CITY HALL, HERMOSA BEACH, ON MONDAY, FEBRUARY 24, 1975, AT 7:30 P.M.
Meeting called to order by Chairman Rosenberger at 7:37 p.m.
ROLL CALL
Present: Comm. Burt, Collis, Peirce, and Chmn. Rosenberger
Absent: Comm. Chiu, Haller, and Hough
Also present were Rod Merl, Planning Director, and Jim ODell, Planning Consultant.
APPROVAL OF MINUTES
Motion by Comm. Burt, seconded by Comm. Peirce, to approve the minutes of the February 10,
1975, meeting as submitted.

Noes: None
Absent: Comm. Chiu, Haller, and Hough
Abstain: Comm. Collis
APPROVAL OF RESOLUTIONS
Motion by Comm. Burt, seconded by Comm. Collis, to approve Resolution P.C. 154-1006 with
the following corrections:
Page 4, under "E" add "low density residential" and after "Now, Therefore" add
"Land Use Element and Map labeled Exhibit A."

Motion by Comm. Burt, seconded by Comm. Peirce to approve Resolution P.C. 151E-1007 to cover
the tentative map approved last week.

Motion by Comm. Burt, seconded by Comm. Peirce to approve Resolution P.C. 154-1008 with the
following amendment:
No. 11 to read "Open Space and Map"

CONDITIONAL USE PERMIT 1332 STRkND
Mr. Merl stated that the Board of Zoning Adjustments, at its meeting of February 18, 1975,
voted to declare the Preliminary Environmental Impact Report adequate and the project to have
a significant adverse environmental impact. This action means that a full hearing and
Environmental Impact Report presentation is required 30 days hence (1E/7/75 meeting of the
Board of Zoning Adjustments) subject to City Attorney review. The primary concern is the
report from the Chief of Police.

Thomas P. Allen, Jr., Attorney, 120 Fisherman's Wharf, Redondo Beach, stated that they had
had an opportunity to check with people living within 300 feet of the site. The person
that had complained did not reside in or near this area; it was the son of this person who
did in fact live in an area that is zoned commercial. The type of noise that would come
from this type of an operation would be minimal and there is adequate parking. The building
has been vacant for some time. The landlord and applicant were present for questioning.
In answer to a question by Commissioner Peirce, Mr. Allen stated that the survey had been
businesses within a 300 ft. distance of the site and that there had been no objections,
other than there might be noise, and the applicant had assured him that the noise would be
minimal.
Staff note that the applicant and his attorney are to have a copy of minutes from this
meeting and the Board of Zoning Adjustments also --same to be forwarded as soon as possible.
Motion by Comm. Burt, seconded by Comm. Collis, that this hearing be continued to the next
meeting of the Commission and that the comments of the City Attorney and staff will be
considered also at that time. So ordered.
Comm. Collis requested staff to supply any and all previous -history on the property and
that this be a part of their submission.
STATE ALCOHOLIC BEVERAGE CONTROL
Mr. Leonard, District Administrator of the Alcoholic Beverage Control Board in Inglewood,
appeared before the Commission to answer any questions. He explained that a copy of each
application was sent to the City Council and/or Supervisors and a copy to the Chief of
Police when an application is made for a license in that respective jurisdiction. He
explained the protest and public notice procedures. He also explained that the licenses
were issued on a county population ratio of 1000 - 2000 for general licenses.
HOUSING ELEMENT TO THE GENERAL PLAN
The proposed Housing Element to the General Plan was discussed. Comm. Peirce suggested that
a member of staff in the future go street by street to check the areas that were blighted to
back 4p the census figures. Mr. Merl stated this would entail a house to house survey.
Comm. Peirce stated that it was not so much house to house; that staff could walk maybe one
block or three blocks around a specific area. Mr. Merl said that a system should be estab-
lished to keep on -going records, the city to record what is happening. Mr. ODell pointed
out that a lot of houses were over 31 years old, a lot of the houses are second homes and/or
rentals with absentee landlords.
Chmn. Rosenberger felt that this matter should be referred to committees for feedback on
consistency with the zoning, whether changes should be made, or what the trend might be, and
that the matter come back after a critical review by the committees.
Motion by Comm. Burt, seconded by Comm. Peirce, that the Housing Element to the General Plan
be continued to the next regular meeting and that it be sent to the two subcommittees for
study and evaluation; This will be continued public hearing on March 10. So ordered.
SEISMIC ELEMENT TO THE GENERAL PLAN
Mr. Merl pointed out that the purpose of the Seismic Element to the General Plan was to
identify the area of seismic hazards and to identify the actions to be taken. The city is
concerned with the sand conditions. It is felt that a soil survey would be of value and

