Minutes 5-10-83 Planning Aide Mercado presented staff report. Community Resources Director responded to specific questions regard- ing the Community Center. Public Hearing was opened. No one wished to be heard. Public Hearing was continued open to the meeting of May 17, 1983. Councilmembers expressed preference as to the priorities for the use of funds. ACTION 1 - Staff .to investigate and report back on the possibility of use of CDBG funds, on`a short term basis, to open ;two currently closed restroomson the beach, if the County is unable to do so and if the County will reimburse us. ACTION 2 Request staff to Took at III (Fire Hydrants) and Patio Remodel 1.b. and on the basis of tonight's discussion, come back with.a different set of priorities. Motion Mayor Schmeltzer, second Brutsch. So ordered. 4. RESOLUTION FOR ADOPTION SETTING 1983-84 TAX RATE AMD LEVY OF LIGHTING DISTRICT. MEMORANDUM FROM PUBLIC WORKS DIRECTOR CLARK DATED MAY 6, 1983. Director of Public Works Clark gave staff presentations. Public hearing opened and closed. ACTION - To adopt Resolution No. 83-4596, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH, CALIFORNIA, CONFIRMING DIAGRAM AND ASSESSMENT AND LEVYING ASSESSMENT FOR THE FISCAL YEAR COMMENCING JULY 1, 1983. HERMOSA BEACH LIGHTING DISTRICT D. 1983-1984" It was noted for the record that this annual assessment reflects a 59 reduction from the 1982-83 level. The average residential parcel will see a reduction from approximately $43 to $41 in their lighting assessment bill. MEMORANDUM FROM GENERAL SERVICES DIRECTOR NOON DATED APRIL 18, 1983. SUPPLEMENTAL INFOR- MATION; LETTER FROM IRVING M. PEARSON, 1052 10TH STREET, HERMOSA BEACH. Minutes 5-10-83 General Services Director Noon gave the staff report. Mayor Schmeltzer opened the hearing. William Rutherford, applicant, presented his argument for retention of four Great Danes and one Schnauzer on 'his property at 1051 10th street. These animals are the remnants of .a kennel previously owned by the applicant at another location. Because of the advanced ages of the animals, Mr. Rutherford. feels it would be virtually impossible to find homes for these animals. He presented a letter from Dr. Alice Villalobos DVM stating that a minor surgical procedure could be performed to "debark" the animals and expressed his willingness to have the. surgery performed to alleviate the noise problem. The matter was brought back for Council discussion. ACTION - To ;;give Mr. Rutherford 30 days to solve the barking problem and return to the Councilwith evidence of the debarking. APPEAL OF THE SOUTH BAY WHEELMEN, INC. FROM COMMUNITY RESOURCES COIVMISSION DENIAL TO CONDUCT A RACE ON PUBLIC THOROUGHFARES SUNDAY, AUGUST 21, 1983. MEMORANDUM FROM COMMUNITY RESOURCES DIRECTOR MASTRIAN DATED MAY 5 1983. Community Resources Department Mastrian presented the staff report. Frank Risica representing' South Bay Wheelman, Inc. noted that the City of Hermosa Beach has allowed this race to be run numerous times in the past with' little public disapproval. After lengthy Council questioning regarding the hours necessary to run the race, Mr. Risica agreed to reduce the hours from 7 AM to 1 PM rather than the original hours of 7 AM to 3 PM. Speaking on the matter were Sohn Hales, 624 8th Place, Betty Martin, 257 27th Street and Chuck Bowman, 1821 Pacific Coast Highway, Hermosa Beach. Minutes 5-10-83 I. City Manager Meyer presented recommendations the Council. Speaking on behalf of Fox & Company were Fred.Moscarito and Ken Menenger who answered all Council questions regarding items covered intheir letter dated April 13, 1983 including fund structure, consolidation of funds, recording trust accounts in funds, general fixed asset account group and accounting policies and procedures. ACTION - To instruct staff to proceed with implementation of changes per the preliminary management letter from Fox and Company dated April 13, 1983 and incorporate options 2600 through 2800 and Capitol Improvements consolidations continue to show a fund balance with a combined cash balance, but with a separate fund reserve for each: of: the various funds consolidated. FROM PUBLIC WORKS DIRECTOR CLARK, DATED APRIL 28, 1983. The Department of Public Works had nothing further to add to their memorandum dated April 28, 1983. Minutes 5-10-83 John T. Hales, 624 -8th Place, Hermosa Beach reiterated his previous position on the need for additional safety measures on the Strand which include the painting of a center stripe with arrows and lettering to indicate flow direction. PROPOSED ACTION: To override staff recommendation and place a yellow stripe down the center of the Strand with periodic stencilling of the words BE COURTEOUS - STAY TO THE RIGHT. MEMORANDUM FROM CITY CLERK DATED MAY 4, 1983, City Clerk Malone presented the staff report on this special municipal election issue. ACTION - That the Council receive and file the Certificate of Sufficiency of the Schumacher initiative petition for development of the Biltmore site.
