Resources Director responded to specific questions regard-
ing the Community Center.
Public Hearing was opened. No one wished to -be heard.
Public Hearing was continued open to the meeting of
May 17, 1983.
Councilmembers expressed preference as to the priorities
for the use of funds.
ACTION, 1' -"Staff •to investigate and report bade on the
possibility of use of CDBG funds, on`a short term basis, to
open;two currently closed restrooms.on the beach, if the
County is unable - to do so and if the County will, -reimburse
us

Director. of Public Works Clark gave staff presentations:
Public hearing opened and closed.
ACTION - To adopt Resolution No. 83-4596, entitled: "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH, ,
CALIFORNIA, CONFIRMING DIAGRAM AND ASSESSMENT AND LEVYING
ASSESSMENT FOR THE FISCAL YEAR COMMENCING JULY 12 1983.
HERMOSA BEACH LIGHTING DISTRICT NO. 1983-1984"
It was noted for"the record that this annual assessment
reflects a 5% reduction from the 1982-83 level. The
average residential parcel will 'see a reduction from
approximately $43 to $41 in their lighting assessment bill.

General Services Director Noon gave the staff report.
Mayor Schmeltzer opened the hearing.
William Rutherford, applicant, presented his argument for
retention of four Great Danes and one Schnauzer on his
property at 1051 10th street. These animals are the
......remnants`of.a kennel previously owned by the applicant at
"another location. Because of the advanced ages of the
animals, Mr. Rutherford. feels it would be virtually
impossible to find homes for these animals. He presented
a Tetter from Dr. Alice Vi1lalobos DIM stating that a minor
surgical procedure could be performed to "debark".the
animals and expressed his willingness to have the.surgery
performed.to alleviate the noise problem.
The matter was brought back for Council discussion..
ACTION - To give Mr. Rutherford 30 days to solve the
barking problem and return to the Council' with evidence
of the debarking.

Cornnunity Resources Department Mastrian presented the staff
report.
Frank Risica representing -South Bay Wheelman, Inc. noted
that the City of Hermosa Beach has allowed this race to be
run numerous times in the past with little public
disapproval. After lengthy Council questioning regarding
the hours necessary to run the race, Mr. Risica agreed to
reduce the hours from 7 AM to 1 PM rather than the original
hours of 7 AM to 3 PM.
Speaking on -the'matter were John Hales, 624. 8th Place,
Bett-y Martin, 257 27th Street and Chuck Bowman, 1.821
Pacific Coast Highway, Hermosa Beach.

COMPANY, WITH RECOMMENDATION TO PROCEED.' MENtORANDUM
FROM CITY TREASURER, FINANCE ADMINISTRATOR AND CITY MANAGER,
DATED MAY S, 1983.
City Manager Meyer presented recommendations to
the Council.
Speaking on behalf of Fox & Company were Fred.Moscarito
and Ken Menenger who answered all Council questions
regarding items covered in their letter dated April 13,
19.83.including fund structure, consolidation of funds,
recording trust accounts in'funds, general fixed asset
account group and accounting policies and procedures.
ACTION - To' instruct staff to proceed with implementation
of changes per the preliminary management letter from Fox
and Company dated April 13, 1983 and incorporate options
2600 through 2800 and Capitol Improvements consolidations
continue to show a fund balance with a combined cash
balance, but with a separate fund reserve for teach:of:th6
various funds consolidated.

to their memorandum dated April 28, 1983.

John T. Hales, 624 -8th Place, Hermosa Beach reiterated his
previous position on the need for additional safety measures
on the Strand which include the painting of'a center stripe
with arrows and lettering to indicate flow direction.
PROPOSED ACTION: To override staff recommendation and
place a yellow stripe down the center of the Strand with
periodic stencilling of the words BE COURTEOUS - STAY TO THE
RIGHT. This to be done within the next 30 days.

municipal election issue.

the Hermosa Beach City Council
1983-84 HERMOSA BEACH LIGHTING DISTRICT
Recommendation:
It is recommended that the City Council adopt the attached
resolution which enacts the Hermosa Beach Street Lighting
District for 1983-84. A copy of this resolution is attached
herewith.
Background:
As required, the necessary steps have been taken in the
preparation of the public hearing of May 10, 1983 for the
adoption of the City's Underground Lighting District.
These steps have been as follows:
1) March 8 - City Council adopted Resolution 83-4575
ordering a report for the renewal of the district.
2) March 17 - City staff met with Lighting Assessment
Engineer to develop budget.
3) April 1 - Assessment Engineer filed reports consist-
ing of estimates of cost, maps and assessment rolls
with the City.
4) April 12 -
a) City Council adopted Resolution 83-8475 approving
report and
b) Adopted Resolution 83-4584 setting the public
hearing for May 10, 1983.
5) April 21 - Public notice of hearing published in
local newspaper.
Having completed the aforementioned items, the public hearing
set for the regularly scheduled council meeting of May 10,
1983 will complete the process and the council, should they
choose, may them vote to approve the district. If the
district is approved, the assessment rolls on magnetic tape
will be delivered to the Los Angeles County auditor's office
on May 14, 1983.

Analysis:
The adoption of the attached resolution provides the funds
necessary to sustain the City's Street Lighting District.
This provides for the payment of all costs related to street
lighting, existing and proposed in the City of Hermosa Beach.
A more detailed outline of the expenses charged to the
Lighting District is attached.
This assessment is provided for under the Landscaping and
Lighting Act of 1972. The current district began in 1980
and runs through 1985.
It should be noted that the annual assessment for 1983-84
has been reduced to $393,000. This reflects a 5% reduction
from the 1982-83 level of $414,000. Translated, the average
residential parcel will see a reduction from approximately
$43 to $41 in their lighting assessment bill.
Mr. Patrick Rossetti, the City's Assessment Engineer will
be present at the May 10, 1983 meeting to answer any
questions that may arise.
