1. Complete Storm Drain project at 13th street.
2. Complete Storm Drain project at 17th street.
3. Complete Monterey Blvd. sewer and street improvements project.

6. Design new sewer and street projects such as Loma Drive.
7. Work with SCE to complete phase I design of the Beach Drive

schedule for the system.

Listed below are some highlights for 1995 for the Community Resources
Department:
• Installed and implemented computerized recreation program registration
• Increased recreation program participation by 15%. 27 new programs
introduced.
• Presented 8 large-scale commercial events. Doubled event revenues.
• Worked with inaugural FirstNight and St. Patrick's Day Parade events
• Hosted Olympic Qualifying Tournament for beach volleyball (International)
• Secured donations for Noble Park & parking lot for South Park
• Completed Cable TV transfer agreement
• Revamped Department staffing to accommodate RIF: developed part time
and student intern program to address shortages.
• Monitored park development for Noble and South Parks
• Developed skate and hockey programming in preparation of South Park
opening
• Did all of the above with 3 full time employees: Directot, Rec. Supervisor
and Admin Aide! Survival has been a major accomplishment!
Thanks for considering accomplishments this year. Although the additional downsizing
has been tough, the Community Resources team is better than ever thanks to our vital
and caring full and part time staff members.

1995 ACCOMPLISHMENTS
I Implemented layoffs as a result of budget reduction without litigation or Union
grievance.
II Resolved several confidential employee personnel issues without litigation.
III Coordinated and monitored City's liability (Tort) litigation files with
satisfactory resolution of several lawsuits. Achieved dismissal of the City in
three cases.
IV Successfully represented City in Small Claims Court actions against the City.
V Revised City Bloodborne Pathogen Exposure Plan to include OSHA Airborne
Standards. Arranged and coordinated training and employee vaccinations.
VI Participated in contract negotiations with Police, Fire and Teamster Union
which resulted in multi-year contracts.
VII Coordinated and monitored City Workers' Compensation Claims. Achieved an
"employee take nothing" award at trial in one particular instance.
HERMOSA BEACH POLICE DEPARTMENT
MEMORANDUM

SUBJECT: 1995 POLICE DEPARTMENT ACCOMPLISHMENTS
POLICE DEPARTMENT
Reported crimes in all categories are impressively down from 1994 crime
figures (reference attached December statistics.)
Successful apprehension and prosecution of major felons and high profile
cases continue.
Increased enforcement and productivity with misdemeanor cases and
traffic enforcement (ticket issuance) has sustained positive revenue.
These are the results of two major factors — aggressive enforcement
programs and Community Oriented Policing programs. The Police
Department no longer operates in isolation in the community. The police
personnel have embarked on an open partnership with its citizens, schools
and civic groups.
Some of the significant events and accomplishments are as follows:
There was the First Night event of New Year's Eve, December 31, 1994.
This was a successful event that set the stage for the next First Night of
December 31, 1995. We played a significant role In the security of these
two events.
We had the first St. Patrick's Day parade in March and this proved to be
another successful event. We meet our citizens and make them feel safe.
In April, two of our regular officers and one of our reserve officers received
the Medal of Valor for their actions in December 1994 when they saved a
man from a house that was on fire.
We continued to provide a successful foot patrol program during the
summer months. This program has been well received by the business
community. During the spring, we continued with our community policing
efforts. This has proven to be successful In dealing with long-term
community problems. One success story would be the 26 Pier Avenue
Hotel which was shut down and converted during the year.
We continued to be active in the DARE Program. Officer Lance Heard
completed his first year of teaching in May and did an outstanding job. He
has begun his second yea of teaching last fall.
The jail was painted last year and this greatly enhanced our performance
during the end of the year jail inspections conducted by the County of Los
Angeles.
We had some unusual events that we heavily participated in such as first
Concert on the Beach in May, CE Sports Olympic Volleyball trials in July as
well as many other events that are held each year. Our presence at these
events lent well to their success.
During the Fall of 1994, we had an unusual attempted murder case in whish
a woman living on Monterey was shot multiple times in the head with a .22
cal. handgun. The suspect, Jeffrey Locke, went to trial in October of last
year and he was found guilty and sentenced to 25 years to life for his
crime. The members of our Detective Bureau must be credited with the
success of this unusual case.
We also had the highly publicized Linda Sobeck murder case last
November at Thanksgiving. This started out as a missing persons case
and through the efforts of our Detective Bureau, a suspect was Identified,
Charles Rathbun, and Sobeck's body was located In the Angeles Crest
Forest. This nationwide, newsworthy case gave an immense positive
image and recognition for our City and Police Department.
I feel that it should also be noted that our officers have been successful in
the apprehension of suspects committing crimes in Hermosa Beach. We
have felt fortunate that while the neighboring cities have had some
sensational crimes occur that have gone unsolved, we have been catching
our perpetrators. This has improved morale in the department and pride in
our work for the community.
The downsizing of three support personnel In the Police Department has
affected our customer service, overtime rate and reduced our training
capabilities. Other employees have backfilled admirably.

The success of the Police Department arises from the personal
commitment of its employees and management to make the City of
Hermosa Beach a pleasant place to live and work.
PARKING ENFORCEMENT
Parking Enforcement is no longer considered the unwanted stepchild of
our city.
Discipline, direction and training were applied with direct supervision by
the Police Department. Downsizing and reshaping parking has
accomplished a more professional public image, reduced the Us vs. Them
(the citizens) mentality and provided a sustained revenue based on quality
tickets not quantity.
Enforcement hours and parking meters have been reduced to better reflect
the living patterns of our citizens and visitors.
A comprehensive, overall parking plan to enhance the vitality of our
community and not choke its success is constantly being worked on and..
improved.
Citizen complaints and worker's comp. claims have been substantially
reduced by strict management programs and supervision. More needs to
be done. Parking enforcement is not seen as the evil empire that has for
so long defined the public image of Hermosa Beach.
Lastly, City Department Heads, in concert with the City Manager and the
City Council, are coordinating, supporting and achieving positive change in
our community. This "good feeling" of working together is a far cry from
where we were with past administrations. I believe this "good feeling" has
permeated to our employees and the citizens in our community.
