Meeting called to order by Chmn. Rosenberger at 7:3$ p.m. ROLL CALL Present: Comm. Burt, Chiu (arrived late), Collis, Haller, Hough, Peirce, and Chmn. Rosenberger Absent: None Also present was Rod Merl, Planning Director. APPROVAL OF MINUTES Motion by Comm. Burt, seconded by Comm. Hough, tp approve the minutes of April 14, 1975, as submitted. Ayes: Comm. Burt, Collis, Haller, Hough, Peirce, and Chmn. Rosenberger Noes: None Absent: Comm. Chiu APPROVAL OF RESOLUTIONS Motion by Comm. Burt, seconded by Comm. Hough, to approve Resolution P.C. 154-1017 as submitted. Ayes: Comm. Burt, Haller, Hough, Peirce, Collis and Chmn. Rosenberger Noes: None Absent: Comm. Chiu 3-2 AMENDMENT'S Mr. Merl said the City Council, at their April 22nd meeting, voted that staff send notfications to all property owners affected; since research will have to be done and notifications mailed, staff requests continuance to at least the second meeting in May. Motion by Comm. Hough, seconded by Comm. Burt, to continue to second meeting in May. So ordered GENERAL PLAN AND ZONE CHANGE REQUEST Mr. Merl said correspondence was received from Mr. Charles G. Johnston, applicant, dated April 22, 1975, withdrawing the application. Motion by Comm. Hough, seconded by Comm. Haller, to receive and file. So ordered. 14 HERMOSA AVENUE Request for conditional use permit for take-out food in conjunction with construction of a restaurant. Mr. Merl said the applicant has eliminated the drive -through, the entrance now being solely from'15th Street, with 20 parking spaces now planned rather than 15. He said the take-out window is recessed about 5' from the public sidewalk on Hermosa Avenue and requires a con- ditional use permit. There is inside seating for approximately 40 persons. Public hearing opened 7:45 p.m. John K. Bakolas, 1400 Chestnut Street, Manhattan Beach, said there are two existing buildings, both having take-out windows; one will be torn down and a new building built at a cost of $60,000. He said it will beautify the city but he can keep the old building as it is now if the Commission objects to the walk-up window. He said the new building will serve the same purpose as the old, and will look exactly like the photograph; he would like to know the PLANNING CONNISSION MINUTES - April 28, 1975 page 2 reasons why if the application is denied. He said everything (for service) will be disposable and he will have a clean-up man 24 hours a day. "omm. Hough noted that the Environmental Impact Report indicates an out -door speaker. Mr. Merl said that has been deleted. Chmn. Rosenberger asked if the applicant, in proposing two windows 5 ft. from the sidewalk, has considered congestion making it difficult to walk along the sidewalk; the possibility of relocating the building back perhaps 10 or 15 feet so lines do not impede traffic; or the possibility of installing windows on the inside of the building. Mr. Bakolas said there is one window inside to divide traffic; in case of rain all service would be inside; windows inside only would make too much traffic inside where there are people to be served; this is his fourth place and he has had no problem with traffic or trash. He said the signs in the picture are the kind he will put up. No one else wished to be heard. Public hearing closed 7:54 p.m. Comm. Collis said he objects to take-out windows on Hermosa Avenue per se; feels that this type of trade is not best suited to the location; would not encourage this use and would be opposed regardless of whether the building was relocated on the lot; and would approve a restaurant only. Comm. Burt asked if he would be opposed to a take-out window on the inside. Comm. Collis replied that the business should be conducted wholely within the premises. Chmn. Rosenberger agreed that the take-out window detracts from the street frontage and asked Mr. Bakolas if he would consider the modification of a take-out window inside. Mr. Bakolas said no, and he also does not want to build farther back; he will guarantee no trash or loiter- .ng; and if the Commission prefers it like it is, he will leave it like it is. Motion by Comm. Collis, seconded by Comm. Haller, to approve with the following conditions: 1. Hermosa Improvement Commission approval of all signs and exterior design 2. Strict control of parking area (including proper designation of parking area) 3. Provision and serving of adequate trash receptacles for customers 4. No change in the conditions of this permit, including hours (6 a.m. to 12 midnight) may be made without_ Planning Commission review and approval 5. There will be no access from or onto Hermosa Avenue 6. That the sidewalk/walkway in front of the business will be kept clean and free of litter at all times. That if the area becomes littered or dirty and is not immediately cleaned by the business, the city may clean the area and charge the business for the costs of such service. 