Meeting called to order by Chmn. Rosenberger at 7:32 p.m.

APPROVAL OF MINUTES
Motion by Comm. Burt, seconded by Comm. Haller, to approve the minutes of May 12, 1975,
with the following change:
Page 5, paragraph 4: 3rd sentence to read, "Comm. Hough suggested that the money be
budgeted for proper drainage in the 1600 block of Ardmore."

Mr. Merl said the budget hearings are scheduled for June 16, 17, and 18, agendas to
be supplied as soon as they are developed.

Mr. Merl reviewed a report from the Building and Safety Director that two units probably
existed at the time of construction in 1947-48, staff concurring in their recommendation
for approval.

Mr. Merl read a report from the Building Department requesting recognition of a unit
at 418 and in the rear, two units at 420A and 420B Monterey, with a 1945 rent control
form included in the documentation.
Public hearing opened 7:42 p.m.
Mr. Lingenfelder, 418 Monterey, said there is also a record of the County Assessor's,
showing it as a double unit under class, dated 10-30-45. Mr. Merl affirmed.

Motion by Comm. Haller, seconded by Comm. Hough, to approve (with Resolution of
Approval--P.C. 154-1028).

Mr. Merl reviewed a report from the Building Department with analysis and recommendation
for recognition of two units, in which staff concurs.
Chmn. Rosenberger asked if item #2 under "Inspection by Building Department" meets
the requirements.
Mr. Merl replied that the Commission is voting in terms of zoning; any violations will
come before the Building Department or will be adjudicated by the Board of Appeals.
Public hearing opened 7:45 p.m.
Eric Lawrence, 230 Long Avenue, submitted an affidavit showing that there have been
two units there for the past seven years.
Public hearing closed 7:46 p.m.
Motion by Comm. Haller, seconded by Comm. Hough, to approve with the condition that
items not meeting code come before the Building Department or be adjudicated by the
Appeals Board -(with Resolution of Approval--P.C. 154-1029).

17TH STREET VACATION
Mr. Merl said this request does not directly concern whether 17th Street should or
should not be vacated now, but if at a future date the City wishes to vacate it, it
is necessary to have from the Planning Commission their finding as to whether the
vacation is in accord with the General Plan; there is no 17th Street shown on the
circulation plan. He said if,vacated, that will become part of the school property,
as the district owns the adjacent property.

Motion by Comm. Hough, seconded by Comm. Haller, to declare that it is consistent
with the General Plan and Open Space Plan provided that the utility easement is retained.

Motion by Comm. Hough, seconded by Comm. Haller, to adopt Resolution P.C. 154-1030
declaring that the Planning Commission held public hearing and review of the General
Plan, the Circulation and Open Space elements, finding the vacation of 17th Street
consistent with those plans, provided that the utility easement is retained.

OPEN SPACE ZONE R-2 AMENDMENTS AND CONDITIONAL USE PERMITS
Mr. Merl said several items that require Environmental Impact Report approval will
have to be continued since the Board of Zoning Adjustments was unable to act upon
them due to lack of a quorum.
Motion by Comm. Hough, seconded by Comm. Collis, to continue Item #6 (Open Space Zone),
and Item #9 (Conditional Use Permit's for 711 Prospect Avenue) 160-168-176 Hill Street,
and 1330-32 Strand) to the next regular meeting of June 9, 1975; and Item#8 (R-2
Amendments) to the regular meeting of June 23, 1975•

HOUSING ELEMENT
Mr. Merl said there are copies of the completed document available at the Hermosa Beach
Public Library, and it has been advertised again in the paper, as the Commission requested
He said that the document incorporates all revisions to that date of issue, but several
Commissioners have further additions.
Comm. Hough added, on page 5, items 3 and 4 to the last paragraph:
3) inadequate and low standard housing
4) creating health and welfare problems for residents
Comm. Haller added the Special Environmental Goals, following the last paragraph on
page 9•
Chmn. Rosenberger added item No. 12 on page 53:
No. 12. Creation of a formal, comprehensive implementation document that will
specifically carry out the policies, goals and objectives here delineated
will be forthcoming, with the purpose of implementing this document within
the near future.

Chmn. Rosenberger directed staff to excerpt items pertaining to housing and environ-
mental improvement from a list of Federal and State programs provided by Comm. Hough,
to be added to Appendix E., page 60. He also requested that Appendix G, page 62, be
enlarged to show data from 1970, to make the title more descriptive, and to show the
source of the data tabulated.
Mr. Merl summarized the document for the benefit of the audience.

Motion by Comm. Collis, seconded by Comm. Hough, to approve with the stated changes
and additions.

Motion by Comm. Collis, seconded by Comm. Hough, to approve Resolution P.C. 154-1031
incorporating the Housing Element as a part of the General Plan of the City of Hermosa
Beach. Considerable time and effort have been spent by the Commission and staff, and
extensive public hearings have been held to establish the goals and objectives for
this element, which is one of the required elements of the General Plan as specified
under California statute.

