
Community Needs - Item #2. Omit this suggestion. Omit Chart A, and paragraph two (2)
from the original.
Item #4. Change Chart C to read "Chart A. " etc.
Implementation. Enact first change as directed; first paragraph then becomes paragraph two (2).
Item #2, Change to read: "Purchase or lease surplus school property should such become
available so that property can be maintained for open space and recreational use. 11

Item #4. Change d. to b.
Item #6. Submit as a difference in the Commission: Comm. Hough and Peirce prefer "shall be"
and Chmn. Rosenberger prefers "may be".
Item #9. Delete "reasonable".
Mr. Merl said there will be a change of the map relating to Hermosa View property to make it
consistent with land use.
Conservation Element: Items #2 and #3: change 'oil" to "mineral resources" in both items.
Summary. Item #1. Eliminate 8.
The Strand: Item #1. Add 1. c. change "shall" to "may" and continue "may be modified with
landscaping in conjunction with the life guard station and downtown business area. "
Parking: Delete a. and b. Add a separate parking element will be appended to the present General
Plan.
Scenic Highways Element: B. 2. delete "numerous". Add Hermosa Avenue (on map also).
Motion by Comm. Hough, seconded by Comm. Burt, to forward to the City Council with changes
and recommendations, retyped with pages dated, and effective as of February 10, 1975.

PLANNING PRIORITIES
Mr. Merl distributed copies of the Housing and Seismic Elements to be discussed at the next meeting.
He said two more elements will follow, which are Noise and Safety.
Chmn. Rosenberger made a motion for a resolution stating that any item requested of staff or
opinion of the City Attorney be listed as an agenda item for the next meeting and thereafter until
resolved. So ordered.
Mr. Merl discussed General Plan implimentation and the Capital Improvement Budget, Motion by
Comm. Hough to request budget no later than April 15th. Unanimous.
Chairman Rosenberger left. Comm. Peirce acting Chairman.
"C" POTENTIAL/MULTI-USE CORRIDOR
Mr. Merl said that "C" Potential on the zoning map is in an area now zoned residential which follows
the Multi -use Corridor, and suggested that "C" potential be the first step toward the next land use
revision. He further stated that there must be an ultimate resolution of the question of commercial
depth.

Comm. Peirce said it ties into the parking restriction on Pacific Coast Highway, and moved
to request a new traffic survey on Pacific Coast Highway north and south of Aviation.
Mr. Marvin May, 960 2nd Street, said the placing of barricades on 2nd Street hinges on the
C-Potential line. He said the residents want the barricade as close to the corner as possible
allowing access to the businesses; the business people want it farther up the hill. The City
Manager has said there has to be a determination made so that they can place the barricade and it
is in the hands of the Planning Commission. He said there is a petition in the file by residents
in the flexible zone who wish to have it residential. He said the first barrier on the street is 80'
off the highway, past a business property and parking lot; it is often stolen or knocked down. He
said there is a second sign about 350 yards up the street which people drive past. He recommended
a permanent barrier in the location near the corner.
Comm. Peirce said he feels the barrier should be positioned at the end of the commercial zone
rather than halfway up the hill. He asked, staff to take a survey of the residents of that area as to
where they want the barrier, or gather documents to that effect, and put on agenda for next regular
meeting. He said this should be pursued apart from the "C" Potential matter, and a recommendation
for action made to the City Council.
R-1. R-2. R-3 ZONING AMENDMENTS
Mr. Merl said the Board of Zoning Adjustments, in its review, is particularly concerned with height.
The Board of Zoning Adjustments had requested average height of R-1 structures and staff has now
made that study and it is in the Commission packet. Comm. Haller requested a meeting on R-2 and
R-3, to be 4:30 Tuesday, February 18th. She asked that Pat Brown attend.
PARK PLAN, & PARKING SURVEY
Motion by Comm. Hough, seconded by Comm. Peirce, to receive and file. So ordered.
REPORT OF SUBCOMMITTEES
No report from Development or Zoning subcommittees.
COMMISSIONERS' ITEMS
Comm. Hough said she cannot serve on the Development subcommittee for the next six months.
Chmn. Rosenberger said he will serve on that committee. She asked Comm. Haller to serve on
the Bicentennial Committee in her place, and Comm. Chiu to attend Downtown Businessmen's
meeting; but that she will remain on the Chamber Board.
Comm. Hough said she has had no response to her complaint to the Building Department or to the
Commission's complaint to the licensing department on an illegal auto body shop on Palm Drive
and asked staff to report on what action has taken place on the complaint.
Comm. Hough has talked to Carol Martinson of KKOP; the Planning Commission and City Council
agendas are 'now being announced on the ten-minute Community Calendar on KKOP, 11 a.m. Monday
through Saturday. She would like this fact to be published in the Review, Easy Reader, and City
Newsletter. The agendas should be sent to KKOP with specification of the highlights that are most
important to the public. They also make announcements during the day.

Comm. Burt asked if there has been any response from Vern Maynard about his sign. Mr.
Merl said he has until April 1st to elevate the sign, and that he has acknowledged receipt of the
letter.
Comm. Peirce asked if the G. B. Datsun lot still has cars parked on it; Comm. Burt said it
has been cleared.
Comm. Peirce asked staff to determine whether the signs on the new used car lot have been
approved by the Improvement Commission.