7. The business will be responsible to manage any line of people at the window so that it is orderly, and that it does not obstruct pedestrian or bicycle traffic. 8. That all parking areas be asphalted or concreted and parking slots be clearly designated with painted lines at all times. 9. That a full system of lighting be provided for the parking area to be approved by the Police Chief and the Building Director. 10. The above conditions are subject to review by the City Attorney, and a three-month review shall be scheduled so that this applicant is not required to comply with conditions which may not be asked of subjequent applicants. Comm. Hough said she is in favor of the restaurant as described; he has eliminated the drive- '-hrough with its attendant traffic hazard and noise; it is an existing use; and is in the _pedestrian downtown area. Rosenberger said the request for take-out window has been denied and the applicant has ten days upon receipt of notification to appeal. Motion by Comm. Collis, seconded by Comm. Haller, to adopt Resolution P.C. 154-1018 denying the request for take-out window on the basis that take-out service in this location in the Downtown business district is not in keeping with the overall development plan of the com- munity; the existing uses within this area are on a limited time basis, only two on Hermosa Avenue at this time; the Planning Commission does not want to encourage this type of use in this area; it will increase congestion on sidewalks and hinder alternatives for development on Hermosa Avenue. Ayes: Comm. Burt, Chiu, Collis, Haller, Peirce, and Chmn. Rosenberger Noes: Comm. Hough Absent: None 1314 HERMOSA AVENUE Request for conditional use permit for beer and wine sales in conjunction with a restaurant, the Sentimental Chef, existing for two years. Public hearing opened 8:15 p.m. Michael Alkon, 1314 Hermosa Avenue, said he came before the Business License Review Board 11 years ago to ask for later hours; permission was granted but never utilized. He said he put winter hours on this request because he might stay open later in the summer and assumes he still has that permission. Mr. Alkon said he does not plan to stay open later than 11 p.m. and if he does, he will come before the Commission again. He said his sign was approved two years ago. He said the Board of Zoning Adjustments questioned granting another beer and wine license; his reason is he has not previously been able to set aside the money to buy the license; the type of food he serves goes with beer and wine; his customers request it; and the restaurant: on either side serve beer and wine. Mrs. Whitney, Hermosa Beach, said she definitely feels he deserves a wine license; there are people who don't like to eat without wine. Public hearing closed 8:21 p.m. Motion by Comm. Peirce, seconded by Comm. Hough, to approve the conditional use permit with the following conditions: 1. Beer and wine be served in glassware only. 2. Beer and wine be served in conjunction with the service of meals. 3. That this service be provided at the tables only. 4. Any exterior modifications or signing be approved by the Hermosa Improvement Commission. 5. Hours approved are 9 a.m. to 2 a.m. 6. Subject to six month review 7. No change in conditions or hours without Planning Commission review and approval. Ayes: Comm. Burt, Chiu, Collis, Haller, Hough, Peirce, and Chmn. Rosenberger Noes: None lbsent: None Motion by Comm. Peirce, seconded by Comm. Hough, to adopt Resolution P.C. 154-1019 allowing the conditional use permit in order to serve beer and wine at 1314 Hermosa Avenue, the Senti- mental Chef, with the seven conditions as stated above, because the sale of beer and wine is PLANNING COMMISSION MINUTES - April 28, 1975 page 4 in character with this business and will improve the quality of food service. This is an established restaurant in business for two years, in the proper zone, .and it is consistent with the General Plan. Ayes: Comm. Burt, Chiu, Collis, Haller, Hough, Peirce, and Chmn. Rosenberger Noes: None Absent: None 320 MASSEY Conditional use permit for a convent and parish hall, Our Lady of Guadalupe. Mr. Merl said a church -related function can be in any zone with city approval. This project involves the conversion of a residence into a convent, and demolition of the existing convent for construction of a parish hall, to transpire on property belonging to the church at this time. He said the Environmental Impact Report reflects current data. Public hearing opened 8:33 p.m. Roger Sullivan, 800 Wilshire Blvd., said he received the staff report and is generally in agreement. He said the school library is to the west; the residences across Massey would be approximately 60-80 ft. away. He said the structure will be airconditioned and sound proofed; also the entrance will be so located as to prevent noise. The present intention is to close by 10:30 p.m. but there may be occasions when they would want to stay open until 12 midnight on Saturday. He objected to the policy of six-month review although he said he recognizes the policy of continued jurisdiction of the Planning Department. He said there were many people in the audience who wish to speak in favor of the proposal, but he would ask for a show of hands. About 20 people responded. There was no one to speak in opposition. Public hearing closed 8:44 p.m. Motion by Comm. Collis, seconded by Comm. Burt, to approve subject to the following conditions: 1. Proper insulation and sound proofing to control noise level. 