Recommendation
Staff recommends that the Council and
-Listen to a presentation by Evans and Associates about Hermosa
Valley Park Design.
2. Listen to a presentation by Steve Sheridan from LA County
about a prospective water detention basin located -in Valley •
Park and determine whether or not .to pursue this program.
3. Approve a preliminary plan and prioritize improvements
Hermosa Valley Park.`
..Schedule a date to present:the proposed plan as a Municipal
Matter at a future City Council. Meeting.
Background
The City Council and the Parks, Recreation and Community
Resources Advisory Commission assigned subcommittee members
(Dunbabin/Oakes/Francis) to work with:staff and the architects
to develop plans for the park renovation.
The subcommittee has met four times with Evans. and Associates to
develop this preliminary plan and budget (Attachments A and B).
In addition, Public Works introduced the topic regarding the
potential use of -Valley Park as a'waterdetention basin to the
committee .
Council requested a joint workshop meeting 'with the. Commission
in order to discuss important topics related to parks and
recreation.
Analysis
Hermosa Valley Park is the top priority park CIP for FY 2000-
2001. The workshop will allow both the Council and Commission
to dedicate an entire meeting to review this plan so that the.
project timeline can be accelerated.

The subcommittee has spent considerable time in developing the
plan and list of improvements with the architects.- The Master.
Plan addresses all of the improvements listed in the City's
initial work program and would improve the park functionally and;
aesthetically.
After reviewing the proposed water detention basin project, the
members of the committee concluded that it would not be in the
best interest of'the park.. They felt that it would create
potential maintenance problems with the turf and that it would
change the overall character of the park. Furthermore, the
majority of the land used for detention is in the. School
District's portion` of. the. Park.
Once the Council Members and Commission agree on a preliminary
plan for the park, Evans and Associates will prepare a final
schematic plan to be presented to the public at a future Council
:meeting.
The renovation of Hermosa Valley Park has been long awaited.
Clearly, the Master Plan may exceed the existing CIP budget,
however', it will allow the City to understand the funding
requirements, phase the project as necessary, and seek
additional funding with the benefit of an approved plan.
FISCAL IMPACT: NONE. THE CURRENT HERMOSA VALLEY PARK CIP
BUDGET IS $438,360. ESTIMATED PROPOSITION 12 FUNDS: $150,000.
AVAILABLE IN VAROUS PARK IMPROVEMENTS: $100,000. TOTAL: $688,360

The Department of Community Resources has been involved in the following activities for
the month of June 2000:
Recreation Programming:
Civic Theater Events:
June 1.0 "Dance With Penny's"s private dance studio recital for family and friends.
June 17 - "Bagpipes at the Beach" presented by the Cabar Feidh Pipe Band to a full house
audience.
June 20 & 21- Hermosa Valley School Rehearsal and Graduation of the 8th Grade Class of
about 90 students. A reception and dance followed at the Clark Building.
Recreation Classes & Programs- The Surf Camps, sponsored in part by Chevron, started
off with a "splash" with four one -week-long camps this month. The youths ages 10-17
learned basic surfing techniques, etiquette, and water safety at a great low price of $38.00.
The first of the Summer season classes started, with the After -Summer -Blast sports camps
and the Skyhawks sports camps being the most requested. Golf surfing, Tai Chi, Yoga,
and Dog Obedience were the popular classes for adults.
Summer Blast Day Camp: The first week of a 12 -week Camp started this month. Day
campers, ages 6-12, participated in a variety of recreational activities geared toward a
weekly theme ("Blast From the Past"). The week's excursion to El Capitan's Theater
enhanced the theme with a dinosaur exhibit. Program highlights include sports, drama,
music, cooperative games, crafts, and outdoor activities. An average of 60 children attend
each week.
Skate Track: The expanded Summer Open Skate hours for all ages began this month with
the close of Hermosa Beach schools on June 22nd. The last week of the month prior to the
Fourth of July was full to capacity for most of the open hours. The Track continues to
have private party rentals every weekend. About a dozen patrons took advantage of
Saturday morning "board"ing school and a similar number for another workshop "Skate
With a Pro".
Roller Hockey: The Spring Youth League (ages 5-15) is still in the middle of the season,
with end -of -league playoffs scheduled in August.
Special Events:
Mervyn's Beach Bash: Top performing athletes and musicians attracted large spectator
audiences (an estimated 80,000) to the second annual four-day Beach Bash. Entertainment
venues featured the AVP Men's Hermosa Beach Open, the BVA Women's Pro Beach
Open, and the professional extreme 'sports competitions ,(skateboarding, in-line skating,
and bicycle stunts) on the "Soul Bowl". ":All activities took place on the beach side of the
Strand.

Men's and Co-ed Slow -Pitch Softball Leagues:
Over -The -Line Softball Tournament: The fifth and sixth tournaments of a ten tournament
series of play between adult and teen males was held on the beach with 4 teams and 12
teams respectively participating.

The crowd was so large Saturday •
that when event promoter James Leitz
looked out across it, he freaked.- He
turned to Hermosa Beach Police Officer
Paul Wolcott and expressed his sudden
concern.. . •
"I know it sounds weird, because I'm
the promoter, but I turned to [Wolcott]
and I said 'Look at all those people:"
Leitz said. "He just said, 'Oh, they're
. •
• In its second year, the massive Beach Bash
of extreme sports, volleyball and music took over
Hermosa and emerged as one of the town's
two premier summer parties

was a breath of fresh air"
The 1 Bash caused police
"no problems at all," said
Wolcott, who also serves
as the department's
• spokesman. He could
not recall even a minor
incident that police
needed to handle at
the heavily attended
event.
"Everyone was well-behaved,"
Wolcott said. "It went off without a
hitch."
Leitz recalled "a couple of fights over
the four days;" but compared that favor-
ably to a typical summer weekend on
the Pier Plaza.
Wolcott said auto traffic flowed fairly
well, With some tie-ups occurrink
'Pier Avenue east to Valley Drive at the
-conclusion of some of the key- sports_••
events. -
The tie ups occurred deipite shuttle
buses that Carried people. from Mira
Costa High School to the event and back
again, running every 20 minutes on
Saturday and Sunday.

• Beginning today, June 8, the world's
premier beach volleyball players ana pro-
fessional extreme athletes will battle for•
more than $250,000 in total prize money.
With the summer: Olympics on the .hori-
zon,_ the, beach volleyball events will.
serve as •the .three-month •warning point
for the top stars in .both tours.
• The Men's Sideout Hermosa Beach
Open is one of the biggest stops on the
AVP tour, and should be:hotly -contested

Three different extreme sports (skate-
boarding, aggressiye.in-line skating and
bicycle stunt•riding) will take center stage :•.
with competitionsin three different 'disci-
plines: the half pipe, the street course -and
the uniquely constructed Lee Pipes "Soul
Bowl."
The_Soul. Bowl is a shaped like; an
empty :swimming ' pool .and made out of
hardwood. It made its North American
debut at last year's event and has become
a hit on the 'extreme. sports scene ever
since. Designed in Germany, it.is'a;throw-
back to the early •days -of skateboarding
when •drained pools, with their smooth
surface: and gentle. curves, 'were common
destinations for'skating fanatics.
"It's: similar to.the. vert' ramp, but in
