Honorable Mayor and Members of the City Council ACTIVITY REPORT January :6, 1983 City Council Meeting of January 11, 1983 o Use of the Fire Headquarters Flagpole is being reactiv- ated. Plans are well underway for the upcoming Sand and Strand Run. The new drapes in the Clark BuildiJ.g\ have been erected. o Bids are now being sought for the cypress Street recon- struction. Street sweeping/downtown cleaning bids are being solicited. The 1982 United Crusade campaign has been completed; 4'5% of the employees contributed and the average donation was $35. In dollars this is a.significant increase. Next year we will be aiming to increase the percentage of participants. On February 4 the Community Resources Department will be coordinating an innovative Hair Style Extravaganza as part of the Department's efforts to offer new and different programs. o March 5 is the date set for the Police Department Open House. The remodelled facility will be shown and the Gary Moss Memorial Plaque unveiled. Services Department Closed Session Budget Resolution 1980-81 Audit Gotanda Property Recycling Agreement: Open January 6, 1983 City Council Meeting of January 11, 1983 TENTATIVE FUTURE AGENDA ITEMS February 14, 1983 Mid Year Budget Review February 22, 1983 Goals & Objectives - Community Resources Department December 29, 1982 Honorable Mayor and Members City Council Meeting of the City Council of January 11, 1983 Recommendation to Receive and File a Supplemental Report From Telecomm Consultants, Inc., Relative to the Impact of Another City or Cities Withdrawing from South Bay Regional Commun- ications System Recommendation It is recommended that your Honorable Body receive and file the attached supplemental report from Telecomm Consultants Inc. relative to the impact of another City or Cities withdrawing from the South Bay Regional Communications System. Background At your regular meeting on December 14, 1982, your Honorable Body requested financial projections and the impact on Hermosa Beach should another City or Cities withdraw from RCC. Analysis In their final analysis (bottom of page 1), Telecomm Consultants conclude that if an "18 percent member" were to withdraw, the Hermosa Beach assessment -would increase to about 10 percent, or to $220,000 realistically. The right half of the scale indicates that if Redondo Beach, for example, which presently contributes 25.09 percent of the total, were to leave the system, the Hermosa Beach assessment would in- crease to 11.00 percent. The "worst case total" would be 243,936 and the "realistic case" would be approximately 220,000. Dr. Richter also said that if a large contributing agency such as Redondo Beach, and another contributing agency withdrew from the system, operating costs would be prohibitive for the remaining agencies. We were requested to supply additional financial projections covering the possible financial impact on the Hermosa Beach assessment should any of the other cities choose to leave the RCC. Again, such estimates are conjectures at best, since many intangibles involved in continuing RCC expenses and budgets were related to the reduction of workload and staffing that would result from any such dissociation. The worst-case increase in assessment to Hermosa beach would occur if any of the other member cities were to withdraw without any reduction in RCC workload or staffing. Such is an unduly pesimistic assumption, but the council requested a worst-case estimate; a more realistic assessment is also given that tempers the worst case assessment with a modest reduction in workload and staffing and, thereby, in the RCC budget. The following table indicates the calculations for the five other member cities. The cities are listed, their present percentages are indicated, and the (worst-case) prorated spread to the Hermosa Beach assessment is indicated; this is followed by a more realistic estimated assessment increase. If we assume that an "18 percent member" were to leave, that there would be some RCC staff reduction, and that the total assessment remained the same, the Hermosa Beach share would rise to about ten percent, or $200,000. The Hermosa Beach assessment would be expected to increase but again, based on the figures given in the TCI report submitted to council for the December 14 meeting, and making some assumptions about the cost of handling fire dispatch, it is seen that the City of Hermosa Beach would still be money ahead to continue to service contract with the RCC. A one-time for software, hardware and first year's maintenance is5,000 Backaround For the past year I, and my staff at my direction, have been evaluating various options to information storage of Police Re- cords. The past, traditional paper files, and in particular minute data such as Alpha -Files, are being replaced by computerized systems. The various systems all have a common denominator: the ability to store documents, numbers, and other information in a manner that allows for rapid search, retrieval, and display. The ultimate goal in such systems is more cost-effective operation. As part of the recent. Telecomm Consultants study, they made very specific recommendations relative to computerizing the Alpha Files (more than 108,000 3" by 5" cards) presently stored in the Police Department. Analysis In their final analysis, TCI concluded that the system presently in use by the City, Responsive Design Inc. (RDI), utilizing the Hewlett Packard Model. 3000, at present has the capacity to handle computerization of the Alpha File Records. The one-time cost (see Attachments lA, 1B and 1C) for the software, hardware and first year maintenance is $25,000. A recurring -annual maintenance cost of $3,074 for the purchased equipment would follo-v, in future years. As TCI pointed out in their report, RDI has experience in Police Records Systems. Our study confirms the most cost effective change to computerization is to go "on-line" with existing City equipment. Funding for the one-time purchase is available in the present. budget. Surplus revenues, nearly double those projected, have occurred in several areas. The funds are there. It is time we entered the. 20th Century.
