South Bay Coastal Defense Alliance 1412 Palm Drive Hermosa Beach, CA 90254 City Council of Hermosa Beach, CA June 3, 1997 City Council meeting of June 3, 1997 Dear City Council Members: On behalf of the South Bay Coastal Defense Alliance, and myself, I / we oppose approving any such contract and permit issuance for the proposed AVP event of June 1997. The proposed event lacks a parking mitigation plan, which was supposed to be submitted to the Coastal Commission no later than May 30, 1997. This event is not exempt from the requirements of the California Environmental Quality Act (CEQA), yet no new environmental review has been undertaken. The negative environmental impacts have not been mitigated to an insignificant level as is required under CEQA. Those impacts include, but are not limited to excessive noise, pollution and noxious fumes, and impacts on parking, and visual blight from giant advertising laden stands that reach appx. 35 feet above grade. The AVP representative Jon Stevenson, admitted at the May 13, 1997 Coastal Commission, that this proposed event is "entertainment" NOT "recreation." Do not forget the more than 4,700 people who signed a petition opposing this AVP event on the grounds that its impact on parking is unbearable. The city of Hermosa Beach is in deficit parking, and is not capable of providing parking for the estimated 84% of the expected crowd who must drive in to the event (AVP statistics provided by the AVP at the October Manhattan Beach Parks and recreation hearings for the 1997 Manhattan Beach event). That works out to appx. 2,833 cars that require parking just for this event at 2 per car with 5,667 people, that being.equal to the 84% figure (with a.stadium size of 6,747 capacity). The number of people who would require being bussed in to the site for the event would need to be transported within a three hour time frame (9 am to noon). That will require one 52 seat bus every 4.6 minutes. This commercial development requires a Coastal Development Permit from the Coastal Commission under the Guidelines for the Exclusion of Temporary Events from Coastal Commission Permit Requirements adopted 5-12-93, under items Ila & b, items lila thru d. In any case, no development as proposed may occur without specific written authority for exclusion from permit requirements from the Coastal Commission's Executive Director, and or the Coastal Commission Panel itself. RECOMMENDATION: The South Bay Coastal Defense Alliance, and myself, recommend rejection of the request as submitted, for the reasons discussed, on the grounds that the commercial development, as conditioned, will not be in conformity with the Guidelines for the Exclusion of Temporary Events from Coastal Commission Permit Requirements, and will not be in conformity with the provisions of Chapter 3 of the California Coastal Act of 1976, and is not in conformance with the public access and public recreation policies of Chapter 3 of the Coastal Act, and will have significant adverse impacts on the environment within the meaning of the California Environmental Quality Act, and there are feasible alternatives or feasible mitigation measures available which would substantially lessen any significant adverse impacts which approval of the commercial development would have on the environment.
