Meeting called to order by Chairman Collis at 7:32 p.m. ROLL CALL Present: Comm. Burt, Learned, Rosenberger, Chmn. Collis Absent; Comm. Boone, Loosli Also present was Rod Merl, Planning Director APPROVAL OF MINUTES Motion by Comm. Burt, seconded by Comm. Rosenberger, to approve the minutes of November 10, 1975, as submitted. Ayes: Comm. Burt, Learned, Rosenberger, Chmn. Collis Noes: None Absent: Comm. Boone, Loosli APPROVAL OF RESOLUTIONS Motion by Comm. Burt, seconded by Comm. Rosenberger, to approve Resolution P.C. 154-1076 as submitted. Ayes: Comm. Burt, Rosenberger, Chmn. Collis Noes: None Abstain: Comm. Learned Absent: Comm. Boone, Loosli Motion by Comm. Rosenberger, seconded by Comm. Burt, to approve Resolution P.C. 154-1077 as submitted. Ayes: Comm. Burt, Rosenberger, Chmn. Collis, Comm. Learned Noes: None Absent: Comm. Boone, Loosli 822 EIGHT STREET & 821-825 SEVENTH STREET Proposed three -unit apartment condominium; Robert Beck. Mr. Merl reviewed the project description and previous Commission action, reflecting concern with traffic circulation on 8th Street. The Commission, with concurrence of the applicant, granted a continuance so that modifications might be submitted. He said the applicant has eliminated access from Eighth Street; the entrance to the parking area will be on Seventh. He said the basement floor plan of unit two has been changed; all units are now three -bedroom; the two end units now have rumpus rooms with wet bars. He said the two 14 x 14 garden areas have been changed; there is now one garden area that is slightly larger, and less curb cut, with a net gain of about 500 sq. ft. in open space. Public hearing opened 7:39 p.m. Mr. Jack Chernoff, architect, 5274,Wes t Pico, LA 90019, confirmed Mr, MerIIs statements. He said they have gained more open gardened area on both 8th and Tth;%there will be no backing into the street; the problem of the middle unit is completely eliminated; there is no entrance from the lower level exeept from automobiles directly into the units; and the changes resulted in loss of about i of the planned plant screening on the west side, MINUTES OF THE PLANNING COMMISSION MEETING, NOVEMBER 24, 1975 Page 2 14 . Ro-bert Beck, applicant, 1004 - 2nd Street,Lsaid they have tried to comply with Planning Commission requests, he understands the changes and thinks they are an improvement. Mr. Leon Browning, 2427 Hermosa Avenue, said he owns property at 829 and 838 Seventh Street and concerned about the height of the proposed building and whether it will obstruct his ocean view; the setback on Eight; and the type of retaining wall on the property line. Mr. Merl said the height is 27' (35' allowed); there is an 11, setback on Eight; and the retaining wall will have to meet specifications of the Building Dept., and the City Engineer. Mr. Ray Bock, 835 Eight Street, who opposed the plans at the last meeting, said he approves of the revised plans and has no further objections. Public hearing closed 7:46 p.m. Chmn. Collis said the revised plans appear to meet the intent of the Planning Commission regarding 8th Street. Comm. Rosenberger concurred. Motion by Comm. Rosenberger, seconded by Comm. Burt, to approve the application as revised with conditions as follows: 1. Affidavits be submitted before issuance of Building Permit to establish deed restrictions of only three units on the property. 2. Submission of final development plan within 6 months or tentative approval will become void. 3. Utilities, easements, lighting, curbs, gutter, and sidewalds, street improvements be subject'to review and approval of the City Engineer. 4. That a complete utility plan be submitted and approved by City Engineer prior to the filing of a final tract or parcel map; and that all utilities be underground. 5. That any public dedications be subject to acceptance by the City Council. 6. That the final development plans and a tentative tract map (meeting the requirements of the state subdivisions map act) be approved by City Council. 7. That the City Engineer may require reasonable bonds to insure completion of required improvements. 8. This approval is subject to review and approval of the City Attorney. 9. Subject to all other applicable state and local laws, ordinances and regulations. Ayes: Comm. Burt, Learned, Rosenberger, Chmn. Collis Noes: None Absent: Comm. Boone, Loosli Motion by Comm. Rosenberger, seconded by Comm. Burt, to adopt Resolution PC 154-1078, to approve, based on findings and recommendations of staff, with conditions as stated in motion above. That the project is consistant with the General Plan. Ayes: Comm. Burt, Learned, Rosenberger, Chmn. Collis Noes:q None Absent: Comm. Boone, Loosli 962 FIRST STREET Final development plan and tentative tract map for five -unit townhouse condominium; Cariker & Associates. Mr. Merl reviewed the project analysis and required guidelines, originally approved in Resolution P.C. 154-985 on Sept. 5, 1974. He said the final plan is basically identical; the figures are net. He said the