Boone, Learned Absent: None 1 638 THIRDSTREET 1 1 Conditional Use Permit for three -unit townhouse condominum; Cariker & Associates MrMerl made the following corrections in the analysis: Project Description, . first line, delete "nokt vacant" and add "having an existing single-family dwelling with attached garage". Line seven, to read "Because this is an R-3 lot, 45 units are permitted, however 25...... " Required Guidelines: 1/1. delete`5000 sq.ft, #5, under Provided, add 1141 including area under balconies'' TY7, under Provided, add 11619 sq.ft." Mr. Merl: said the project as presented meets the intent of, the guidelines. He said the applicant on a similar project originally had roof decks, ,but the Planning Commission encouraged removal of the decks to just off the living rooms. Public hearing opened 7:46 p.m. Jim Cariker, 1035 Manhattan Avenue, Hermosa Beach, said he is proposing to build three units in a legal four -unit R-3 area, it will bring home owners to the area, and is good for the tax base; it has a lot of planting, large patios, and is insidd all reasonable criteria. Rosenberger suggested a different treatment for the fireplace vents; and by window design or some other means to relieve the stark appearance of the east and west elevations and give more character to the structure. Public hearing closed 8:02 p.m. Motion by Comm. Boone seconded by Comm. Burt, to approve with conditions 1-9; and with recommendations to the Improvement Commission that there be wood covering of some dimension on eht east and west sides of the building, and that the fireplace vents be hidden or made to' -look like chimneys. Ayes: Comm. Burt, Boone, Rosenberger, Chmn. Collis Noes: None Abstain: Comm. Learned, Loosli Absent: None Motion by Comm. Boone, seconded by Comm. Rosenberger, to adopt Resolution PC. 15LI-1076 approving a three -unit townhouse condominium at 638 Third Street. A public hearing was held; it was determined that the project meets the intent of Planned Unit Development ordinances is not in conflict with the General Plan, does not have an adverse environmental impact, and meets the standards for condominium development. Approval is subject to the following conditions: 1. Modification of trash area to seperate unit trash areas located in respectives garages. 2. Submission of final development plan within 6 months or tentative approval will become void. 3. Utilities, easements, lighting, curbs, gutter, and sidewalks, street improvements be subject to review and approval of the City Engineer. L,. That a complete utility plan be submitted and approved by the City Engineer prior to the filing of a final tract or parcel map; and that all utilities be underground. 5. That any public dedication be subject to acceptance by the City Council. 6. That the final development plans and a tentative Lract map (meeting the requirement's of the state subdivision map act) be approved by the City Council. 7. That the City Engineer may require reasonable bonds to insure completion of required improvements. 8. This approval is subject to review and approval of the City Attorney. 9. Subject to all other applicable state and local laws, ordinances and regulations. with recommendations to Improvement Commission that there be wood facing on the west and east walls and that the fireplace vents be redesigned to become an integral part of the building. None 821-82 SEVENTH STREET F, i;22 EIGHTH STREET Three -unit apartment condominium; Robert Beck Mr. Merl reviewed the project description and said it meets Planned Unit Development criteria. Comm. Boone noted that the second unit has 2 z baths and three bedrooms, which is not shown in the project description. Public hearing opened 8:19 p.m. PLANI-J I NG C%1M I SS I ON MEETING, HOVEMBEI: 10, 1 575 Page ^Mr. D:obert Beck, 1004 Second Street, Hermosa Beach, applicant, and Mr. Jack Chernoff, architect, were present. Mr. Chernoff said the building will have a chalet duality; they have tried to give amenities on every floor; the view will be over the existing commercial roof toward the ocean; there will be intercoms and automatic door openers, and the units will be around $60,000. He said the parking is the most efficient design, taking advantage of the two streets; and the 10' setback on Eighth Street gives a total of 29' for maneuvering. He said the lower gardens are under a balcony terrace and screen off the commercial area; the second floor gardens go with all the units; and the sideyard setback on the west side Wi11 contain tall trees, firs and evergreens, to screen the commercial roof and provide a sound barrier. Comm. Boone was concerned with the basement floor plan of unit twvo which may be a potential bootley problem, having an outside entrance, rumpus room, bedroom and full bath; and and asked if he would be