Hermosa Beach Pier Design Competition
BACKGROUND & INTRODUCTION
Hermosa Beach is a small beach front community situated 17 miles southwest of Los Angeles on
the southern end of the Santa Monica Bay. Los Angeles International Airport is 4 miles directly
north along Pacific Coast Highway. The community is bordered by two other beach towns,
Manhattan Beach and Redondo Beach. The region is referred to as the South Bay and attracts tens
of thousands of tourists a year. Although it's a small community Hermosa maintains its own police
and fire departments.
The city was incorporated in 1907 and is governed by a city council, with a City Manager form of
government. One unique aspect of Hermosa is that it owns its 1228 foot pier and beaches,
maintaining a reciprocal agreement with the County Life Guard Department to guard the beaches.
The small downtown is directly adjacent to the pier and beach front, which creates an interaction of
beach goers and shoppers. One of the city's largest attractions is the Fiesta de las Artes, an arts &
crafts fair, attracting approximately 100,000 people annually. This event coupled with the various
surf and professional volleyball tournaments held on the beach create a tremendous influx of
people into the community.
Running parallel to the beach is a promenade called "The Strand". This concrete walk and bike
path provides an uninterrupted physical link to the beaches to the north. The path is highly utilized
by residents and visitors alike. Although this path abuts residential housing facing the Strand, it
seems to coexist with relative success. Where The Strand intersects the downtown, at Pier Avenue,
there is a small pocket of commercial entities which run approximately two blocks to the north and
south of the pier.
Approximately three years ago, the community began to organize around the need to revittli7e the
Downtown, which is the town's original commercial district extending from Pacific Coast Highway
to the ocean along Pier Avenue, terminating at the Municipal Pier. Inscribed on the front of the
Hermosa Beach Community Center are the words that have become the motto of this revitalization
effort:
"WHERE THERE IS NO VISION THE PEOPLE PERISH"
In October 1992, a Regional Urban Design Assistance Team (R/UDAT), sponsored by The
American Institute of Architects, was invited to conduct an intensive study of the Hermosa Beach
Downtown Business District. The AIA assembled a multidisciplinary team of experts who worked
with local businesses, residents, community organizations and local government to develop a
consensus for a conceptual plan for the revitalization of Downtown.
A principle recommendation of the R/UDAT report was the creation of a "Pier Promenade", a new
pedestrian space where the Pier, the Strand and Pier Avenue meet to form a symbolic center of
Hermosa Beach.

The graphic illustrations contained in the booklet are for presentation purposes only and are not
intended as a representation of designs that meet the objectives of the competition.

The recognition of the eclectic nature of the structures along Pier Avenue and the Strand.
Sensitivity to the character of the downtown area.

Integration of the varying uses into a coherent design.
Resolution of conflicts between the pedestrians, roller skaters, skate boarders and
bicyclists at the pierhead.
Resolution of conflict between fishermen & pedestrians on the Pier.

These criteria are not listed by order of priority or emphasis.
FUNDING
In November 1992, the voters approved Proposition A, The Los Angeles .County Safe
Neighborhood Parks Act. From this proposition, $1.5 million is committed to the pier renovation
and Promenade improvements. Additional Proposition A funds are anticipated from the Los
Angeles County Department of Beaches and Harbors for the Lifeguard Headquarters. Building
improvements. •
The California Coastal Conservancy is a public agency created by the California Legislature to
preserve, restore and enhance coastal resources. Matching grants for the improvements of the Pier
and Pier environs are potentially available from this agency.
It is anticipated that a total of $4 million will be raised for the implementation of this project.

