DOWNTOWN IMPLEMENTATION PLAN RECOMMENDATION: 1) Approve the preliminary design of Lower Pier Avenue and direct staff to continue with the preparation of the construction documents; and, 2) Approve the funding plan and approve the expenditure of funds from the various sources for construction of the Lower Pier Avenue Street Improvement Project. CITIZEN COMMENTS ADJOURNMENT 1 Honorable Mayor and Members of the Hermosa Beach City Council Downtown Improvement Plan Recommendation: It is recommended that the City Council: September 11, 1996 Special meeting of September 18, 1996 1. Approve the preliminary design of the Lower Pier Avenue and direct staff to continue with the preparation of the construction documents. 2. Approve the funding plan as described in the funding section of this staff report and approve the expenditure of funds from the various sources for construction of the Lower Pier Avenue Street Improvement Project. Funding Plan: City Council, at their regular meeting of April 23, 1996 recieved a funding plan for the Downtown Improvement Project which based it's strategy around funding the improvements with available funds. Construction of the improvements would therefor be phased as moneys became available. The City currently has the necessary funds available for construction of the Lower Pier Avenue portion of the Downtown Improvement Plan. The City Council.at their meeting of July 23, 1996 added the intersection of Hermosa Avenue and Pier Avenue to the project. The funding schedule below confirms that funds exist to cover this addition to phase 1 of the project. This project will be funded by combination of General fund, DEC fund, Sewer fund, Lighting and Landscaping fund, and ISTEA grant fund, and funds received from the creation of Lower Pier Ave. Assessment District. DEC Fund $289,730 Proceeds from the sale of Alano Property $105,000 Vasek Polak $ 59,664 Lighting and Landscaping Fund $120,000 $ 53,728 ISTEA(STPL) Fund $286,837 Sewer Fund $190,000 Assessment District Fund $400,000 Proposition C Fund $163,000 Total Funding Available $1,667,959 Estimated Project Cost including Pier/Hermosa intersection $1,645,014 Analysis: The City Council, at their July 23, 1996 meeting also approved a number of design changes to the originally approved Downtown Implementation Plan concept. IBI Group, the project design firm, has prepared a set of preliminary drawings in response to these changes. These plans are attached for your review. It is the intent of this special meeting to consider the evolution of the plans to this point. The architect has brought the plans to a sufficient level of detail to insure that by the end of this meeting they will have been given direction necessary to complete the plans without further City Council review. IBI will proceed with finalizing the plans and will bring them back for final City Council approval at the November 26, 1996 meeting. Respectfully submitted: Concur: oseph C.