2. Hours of operation to terminate at 10:00 p.m. weeknights and 12 midnight on Fridays and Saturdays. 3. Hours for parish hall assembly not be scheduled at the same time as hours for church assem- bly. 4. That exterior design be subject to review by the Hermosa Improvement Commission. 5. Subject to six-month review by the Planning Commission. Mr. Merl informed the applicant that construction may not start until 8 a.m. Ayes: Comm. Burt, Chiu, Collis, Haller, Hough, Peirce, and Chmn. Rosenberger Noes: None Absent: None Motion by Comm. Collis, seconded by Comm. Burt, to adopt Resolution P.C. 154-1020 permitting a conditional use permit for the operation of a parish hall and convent by Our Lady of Guadalupe church at 320 Massey, which is an existing use permitted within the zone with a change of location, and conditions as stated above. Ayes: Comm. Burt, Chiu, Collis, Haller, Hough, Peirce and Chmn. Rosenberger Noes: None Absent: None PLANNING COM aSSION NINWES - April 28, 1975 page 5 VACA T013 OF HILL STEM Mr. Merl said the Planning Commission is requested to make recommendations as to the conform- ,anee of the vacation withe the General Plan and with the needs of the city. If the Commission finds that the street is not required and not necessary and if it could be vacated with no detriment to the city. He said street vacation cannot be conditioned on a specific action, however the report might reflect on some specific use evolving from this action with request that the City Attorney and his office develop certain programs to utilize the site in a timely manner; Mr. Rickert has said that his objective is development of five (5) townhouses. Mr. Merl said the street is a sand dune and does not show in the circulation element; the Environ- mental Impact Report was approved on April 7 by the Board of Zoning Adjustments. Comm. Chiu and Collis said that a turnaround space would be necessary. Public hearing opened 9:00 p.m. George Rickert, 512 Loma Drive, Hermosa Beach, said he has three small lots and vacation of the street would add to those. He showed photographs taken from both Ardmore and Hill Street. He said he intends to build about 5 or 6 townhouses; no definite plans as yet. Comm. Chiu said the intersection of Ardmore and Herondo is one of the study areas. He said he is concerned about a cul-de-sac there as when the neighborhood builds up there may be a problem with traffic flow. Mr. Rickert's partner said Mr. Rickert owns property on one side; the other side is not in use, being a boat yard and because the property goes down hill; there will be no traffic there; the houses will probably all be fronting on Ardmore. Comm. Hough said that the Open Space Element of the General Plan would like to keep streets that are no longer needed as open space for landscaping and walkways; some of these suggestions came from the south end of town; and they were heard in public hearings as well as in sub- committee hearings. A petition was presented in favor of the vacation, signed by land owners. Mr. Herb Schneider, 106 Hill Street (Lot #20) and 157 Ardmore (Lot #19), said the street has never been open and there are no traffic situations that are new. He said there is some park- ing on either side of the street; it is marginal in width, but cars go in both directions. Louis Graziadio, resident and property owner, said he is not in opposition to the plan, but questioned putting townhouses in; he favors a green belt area, perhaps through the townhouses. Public hearing closed 9:15 p.m. Comm. Hough said a recommendation in favor of the vacation would result in increased density (5 units would be about 24 dwelling units acre), it would use up what could be a street or walkway, increase parking and utility needs. A recommendation against the vacation would allow it to be kept for open space which is short in this area. The open space element says that those streets that are not being utilized may be kept in open space and modified as walkway or bike paths, if feasible or possible; would fit in with the General Plan; and would allow better circulation in that area. She said the Planning Commission should consider the highest and best use of the land, and the overall plan. Comm. Collis recalled that Mr. Schneider said a development of the quality on Cochise would be a benefit to the city, and he would probably be in favor of a dedication knowing what was being planned, but is