applicant questioned the six-month provision, pointing out that review by City Attorney was delayed for protion of that time as the Land Use Element had anot been acted upon at that time, but was later revised. MINUTES OF THE PLANNING COMMISSION MEETING, NOVEMBER 24, 1975 Page 3 P�bli ,"hearing opened 7:54 p.m. Mr. Jim Cariker, 1035 Manhattan Avenue, Hermosa Beach, said that area is now in high -density apartments and he wishes to set a precedent in proposing 5 rather than 7 units, open space, wider than necessary driveways, mor open patios, planting, good views, and two rather than three stories. He said it is legally two-story, with semi -subterranean garages; and one full story lower than the structure next door. Comm. Rosenberger said he is concerned with the shadow effect on the structure next door landscaping and architectural treatment of the east side, and parking. Mr. Cariker said most of the ground floor next door is garages, his third level will be next to their second floor; he will reconsider the east side; there is no guest parking and he doesn't think that will be a problem as on -street parking is available. Chmn. Collis requested consideration of design changes regarding the relation of the front and west elevations, two windows above the garage, and general concern with integration of design. Mr. Cariker said he will try to bring it into a unit concept. Public hearing closed 8:05 p.m. Motion by Comm. Collis, seconded by Comm. Burt, to approve the final development plan and tentative tract map#31054 for a five -unit townhouse condominium at 962 First Street, subject to conditions and recommendations set forth by staff, and the concern with, the treatment of all elevations to relate to one another. Ayes: Comm. Burt, Rosenberger, Chmn. Collis Noes: None Abstain: Comm. Learned Absent: Comm. Boone, Loosli Motion by Chmn. Collis, seconded by Comm. Rosenberger, to adopt Resolution P.C. 154-1079 approving a five -unit townhouse condominium at 962 First Street and as tentative tract map #31054, in that the proposed development meets the established criteria and required guidelines as set forth: REQUIRED GUIDELINES -1. The proposed deve-lopment falls within ghe General Plan land use designation, complies with the approved preliminary development plan per Resolution P.C. 154-985, dated Sept. 5, 1974. Ayes: Comm. Boone, Loosli CLASSIFICATION OF LOMA DRIVE Memorandum from Mr. Brown, Building & Safety Director, dated 11-19-75, requesting interpretation as to whether tandem parking shall be permitted or whether it is necessary to apply for a variance. Mr. Merl said that Loma Drive is inconsistent in width, varying from 20' to 40' and 50' in some locations; and 25' to 30' in the vicinity in question. He said it is the Building Director's position that a decision has to be based on the width of the street, and since it is 21' or greater, he cannot allow tandem parking. Chmn. Collis said he feels the Planning Commission should not establish any precedent to allow tandem parking on streets or alleys less than the standard 341, as it would create more problems than already exist. Comm. Rosenberger concurred. Comm. Learned said in his opinion it would be a variance situation. Comm. Burt said it should not be designated part alley and part street; since it is designated a street, -tandem parking should not be approved. Motion by Comm. Rosenberger, seconded by Comm. Collis, to uphold the interpretation of the Building Director. Ayes: Comm. Burt, Learned, Rosenberger, Chmn. Collis Noes: None Absent: Comm. Boone, Loosli AREA 9 PLANNING_ DISTRICT Mr. Merl reported on the intensive review of Area 9 now in progress and distributed copies of four maps showing topography, zoning; public service land use, and total land use. A Commissioners' walk is scheduled for Saturday, Dec. 6, 10:00 a.m., meeting in the South School parking area. STAFF REPORTS Mr. Merl said the Commercial Element should be ready for distribution by the first of the week and will be on the agenda for discussion at the next meeting. COMMISSIONERS" ITEMS Comm. Rosenberger requested a status report on the Maynard sigh at the next meeting. Comm. Burt announced that he has submitted his resignation which has been accepted by City Council, but that he will probably continue to serve unit] the end of them�ifar, Chmn. Collis thanked Comm. Burt for his service and support on the Planning Cosssion. Mr. Merl said he would place it on the agenda for discussion and would submit suggestions and tentative revisions. Chmn. Collis said he would also like to have the Zoning and Development subcommittees reconvened as soon as they have a full commission. Comm. Learned said it would be very helpful, in reviewing plans, to have a section; and asked whether the Improvement Commission is aware of the new thermal requirements which result in considerable change in design. Comm. Rosenberger suggested keeping statistics on Planning Commission actions for comparison in making future decisions. Meeting adjourned 9: 14 p.ra.