beneficial to developers in the area. There should be a policy decision whether this
,would be done by report or should the city undertake this operation. Chmn. Rosenberger
suggested ;this be referred to committee for review.
Motion by Comm. Collis, seconded by Comm. Burt, that the,Seismic Element to the General
Plan to be continued to the next scheduled meeting, and that 'this matter be forwarded to
the respective development and zoning committees for review and report. So ordered.
PARCEL MAP 60 - 631 FOURTH STREET
Motion by Comm. Burt, seconded by Comm. Peirce, to approve the final map for three -unit
condominiums at 637 Fourth Street, Parcel Map No. 5360, Resolution P.C. 154-1009, that it is
consistent with the tentative map as indicated in the report from the Assistant City Engineer.

PARCEL MAP j �97 _ 110 STRAND
Comm. Peirce asked about the approval of the conditional use permits when the property had
changed ownership. Mr. Merl stated that the conditional use permits could not say "non-
transferrable"; when there is a transfer of land, the conditions travel with the land.
Motion by Comm. Collis, seconded by Comm.. Burt, to approve the final for two -unit condo-
minium conversion at 110 Strand, Parcel Map 5397, Resolution P.C. 154-1010, that it is in
substantial conformance with the tentative map as indicated in the report from the Assistant
City Engineer and that the City Attorney reviewed the question of ownership so that Council
is aware of it.

ZONING SUBCOMMITTEE
Chmn. Rosenberger reported that there had been no meeting of the Zoning Subcommittee.
COMMERCIAL STUDY
Motion by Comm. Burt, seconded by Comm. Collis, that the request of the Council concerning
commercial study be received and filed. So ordered.
C-POTENTIAL LINE MULTI -USE CORRIDOR
The C-Potential Line (Multi -Use Corridor) was discussed and it was determined that the city
could provide the frame work; this subject should be presented to the Chamber of Commerce
and possibly the downtown merchants to see if this is what they want. It is definitely a
problem that will not go away. Parking is of the utmost importance on Pacific Coast Highway.
The use of various types of signing was discussed.
BARRICADE AT SECOND STREET
Comm. Peirce commented that the traffic was still going up the hill and that it was his under-
standing that the people wanted a permanent barricade. It was determined that it was now
time for someone to take a positive approach to the problem. The information should be updated.

Commission requested the City Council review the matter and take action on the question of
;a permanent barricade.

COMMISSIONERS' ITMVis
Comm. Collis suggested where a use of property is not to be used by the owner of the prop-
erty but by someone who has a nonvested interest, tenant or whatever, that the individual
must have a notarized document which would be appropriate for the city to have.
Comm. Collis commented that the property on 5th Street and Prospect, owned by Isgreens,
was up for sale, the lot had been denied a split into two parcels.
Comm. Peirce inquired about the Bootleg Housing Ordinance. He also mentioned that the Old
Game Palace had been used for an art show. This is just a temporary use.
Chmn. Rosenberger reported that nothing had been done about Cal Auto approval of signs. The
signs are all up.
The Commission inquired about a walk with the City Council to look at some of the problems,
perhaps on Pacific Coast Highway or the downtown area.