Willing to redesign this -area. Mr. Chernoff said they had discussed this previously and had tried to remedy it by malting the staircase very open; people coming from their- cars have to come through that.area. Elie said he is not reluctant to change and believes they can alleviate the concerns of the*Planming Commission through working with staff. Mr. Ray Bock, 835 Eighth Street, said he is opposed to the building because it shuts off sunlight from the adjacent building, removes parking area for the apartment across the street, and ruins his view. He said his is the only i:-1 property in that .vicinity. Ada Neal, owns duplex two lots removed from the proposed building, said she is concerned about the view and feels she will be unable to rent the duplex if the view is blocked. Public hearing closed 8:54 p.m. Comm'. Rosenberger said this is an innovative arrangement for this lot but he agrees that oth Street exit is hazardous and it will be difficult for the tenants to find it usable or convenient and safe. He asked if it would be possible to incorporate the 8th Street parking underneath the building using a single driveway, or to rearrange so that all access it off 7th,Street. Mr. Chernoff said'it would.remoye all landscaping on the.west I ide; he believes the landscaping arid setback are better, and to the advantage of a neighbor to the north who has a view window. Chmn. Collis said under- present zoning three units can be built to the height of.35'; a property otiner cannot be required to provide parking for neighbors, arid the. view of every property owner cannot be protected. He said that architecturally he prefers the parking as it is shown, he believes Mr. Chernoff will develope_a plan for the second unit lower floor that will be satisfactory, and he believes the applicant has made an effort to keep the building in low profile. Motion by Chmn. Collis, seconded by Comm. Learned, to approve the application as submitted with the conditions as follows: 1. Affadavits be submitted before issurance of Building Permit to establish deed restriction of only three units on the property. 2. Submission of final development plan within 6 months or tentative approval will become void. Le rned said he believes that the applicant and architect -have attempted to solve th problems, and that the project is in strict accordance with the General Plan. Comm. Boone said she sympathizes with the neighbors' problems and is aware of the parking problem, but the project does meet the intent of the Planned Unit Development, and the applicants are kvilling to meet the parking requirements and redesign the lower floor of the second unit. Motion by Comm. Loosli, seconded by Comm. two -unit development. Chmn. Collis said ;project submitted. Rosenberger said he likes the overall plan but .-could like the parking redesigned, and requested addition of a condition that alternate designs for parking be submitted. Mr. Merl said it would have to be continued to redesign. The motion and second were withdravin. Mr. Chernoff said he would appreciate a continuance. Motion by Chmn. Collis, seconded by Comm. Boone, to Continue, at the applicant's request, to the next regularly scheduled meeting on November 24., 1975, specifically to consider the redesign of parking and of the l or:cr floor of unit two; the possible reduction of density; and to receive input from the developer and staff as to the parkinco hazards on the street. Rosenberger said he would oppose this because of the width of the sidevlalk, pedestrian and bicycle traffic in the summer, cleanliness, and that it would set a precedent. Comm. Boone concurred. Comm. Rosenberger, to adopt Resolution. P.C. 15'11-10j; denying a Conditional Use Permit for a take-out window at 1110, Second Street. After pubT i c hearing and rece i vi rig testimony, the request was denied based on the problems of cotl�'vestlon, litter, pcdOstriai7 and bicycle traffic, the narrow width of the sidewalk, and potential police problems. It is not in character with the neighborhood due to close pro,:imity of residential structures. llpproval would have set a precendent encouraging take-out ►�i i ndows which is not in keeping with the phi 1 osophy of the Planning Commission. PLANNING D 15Tf t 1 C T S 01 SCU SS 10H Mr. Marl proposed nine geographical planning districts, the intent of Planning Districts is to consider physical planting questions on a neighborhood basis, to consider what factors will encourage healthy stable neighborhoods. Such studies can involve meetings with neighborhood residents, walks, review of availbble public facilities streets and to resolve conflicts between zoning and General Plan. The Commissioners discussed Possible adjustments in'`the area boundaries, the division of Area 9 into Areas 9 and 10and methods ofprocedure.