PROGRAM
PIER PLAZA
Where the Pier, the Strand and Pier Avenue meet is the heart of downtown Hermosa Beach. West
of Beach Drive, Pier Avenue should be completely closed off to vehicles. This space should be
redesigned along with the Pier -head and Strand to create a symbolic center to Hermosa Beach. This
center must accommodate and resolve conflicts between pedestrians, skaters and bicycles.
Because the Pier Plaza will expand the pedestrian space at the pier -head, it can serve as a
transitional device to draw Strand traffic up Pier Avenue and out to enhanced pedestrian amenities
on the Pier. The design of the Plaza and Pier should be conceived as a continuous architectural
experience with a consistent use of paving patterns, street furniture, lighting and landscaping, that
could be extended to future improvements projected for lower Pier Avenue.
Specifically, the Plaza should provide:
• Ample fixed seating, safely separated from traffic.
• A flexible area for public events.
• Space for exterior dining that will extend from adjacent restaurants.
• Viewing area for beach volleyball tournament courts north of the Pier.
• Renovation of existing restrooms to the south of Pier.
• Paving that discourages skating and skateboard riding.
• Drought tolerant, coastal landscape materials
• Attractive lighting fixtures with appropriate lighting levels
• Adequate access for emergency vehicles and semi -trucks that service the large
public events that take place on the beach.
• Parking for bicycles.
• Incorporation of existing pier -head commemorative sculpture.
• Vehicular traffic must be maintained in a north/south direction on Beach
Drive.
All materials should be of a quality to withstand the harsh environment of sun, salt and wind that is
characteristic of this ocean front location.
THE PIER
The first Pier in Hermosa Beach was constructed by the Hermosa Beach Land and Water Company
in 1905. It was built entirely of wood, including the piles and extended five hundred feet out into

the ocean. This structure was partially washed away during a"large storm and later torn down in
• 1913. A second wooden pier was constructed that same year. This structure featured asphalt
paving over its entire length of one thousand feet and small tiled pavilions at intervals along the
sides to afford shade for fishermen and picnic parties. A bait stand was soon built at the pier -end
and an arched pavilion was added at the pier -head. Over the years it housed various enterprises
including the Lifeguard Headquarters, Post Office, Library and the Chamber of Commerce. All of
these structures were destroyed to make way the current concrete pier that was constructed in 1965.
The Pier currently serves the community primarily as a visual focus. Although the pier has been
judged by the Public Works Department and consulting engineers as structurally sound, the
facilities on the pier are generally in very poor condition. The existing building at the pier -end is of
poor design and is underutilized as a snack bar and rest rooms. Previous studies have suggested
removing the rest rooms and the sewer pumping station from the building which would free up
over half the space for a more suitable use.
Currently, the pier is used primarily for sport fishing. The condition and location of facilities for
these users must be improved if the pier is to become a destination for a broader range of visitors.
Specifically, the renovated Pier should include:
• Architectural treatment that links the Pier with the Plaza. The Pier needs to feel
like an extension of the Plaza and express its importance as a singular urban
landmark visible from the beach and many inland points within the city.
• Seating areas installed at regular intervals.
• Renovation or reconstruction of the building at the western end of the Pier.
Existing uses need not be maintained.
• Appropriately designed lighting that is functional, energy efficient and
enhances the appearance of the Pier at night.
• Resolution of the existing conflict between fishing and general pedestrian
strolling, sitting and viewing.
• Safety Gates: New architectural gateway to the Pier to be located at the point
where the Pier levels out (to replace existing chain link safety gates). These
gates are for occasional prevention of public access to the Pier for safety

