PROPOSED BALLOT MEASURES FOR SPECIAL ELECTION OF NOVEMBER 8 1983
1. BILTMORE SITE
Proposed ordinance entitled: "AN ORDINANCE OF TEE CITY OF
HERMOSA BEACH SUBMITTED TO THE VOTERS BY THE CITY COUNCIL
AMENDING THE ZONING CODE TO PERMIT ONE HOTEL AND ACCESSORY
RESTAURANT USES OF AT LEAST 175 ROOMS AND WITH A HEIGHT
-'NOT TO EXCEED THE LESSER OF SIX STORIES OR 75 FEET IN A
DEFINED AREA OF THE DOWNTOWN BEACH AREA."
City Manager Meyer presented the staff. report in the absence
of City Attorney Post.
Following council discussion Of "spot zoning", Mayor Schmeltzer
invited Dr. David. Schumacher to share any observations he might
have. Dr. Schumacher questioned the adequacy of parking for-

ACTION to revise above ordinance to omit references to 6 stories
requesting an opinion of the City Attorney re this change.

FURTHER ACTION to amend the proposed ordinance as follows:
Line 21 to read: "passage of this ordinance to develop an agreement
to construct the hotel facility on the"; Line 22 to read: "Biltmore
site and should not permit any other permanent use on the site", and
to approve the proposed ordinance as amended and request thatit
be returned on June 28, 1983 for appropriateaction.

PROPOSED BALLOT MEASURES FOR SPECIAL ELECTION OF T1-8-83 (CONT.).
2. HYDROCARBON RECOVERY - Memorandum dated June 21, 1983 from
City Manager Meyer
City Manager Meyer gave the staff presentation. Extensive
councilmanic discussion followed on the suitability of
various sites inside and outside of the City; uses of oil
revenues; specificity of ballot measure.
PROPOSED ACTION. to approve a.. ballot measure to be placed on
the agenda for the meeting of 6-28-83 allowing oil drilling any-
where within the City of Hermosa Beach or outside of the City of
Hermosa Beach based on the contingency that an oil drilling, .
construction maintenance and operation code be in place prior to
the drilling of oil.

3. .CROSSING.GUARD MAINTENANCE DISTRICT
June 21, 1983 from City Manager Meyer..
City Manager Meyer gave staff report:.
ACTION - to draw up a ballot measure treating with the Crossing
Guard Maintenance District, based on policy statements as contained
in -above memorandum, i.e.: 1. The purpose. of the proposed Crossing
Guard Maintenance District is to guarantee a source of funding for
this critical public safety function. 2. That the City Council.
reaffirm that it has no intention of making Crossing Guard costs a
School District responsibility. (Above measure to be "Advisory".)_:.