24TH PLACE BARRICADE
The Engineering Department requested revieV, and approval of the proposed barricade and
one-way traffic pattern on 24th Place. Mr. Merl said Mr. Putz felt that there is no
safety problem concerning the barricade or the left turn on Pacific Coast Highway.
Approval has been received from residents and from the Board of Zoning Adjustments for
both the barricade and the one-way traffic pattern (Engineering department survey).
Comm. Haller said the public response showed that nine residents wanted a complete
cul-de-sac with two-way traffic and seven wanted it one-way; her preference is for
the cul-de-sac.
Regarding the cul-de-sac, Mr. Merl said he thinks it is a 30' street; a member of the
audience said the street goes from building to building, with the 10' space now being
used for yards/parkway belonging to the city.
Comm. Collis suggested notification of all concerned property owners by mailer request-
ing a choice of one of the two alternatives, excluding leaving it as is, so the Plan-
ing Commission could make a final recommendation to the city.
Comm. Hough pointed out that most of the people polled want the cul-de-sac.
Recommendation by Comm. Collis, seconded by Comm. Hough, that 24th Place be cul-de-sac
in an appropriate fashion as determined by the City Engineer, westerly of the commer-
cially -zoned property, with two-way traffic either side of the cul-de-sac. This action
should be sent to those property owners affected on 24th Place.

Chmn. Rosenberger said there should definitely be a response from the neighborhood as
the Planning Commission has differed from the Board of Zoning Adjustments decision.
NOISE ELEMENT
Mr. Merl said the document is being reorganized to make it more readable. Chmn.
Rosenberger suggested that anyone having further input, contact Mr. Merl.
Motion by Comm. Hough to continue to the second regular meeting of June. So ordered.
STAFF REPORTS
Mr. Merl said that at the Tuesday meeting of the City Council, they considered the re
request of John K. Bakolas for a take -out --window. The appeal was upheld with an
adjustment to the original plan.
Mr. Merl pointed out on the plan the portion that would be alcoved and glassed in for
an inside take-out window, ill from the sidewalk to the counter, with the condition
that it is to be made an integral part of the building. He said this action auto-
matically comes back to the Planning Commission for concurrence.
Comm. Collis recommended that the Planning Commission concur with the City Council in
the addition of condition #12, that the subject take-out window be constructed as an
integral part of the interior of the restaurant; and said he would recommend also the
addition of a hose bib.
Motion by Comm. Collis, seconded by Comm. Hough, to adopt a Resolution approving the
City Council action for the take-out window. The main concern for recommending the
approval is the fact that this is to be a business conducted entirely within the
internal structure of the building and is in keeping with the similar types of businesses
in the city and neighborhood; to be based on the conditions as stated.

Mr. Merl said there is a party interested in establishing a plant nursery, which is
not named specifically as legitimate use within C-2. He said in discussion with the
City Attorney, he intimated that under Section 36 of 800 (C) in C-2, other businesses
which are not obnoxious, detrimental or hazardous might be approved. Horticultural
nurseries require a conditional use permit, however, they involve the growing of
plants while the City Attorney believes that a nursery ordinarily involves retail sales.
Kay Horrell, 901 Aviation Blvd., representative for the Etows, said this nursery now
exists in Redondo Beach, but the Post Office has stated that it will exercise the right
of building on the site. She said the new site in Hermosa Beach is ideal, building and
parking are there, there are two contiguous vacant lots which have been vacant for many
years. She said the Etows are long time residents of Hermosa Beach. She said they
need a decision to have their offer accepted on the property; they will not accept
anything with a contingency.
Motion by Comm. Burt, seconded by Comm. Hough, to approve subject to approval of City
Attorney. The Planning Commission declares that a retail plant nursery is not obnoxious,
hazardous or detrimental to the welfare of the city and therefore qualifies under C-2
and C-3 usage.

Mr. Merl said there are two new appointees to the Planning Commission: Mr. Michael
Learned and Mr. Ed Loosly; and three appointees to the Board of Zoning Adjustments:
Mr. Herb Schneider, Mr. Alvin Collins, and Mr. Larry Simms.
Mr. Merl said the City Council has acted on the Illegal Housing ordinance which is
substantially different from the one previously submitted; an environmental impact
report is being prepared. He said this ordinance will come before the Planning
Commission for public hearings and then to City Council. When it is passed, the
legal determinations will be removed from the purview of the Planning Commission.
Mr. Merl said the City Council has asked for a report on the nine (9) elements to be
completed by September 30th; he can indicate that the Planning Commission has completed
public hearings on seven (7) of the elements.
Mr. Merl distributed a brief parking problem analysis to the Commissioners.
Regarding the public hearings on the R-2 Amendments, Comm. Haller suggested that each
person who speaks state his address to see how many are residents of the city. Comm.
Hough requested that they sign up if they want to express opinions so that the Chmn.
will know how many want to speak in order to limit the amount of time granted to each
speaker.
Comm. Burt said he will not be present on the 23rd of June.