not in favor of granting carte blanche. PLANNING COMMISSION MINUTES - April 28, 1975 page 6 Comm. Chiu said the open space plan was adopted by the City Council and it is policy to hold unutilized streets for openspace. He said he would appreciate some comment from the City Engineer as to the requirement for a turnaround space for future traffic. Mr. Putz, City Engineer, said that at the time the development is submitted to the Planning Commission, such a turnaround could be required; it would be hard to get cars in and out without a turnaround. He said his suggestion would be that some provision be made for a cul-de-sac that is compatible with his design, not necessarily in the present right-of-way. Mr. Merl said no mention of conditions or stipulations can be put on a street vacation; but can be done when a preliminary parcel map is submitted, as one must be to resubdivide the land. Motion by Comm. Peirce, seconded by Comm. Collis, that the Planning Commission find that Hill Street is not needed for the automobile portion of the Curculation Element, but potential conflicts exist in regard to pedestrian and bicycle traffic; and it is possibly in conflict with the Open Space Element. (The particular portion of the Open Space Element regarding the vacation of streets shall be included in the information given to the City Council.) The best possible utilization of the land and development of the property should be considered to incorporate the parts that concern the Commission, such as turn space, bike paths, and pedes- trian walkways, but not necessarily following the exact configuration of present Hill Street. We do not rule out that there could be utilization in some other fashion to benefit the public and the overall development of the area. Mr. Merl noted that the Commission was indicating that a portion could be vacated: for example, vacation of 25' with retention of 15' for bike and pedestrian traffic. Comm. Hough said if the land is vacated and developed there will be an increase in density, traffic and parking. Vote on the motion above: Ayes: Comm. Burt, Chiu, Collis, Haller, Hough, Peirce and Chmn. HOUSING ELEMENT Mr. Merl said that some modifications have been made, but no subcommittee meetings have been held, and suggested a committee of the whole. Motion by Comm. Hough that a meeting be sched- uled for 7:30 p.m. Wednesday, May 7th in the Council Chambers for a workshop meeting.So ordered. Public hearing opened 9:45 p.m. No one wished to be heard. Chmn. Rosenberger moved to con- tinue the public hearing until May 7, 7:30 p.m. So ordered. 1215 MANHATPAN AVENUE Mr. Merl said the City Council has requested reconsideration of the conditional use permit in conjunction with the operation of a church, for Faith of Our Fathers Association, Inc. Correspondence has been received from the applicant addressing the questions of parking and noise problems. Mr. Peter Edelweir, attorney for Faith of Our Fathers Association, Inc. said there is an escrow pending on sale of this land and it is preposterous to feel that they can purchase for PLANNING COMSSION MINUTES - April 28, 1975 page 7 $175,000 with the possibility that it would be reviewed in six months. He said in good faith they have to point out that many of the elements brought out by the appealants have to be agreed with, the clients in no way want to cause a problem with their neighbors or with the city, however they are not withdrawing the application. Comm. Peirce said that items #1, 4, and 5 of the letter are in direct opposition to testimony given at the March 24th meeting in public hearing, in regard to parking, hours, and number of services. Mr. Merl reread Resolution P.C. 154-1014. He said the City Council is asking the Planning Commission to reconsider its previous decision based on their recommendation that the permit be denied due to the fact that it would be impossible to meet the needed parking requirements and would overburden already crowded residential parking spaces and noise. Motion by Comm. Haller, seconded by Comm. Burt, to concur with the City Council and uphold the appeal, denying the request for a conditional use permit for a church at 1215 Manhattan Avenue. Comm. Chiu asked if any additional information could be brought forth. Mr. Merl said only the testimony of the applicant in terms of his letter; and the petition by 24 residents which was the appeal. Comm. Peirce requested that the record show that the applicant changed his mind on items #l, 4, and 5 of the letter. Vote:on the motion above: Ayes: Comm. Burt, Chiu, ]faller, Peirce and Chmn. Haller, to adopt Resolution P.C. 154-1021 denying the conditional use permit for a church at 2215 Manhattan Avenue for the following reasons: it would present a horrendous traffic and parking problem at church meeting times; noise would be loud and distrub neighbors; and the Planning Commission has taken into consideration a more detailed study of the problems as