reasons and should be designed with wing -fence elements to prevent
"climbers".
The structural footprint of the Pier should not be enlarged beyond the existing pile layout. Entrants
should also be advised that significant structural alterations are beyond the scope of the Pier
renovation. All materials should be of a quality to withstand the harsh environment of sun, salt and
wind that is characteristic of this ocean front location.
LIFEGUARD TOWER COMPLEX
The City of Hermosa Beach established a Lifeguard Headquarters at the Hermosa Beach Pier in
1926. In 1936 the City requested that the County of Los Angeles assume the beach lifeguard
service because the City was overwhelmed with beach patrons brought in from throughout
metropolitan Los Angeles on the Red Car trains that served the region at that time.
The current structure at the Hermosa Beach Pier is the Southern Section Lifeguard Headquarters It
is one of three Section Headquarters that includes Northern at Zuma Beach and Central located at
the Santa Monica Pier. The Southern Section Headquarters covers the area from the Los Angeles
Harbor to Marina Del Rey. The staff will range from thirty to two hundred personnel depending of
the time of year. Two, thirty two foot rescue boats and twenty vehicles are used for beach patrol.
The Southern District Headquarters is presently a 3 -story building comprising approximately 1,140
square feet with an adjacent garage and restroom facility comprising approximately 1800 square feet
on the ground level. The following program criteria were outlined in discussions with
representatives from the Los Angeles County Department of Beaches and Harbors:
• Renovation of Tower Facility
The upper levels of the existing tower function in an adequate manner, but
require a new exterior skin that will be architecturally coordinated with other
improvements to the Pier and Pier Plaza.
Any redesign of the facility must preserve the 360 degree view from the top
floor of the headquarters. Maintaining at least the existing height of the facility
is imperative for the safety and observation functions of the station.
• Redesigned Garage Facility

As a component of the Pier design, the Lifeguards desire the adjacent garage
facility to be enlarged to accommodate storage of 2 - 14'-0" rescue boats in
addition to the equipment and trucks presently stored. In addition, the garage
could be relocated to provide easier access to the Strand and Beach Drive in
emergency situations. The existing garage could be converted to accommodate
some of the new program elements listed below. Program area: 2000 SF
• Women's Locker and Toilet
Toilet, showers and locker facility for women lifeguards needs to be added to
the present facility. This program element should be located on the ground
level similar to the present men's facility. A given shift must accommodate 12
lifeguards. Program area: 400 SF
• Offices
The redesigned facility would benefit from the addition of 2 additional offices
of 120 SF each. Program area: 240 SF
• Conference / Multi -Purpose Room
The redesigned Lifeguard Facility would benefit from a large conference /
multi-purpose room. This room would be located at he ground level and be
used for community education programs for water / ocean safety and disaster
preparedness; and an emergency crisis management center.
Finishes to be water / moisture tolerant and easily cleaned and maintained.
Program area: 600 SF
CODES
All structures must comply with applicable codes and regulations of Federal, State, County and
City of Hermosa Beach agencies having jurisdiction.
PROCEDURAL RULES
GENERAL

Submission of an entry will constitute acknowledgement and acceptance of the provisions described
in this Project Information Booklet and its extension through the questions and answers contained
in the Addendum.
Competitors who fail to observe the provisions in this document shall be declared ineligible. The
Jury shall be so informed by the Competition Committee whose decision, in respect of any such
ineligibility, shall be final and binding on all parties.
ANONYMITY
Competitors shall not communicate in any manner whatsoever with any member of the Jury, the
Competition Committee, AIA Cabrillo Chapter or the Hermosa Beach Chamber of Commerce Staff,
except in writing as provided for in the question and answer format described below. Upon proof
of such an infraction the competitor shall be disqualified by the Competition Committee, whose
decision shall be final and binding.

All questions must be received by July 21, 1993. In order to preserve anonymity, questions will
not be accepted which are transmitted on firm letterhead. Questions received after July 21, 1993
will not be answered. Answers to questions will be mailed in the form of an addendum to all
registrants on July 26, 1993. Any modifications to the original competition conditions, program
requirements or procedural rules resulting from written answers contained in the addendum will
automatically form a part of this document.
REGISTRATION REQUIREMENTS

