Extensive councilmanic discussion followed on the suitability of various sites inside and outside of the City; uses of oil revenues; specificity of ballot measure. PROPOSED ACTION. to approve a.. ballot measure to be placed on the agenda for the meeting of 6-28-83 allowing oil drilling any- where within the City of Hermosa Beach or outside of the City of Hermosa Beach based on the contingency that an oil drilling, . construction maintenance and operation code be in place prior to the drilling of oil. City Manager Meyer gave staff report:. ACTION - to draw up a ballot measure treating with the Crossing Guard Maintenance District, based on policy statements as contained in -above memorandum, i.e.: 1. The purpose. of the proposed Crossing Guard Maintenance District is to guarantee a source of funding for this critical public safety function. 2. That the City Council. reaffirm that it has no intention of making Crossing Guard costs a School District responsibility. (Above measure to be "Advisory".)_:. Motion'�Schmeltzer, second Brutsch.
