The regional administrator of the

meet with Hermosa residents and city
officials Wednesday, Aug. 12 at 7 p.m.
in the city council chambers at City
Hall, 1315 Valley Drive. The meeting
has been called to discuss aircraft
noise, overflights and quality of life
issues. ER

Administration (FAA) will attend a special
meeting of the Hermosa Beach City Coun-
cil Aug. 12 at 7:10 p.m. to discuss noise
from Los Angeles International Airport
and other quality -of -life issues associated
with the facility.
The meeting will be held in the City I
Hall council chambers. Originally set for
July 9, the forum will feature William
Withycombe, regional administrator of the
FAA for the Western Pacific region, and
several of his staff, in an informational
setting.
The public is encouraged to attend and I
pose questions.

Chamber Assured That There Is
Light At The End of The Tunnel

Moody. who represents the peninsula
cities on the Southern California Federal
Aviation Administration Task Force,
updated the Chamber on the status of the
Task Force's noise abatement efforts. The
Task Force was set up to address quality of
life issues, especially noise from airplane
flights over the beach cities and the
Peninsula.
The Task Force is made up of the FAA
Regional Director and representatives from
the LAX control tower, Departure Control
and Air Space specialists, FAA Noise spe-
cialists and representatives from the airline
industry, including airline pilots. The
Mayors of Torrance and the beach cities
are also on the Task Force. The technical
work involving flight paths and departure
procedures is conducted by a core group of
aviation specialists. These meetings are
open to all Task Force members, but only
the specialists are involved in the technical
discussions.
There have been many complaints from
residents about revised flight paths, with
the FAA steadfastly maintaining that there
have been no changes. After considerable
discussion among the Task Force mem-
bers, it was discovered that, although the
flight paths had not been changed, the alti-
tudes at which the more than two hundred
daily commuter airplanes fly over the
Peninsula were significantly lowered about
eighteen months ago. the typical crossing
altitude over the Peninsula was down to
4.000 feet, placing the airplanes only about
2,500 feet over those residents living at the
top of the hill.
The FAA implemented the following
noise reduction measures for commuter
aircraft July 15.
• Aller departure from LAX. commuter
aircraft will be required to fly farther out to
sea before turning over the Peninsula and
beach cities. This will allow them to climb
several thousand feet higher before cross-
ing the Peninsula. •
• Flights to San Diego, about one-fourth
the total, will he re-routed around the
Peninsula over the Catalina Channel.

Future changes are planned this fall
when new global satellite positioning
(GPS) departure procedures are imple-
mented, which will result in the com-
muters flying even higher over the
Peninsula, and changing take off proce-
dures from LAX allowing the airplanes to
use higher rates of climb, again placing
them at higher altitudes when they cross
the Peninsula.
Changes that have been put into effect
for the large jet aircraft include requiring
them to fly farther out to sea, from three to
five miles from the shore line, and increas-
ing the altitude they fly over the Peninsula
from 10,000 to 13,000 feet. Airline pilots
and controllers have also been instructed to
follow existing procedures that prohibit
wide turns back over the beach cites.
Those large aircraft not able to. make the
required turning maneuver will be required
to fly around the Peninsula before turning
inland.
Mayor Moody reported that the
increased number of flights departing LAX
stems from demands for more air service
from the traveling public and the FAA is
mandated to arrange air routes to safely
accommodate this traffic. The problem of
the number of increased flights is some-
what mitigated as the airlines purchase
larger aircraft, which reduces the number
of flights. One of the major commuter air-
lines is actively converting its fleet to all
jets. These aircraft are inherently quieter
and fly higher, which will decrease the
noise heard by residents on the ground.
Although the Task Force was formed for
only one year, its members have agreed
that its work will continue until the noise
problem has beep finally,solyed.