explained in the letter by the applicant. Ayes: Comm. Burt, Chiu, Haller, Peirce and Chmn. Rosenberger Noes: None Abstain: Comm Hough, as she was not at the original hearing Absent: Comm. Collis 2-4 FEMR AVENUE Reconsideration of conditional use permit for a take-out food window on the Strand. Comm. Peirce said the take-out window was open on Sunday. The applicant said they were giving free samples to try out the equipment. Comm. Haller said she is opposed to take-out windows per se, particularly along the Strand, due to congestion, increase in trash, and they do nothing to enhance the area. She said she would like to uphold the original decision. Ben Wasserman, attorney for the applicant, said there is no new evidence. He said he fails to see how one window was approved and the other denied; and he thinks the City Council and City Attorney are rather concerned about that. He said he thinks the conditions are rather stiff :hat the City Council put forth in approving the take-out window; and that this location has "been used as a take-out window on and off for many years. PLANNING COMMISSION MINUTES - April 28, 1975 page 8 Mr. Merl reread Resolution P.C. 154-1012. Motion by Comm. Chiu, seconded by Comm. Peirce, to honor the appeal and concur with the City Council in overturning the previous decision. Ayes: Comm. Burt, Chiu, and Chmn. Rosenberger Noes: Comm. Haller, Peirce Abstain: Comm. Hough, absent from original hearing Absent: Comm. Collis 2-4 PIER AVENUE Reconsideration of conditional use permit for service of beer in conjunction with a restaurant. Comm. Peirce said he voted against this and feels the same way; he asked for any new evidence. Chmn. Rosenberger said the conditions imposed by the City Council do not consider one of the most important items discussed in Planning Commission meeting, which was the problem with juveniles at that restaurant, the possible police problems and separation that would have to be set up to eliminate the various problems that serving beer and wine could cause; and that he would concur with the previous action of the Planning Commission. Comm. Peirce said, in regard to a previous motion, that the Sentimental Chef caters to a dif- ferent type of clientele, different kinds of food, and full meals rather than the quick service. Comm. Haller said she would concur with the City Council becuase it is an established eating place and she has no objection to the sale of beer. Mr. Wasserman, attorney, said in the letter from the Chief of Police, April 1, 1975, he did not anticipate any problem if beer is consumed on the premises; it was made clear that beer is not to go; and he does not concur with the separate area for serving beer. He said beer will be served by a special waitress who will check ID; and no beer will be served at the counter. He said the separate area is not possible and he does not think, under applicable state and ABC rules, that Mr. Grill would have to do that. (Comm. Hough left the meeting.) Motion by Comm. Haller, seconded by Comm. Burt, to concur with City Council and uphold the appeal for service of beer at 2-4 Pier with the conditions as stipulated by City Council. Ayes: Comm. Burt, Haller Noes: Comm. Chiu, Peirce, Chmn. Rosenberger Absent: Comm. Collis, Hough Chmn. Rosenberger said the Planning Commission has upheld its previous action. Motion by Comm. Burt, seconded by Chmn. Rosenberger, to adopt Resolution P.C. 154-1022 stating that the Planning Commission has reconsidered its previous action and decided to approve the take-out window because a nearby take-out window was approved, there are kitchen facilities for the take-out window separate from those of the restaurant, and it has been used for this purpose before. Ayes: Comm. Burt, Chiu, Chmn. Rosenberger Noes: Comm. Haller, Peirce Absent: Comm. Collis, Hough Motion by Chmn. Rosenberger seconded by Comm. Peirce, to adopt Resplution P.C. 154-1023 uphold- ing its previous action with the same wording as in the original Resolution P.C. 154-1012 but striking out portions referring to the window. Collis and Hough R-1 AMENDMENT Mr. Merl said the City Clerk would like a resolution on the amendment as modified. Motion by Chmn. Rosenberger, seconded by Comm. Peirce, to uphold the previous resolution. Ayes: Comm. Burt, Chiu, Haller, Peirce, and Chmn. Rosenberger Noes: None Absent: Comm. Collis and Hough 215 Pier Avenue/1322 Manhattan Avenue Mr. Merl said the applicant is requesting approval of the final plan as it is in conformance with the preliminary plans. Motion by Comm. Burt, seconded by Comm. Peirce, to approve with the condition that the land- scaping be completed before issuance of certificate of occupancy. Ayes: Comm. Burt, Chiu, Haller, Peirce, and Chmn. Rosenberger Noes: None Absent: Comm. Collis and Hough CITY YARD Request for approval of all -metal building for vehicle storage and maintenance in the city yard. Mr. Ed Putz, City Engineer and Public Works Director, displayed