Hermosa Beach Pier Design Competition
This is a single stage competition, open to licensed architects and teams headed by licensed
architects from anyAmerican State or Commonwealth or recognized foreign country. A competitor
may not submit a project unless duly registered in the competition. Each registered competitor may
submit only one project for each entry fee paid. To be registered, payment of the $100.00 fee must
be received by The Hermosa Beach Chamber of Commerce according to the deadlines defined in
the Competition Calendar.
No associates, employees or direct family members of the Sponsors, Competition Committee or
Jurors are eligible to compete in this competition.
SUBMISSION REQUIREMENTS
Competitors are to submit schematic design drawings and accompanying documentation in the
following format:
Display Boards: Each entry must include a maximum of 4 display boards (30"X 40").
Drawings should be securely adhered to rigid, light weight mounting material.
No names of individuals, firms or firm logos or other identifying marks of any
kind may appear on any part of the display boards. The boards will be
displayed horizontally and must include (as a minimum) the following
drawings and descriptive information:
• Narrative: A maximum 350 word narrative description of the project with
particular emphasis on how the solution responds to the goals and program
requirements identified elsewhere in this document.
• Project Site Plan and South Elevation: (1"=40') Illustrates all principle
elements identified in the program requirements within the context of
surrounding buildings, streets and the shoreline. Orient this plan in the same
manner as shown in the Base Map supplied in the Entry Packet.
• Enlarged Plans: (1"=8') Illustrates the Pier Plaza, Lifeguard Tower and Pier -
end and other pertinent features of the submission.
• Two Section / Elevations: (1"=8') Illustrates the Pier Plaza, Lifeguard Tower
and Pier -end and other pertinent features of the submission.
• One perspective or other single view (Axonometric or Oblique) drawing.

Models and model photographs are not permitted.
Each submission must be accompanied by a signed entry form, to be found at
the back of this booklet. Fill out the entire form and insert it, intact, into an
unsealed plain number ten envelope without name, address or any identifying
mark. The envelope should be securely taped to the back side of one of the
required display boards.

It is the responsibility of the Competitors to ensure that submissions, however shipped, are
received at the address noted below by 4PM September 6, 1993. Late submissions will not be

The presentation boards shall be securely wrapped flat. The Competitor's name must be
incorporated on the exterior wrapping. After verification against the list of paid registrants,
wrappings will be removed by the Competition Committee and numbers will be placed on the back
of all boards and on the blank envelope containing the registration form. This number will be the
sole identification of the submissions. The identity of all competitors will remain confidential until
after the signing of the Jury's report.
AWARDS
The Jury will act in accordance with the conditions set forth in this document to assess the designs,
select winners and inform the Competition Committee and Sponsors of the results. Awards will be
granted in the following manner subject to the discretionary authority granted to the Jury by the
Sponsors. (See Authority of the Jury)

JURY REPORT
The Jury will write a report, explaining its reasons for selecting the winning design and ranking the
other award winners in the order chosen. A copy of the Jury Report will be mailed to each
registered competitor.
AUTHORITY OF THE JURY
The Sponsors shall be bound by the decision of the Jury. The Jury may rule that the award of first,
second and third prizes may not be appropriate. The Jury may elect to rank awards in a manner that
suits the nature and quality of the proposals submitted. In any case, all prize money will be
awarded.
COMPETITION RIGHTS AND OBLIGATIONS
IMPLEMENTATION
The Jury shall make a selection of the best proposals deserving consideration for implementation.
These projects will be submitted to the City of Hermosa Beach for review by the appropriate City
Agencies, Public Commissions and the City Council, who has the final authority to grant a contract
for architectural services. If the City Council chooses to implement any of the selected design
proposals, the author of that proposal will be given the first right of negotiation for the necessary
architectural services. It is anticipated that similar reviews and contract negotiations may be
necessary with State of California and Los Angeles County agencies having jurisdiction.
No feature from any submission will be implemented without permission and just compensation to
the author of the specific design feature.
COPYRIGHT AND PUBLICATION
All competitors will retain the copyright on their projects and will be credited in any subsequent
document or catalog. The competitors authorize the sponsors to reproduce for archival purposes,
exhibition and/or publication their designs in any document or event produced as part of this
competition, without compensation to any competitor.

RETURN
The Sponsors are not responsible for the loss of or damage to submissions. Competitors are
responsible for a complete duplicate record of their submissions for their own use. Submissions
will not be returned unless specifically requested on the registration form. A twenty five dollar
($25.00) postage and handling charge must be included in the registration envelope to cover the
costs of this service.
