RESOLUTION P. C. 154-760
A RESOLUTION OF THE CITY PLANNING COMMISSION OF
HERMOSA BEACH ADOPTING PRECISE PLAN #2? AND RECOM-
MENDING APPROVAL OF A CHANGE OF ZONE FROM C-2 WITH
R-3 POTENTIAL TO R-3 MULTIPLE FAMILY, SUBJECT THERETO.
WHEREAS, the City Planning Commission of Hermosa Beach, at public hear-
ings held December 1, 1969 and December 15, 1969 considered the proposed
change of land use zone on lots 3-12 of Block 33, Hermosa Beach Tract from
C-2 commercial with R-3 potential to R-3 multiple family zone; and
WHEREAS, the City Zoning Ordinance requires that a precise plan be adopted
before a potential zone classification may be utilized; and
WHEREAS, after due consideration, it is the opinion of the Planning Commis-
sion that the lots in question are located in a critical transition zone, facing
C-2 commercial on Hermosa Avenue, and yet because of steep slopes, the
subject lots are not readily susceptible to commercial development; and
WHEREAS, the inherent problems of placing residential and commercial uses
in such close juxtaposition can be resolved through careful attention to de-
velopment standards in the subject block; and
WHEREAS, the initial redevelopment project on this block has agreed to the
standards listed in precise plan #2p;
NOW, THEREFORE, BE IT RESOLVED that the City Planning Commission of
Hermosa Beach hereby adopts Precise Plan #21:
PRECISE PLAN #2J
Development Standards for Block 33, Hermosa Beach, 1400-1599 Hermosa
Avenue.
1. Alley setback --all buildings will be set back at least six (6) feet from
present alley line. Request dedication of five (5) feet for widening
purposes.
2. Front setback --front yard may be reduced to seven feet on the ground
floor (with a further encroachment for balconies and such of up to five
feet on the 2nd and 3rd floors) .
3. Side yards --side yards may be eliminated where adequate light and
air is provided on adjoining buildings. Buildings may be placed on
one side yard where no undue light and air encroachment is made on
adjoining buildings leaving other yard at least eight feet wide.
4. Roofs --roofs shall be mansard, hip or gable and shall be designed to
harmonize with other apartment structures developed under this Pre-
cise Plan on adjoining lots. Roof materials shall be shake or tile,
except that where roof decks are provided behind or within the man-
sard, hip or gable portion, such decks may be surfaced with any mat-
erials acceptable to the Building Director. No visible antennas to be
placed on roofs.
5. Facades --building facades or fronts shall strive to achieve a mediterran-
ean atmosphere. Balconies or "front porches" are desirable. The use
of "wrought iron" or wood railings rather than flat boards or siding is
recommended. Plain or "Spanish" stucco is acceptable. Colors should
be white, grey or "warm" rather than "cool".
6. Parking --off-street parking at the ratio of one and one-half spaces per
unit shall be provided. No vehicles shall be required to back onto
Hermosa Avenue except upon further review and approval of Planning
Commission. Where necessary, side yards of the garage structure may
be reduced to zero (0) feet.
7. Open space --up to one-half (1/2) the required open space may be pro-
vided in open balconies not less than six feet wide at any one point.
Such balconies shall be directly accessible to the units they serve.
8. Trash collection --all trash collection shall be from Palm Drive.
BE IT FURTHER RESOLVED that City Planning Commission hereby recommends
that, subject to the above Precise Plan #21, the land use zone classification
of the subject property be changed to R-3 multiple family residential.
The foregoing Resolution was adopted by the Planning Commission at a regu-
lar meeting held on the 15th of December, 1969, by the following vote:
AYES: Comm. Collis, Mulfinger, Watters, Noble.
NOES: None
ABSENT: Comm. Boice, Himmel, Stabler.