a drawing showing the placement of trees, and a chain link fence with vinyl strips. He suggested moving the fence back 10-15 feet with bigger landscaping area than shown and additional trees, perhaps Italian cypress. There is a sidewalk, and there will be a sprinkler system. Comm. Haller said she is not in favor of the vinyl stripes and after discussion it was deter- mined that additional planting would sufficiently screen the fence. Motion by Comm. Burt, seconded by Comm. Haller, to approve the building at the city yard with the provision that the chain link fence be moved back about 10 ft. with a grass area, screening vines on the fence, trees, and a sprinkler system. Ayes: Comm. Burt, Chiu, Haller, Peirce, and Cbmn. Rosenberger Noes: None Absent: Comm. Collis and Hough COMMERCIAL ELEMENT Mr. Merl distributed copies of a list of proposed suggestions of policy in the Downtown area, which, if approved, will be passed to the Downtown Committee and to the City Council. He dem- onstrated the profile of the buildings in the business district and said it is reasonable for the Downtown area to be developed to its potential becuase it will not block the view behind due to the rise in land as shown on a cross-section of the land at 15th Street. He said the city is attempting to map all bike -riding areas and routes by a questionnaire in the newspaper, -by having school children indicate where they ride bikes on maps, and by door-to-door interviews on the Strand. PLANNING COMMISSION MINUTES - April 28, 1975 page 10 Comm. Chiu commented that there is no mention of possible change in uses depending upon the season; for example, closure of Pier west of Hermosa during the summer for a continuing art festival, out door plays, puppet shows, etc. Mr. Merl said they are doing a statistical study to gauge fluctuations in businesses on a monthly basis. Comm. Chiu asked if closure of Pier west of Hermosa would preclude surfers from access to the beach; he said they are an integral part of the attraction. Mr. Merl also discussed appropriate area for hotel -motel usage being on the periphery of down- town as a buffer. Mr. Mer. also requested comments on the proposed policies by the Commission. CAPITAL IMPROVEMENT PROGRAM Mr. Merl suggested prioritizing the proposed Capital Improvement Program for the 1975-76 fiscal; or to prioritize the five or six most important items and perhaps eliminate others. He said he could ascertain which items are funded by gas taxes, general funds, and revenue -sharing. He noted that the city will be extremely limited in funds for capital improvement. Chmn. Rosenberger said these items will be discussed at the next meeting. R-2 B continued) To be continued until Comm. Collis is present. COM U SSIONERS' ITEMS Comm. Hough had requested that Mr. Merl's recommendations for standards for parking lots, take- out windows, and conditional use permits for alcoholic licenses for restaurants be on the next agenda. Chmn. Rosenberger said the Ardmore closure cannot be acted on tonight; a survey of the residents would also have to be taken on Monterey. Continue for further discussion. Mr. Merl asked the Commissioners look over and give comments on the Noise Element. Comm. Chiu said the noise element makes no distinction between summer and winter noise levels. A letter was received from Hermosa Car Wash, 1000 Pacific Coast Highway, signed by John R. Stephens, indicating that he intends to appeal that condition of the conditional use permit which requires the sign to be raised. Staff will inform the applicant that he can make his pre- sentation at the next meeting. Comm. Peirce asked the status of the barricade on 2nd Street. Mr. Merl said it is not at the Coastal Zone Commission and he will notify the Commission when it will be on the agenda. Comm. Haller requested that a complaint be filed against the garage on 1st. Mr. Merl said he will transmit the complaint to the Building Dept. Comm. Burt said he will no longer be able to attend the South Bay Corridor Study Steering Committee. Comm. Haller said the other cities have either a paid staff person or a councilman on the committee. Mr. Merl will convey the message to the City Council. Comm. Chiu said he will be sending a letter to the City Council resigning from the Planning Commission, probably effective May 9. He will be leaving Hermosa Beach in order to take a position with the State Legislature in Sacramento in the field of Community Development and Housing Needs, and thanked the Commission members for the privilege of working with them. Peirce said he will be resigning also to leave for Indonesia in two weeks where he will be working in satellite communications to expand their national TV network and establish educational TV. He said he will be returning in two years. Chmn. Rosenberger said the Commissioners regret losing the expertise and backgrounds of these two members and wished them both the best in their new endeavors.
