So AN ORDINANCE OF THE CITY OF HERMOSA BEACH, CALIFORNIA, AMENDING CHAPTER 7., "BIJILDINGS", OF THE MUNICIPAL CODE OF THE CITY OF HERMOSA BEACH BY REPEALING SECTION 7--2.4, "ALLOWABLE FLOOR AREA", AND AMENDING ZONING ORDINANCE NO. N. S. 154, AS AMENDED, ARTICLE 12, •"GENERAL PROVISIONS, CONDITIONS AND EXEMPTIONS - YARDS, HEIGHT AND AREib", BY ADDING A NEW SECTION 1208, "MINIMU'M DWELLING UNIT AREA". THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH, CALIFORNIA, DOES ORDAIN AS FOLLOWS: SECTION 1. That pursuant to the recommendation of the Planning Commission of the City of Hermosa Beach, duly made after public hearing as provided in Zoning Ordinance No. N. S. 154, as amended, and after public hewing as prescribed by law before the City Council, said City Council does hereby make the same findings and determinations as are made by said Planning Commission with Reference thereto in its Resolution P.C. 154-758, in order to protect the health, safety, and general welfare of present and future citizens of the City of Hermosa Beach by establishing the mbaiEDuen size for any dwelling unit in the City of Hermosa Beach. SECTION 2. That Section 7-2.4., „Allowable Floor Area", of Article 7, "Buildings", of the Municipal Code of the City of Hermosa Beach is hereby repealed. SECTION 3. That Ordinance No. N. S. 154, as amended, is hereby further amended by adding thereto a new Section 1208 to Article 12, to read as follows: "SECTION 1208. MINIMUM DWELLING UNIT SIZE. "Afamily D ellin s. All multi -family dwelling units (including duplexes) in the City shall have at least the following gross floor areas, exclusive of porches, garages, balconies, or other such accessory structures or architectural features: 1. One bedroom or less dwelling unit - 600 s..,uare feet. 2. Two bedroom, or one bedroom and den dwelling unit - 900 square feet. 3. Three bedroom, or two bedroom and den dwelling unit - 1,200 square feet. 4. Three bedroom and den, or four bedroom dwelling unit -- 1,500 square feet. 5. More than four bedrooms - 1,,800 square feet. All single-family dwellings in the City shall have at least the following gross floor areas, exclusive of open porches, garages, • • ubalconies, or other such accessory structures or architectural features: 1. Gentlemen: The work in question was initiated last May, when the engineering staff approved an excavation permit to Edison to replace a series of existing poles; the physical work actually got underway about six weeks ago. Edison's intent is to provide a new 16KV transmission source from Valley Drive at about 25th Street, up to 28th, thence west to Hermosa Avenue, and then south to 24th Street: This is needed to assure power supplies in the beach area, and was viewed.by Edison as the -best route. The job basically entails replacing existing 45 foot poles with 50.foot ones, with the 16KV line on top and normal distribution lines on crossarms below. The new poles are grey, and generally of better design. Our review of the plans was fairly rou- tine, since our options for control are also limited. From discussions with Mrs. Weinberg and another neighbor, it is clear that their main concern centers on one particular pole, at the corner of 28th and Valley (this is not to imply that they aren't also concerned about the entire new pole line replace- ment). This particular pole is 55 feet high, and the top portion projects above the sand hill crest line and intrudes into their ocean view, from the new houses on Hermosa View. The older pole was only 45 feet. After discovering this„ we began working on Edison to consult with the people, view the pole from their homes,and revise their plans to reduce that pole to a height which is still below the visual hill crest. It is our understanding that this 'public relations effort is still going on; and contacts are being•thade today (Friday). We should have some additional word by Meeting time. Gentlemen: The Planning Commission has consistently requested, and where possible, required, that all new utility service be underground. In view of the strongly deleterious effect of wind-borne salt on most above -ground utilities, this is both a desirable and reasonable position. The Commission recognizes that it is not practical to achieve this goal of undergrounding all utilities at this time or in the near future. However, the Commission sees no justification for further encroachment into the air space by existing utilities. The city has placed a height limit of thirty-five (35) feet on all development on private property in the city. I think we made one cautionary report before, but it should be repeated, that there are three primary drawbacks to "spotting" a few meters in isolated locations: a) It spreads th4 enforcement effort, and the new presence of meters normally intensifies demands for increased enforcement. b) It complicates, and makes more inefficient, the money collection activity. c) Most importantly, experience has indicated that such met ers are more prone to vandaliSm, jamming, or burglary attempts. These concerns, of course, are minor compared with the need for parking control, where _it does exist --but they should be borne in mind. We can. certainly install the meters if so directed. Fat the past few weeks the staff has been reviewing the contract, applicable ordinances, and the various regulations pertaining thereto. Some of the major items under dis- cussion and review are outlined below: Combined Collection Although combined combustible and non-combustible collection is the ,:•stab- lished procedure, it is contrary to both the contract and the regulations. This change will merely update our code to reflect existing and desired practtces. Quantity•, Limit Currently, each residential unit ts limited to 150 pounds of rubbish per col- lection day. We believe this restriction is unworkable in that it is difficult for citizens to understand and remember. The present contract is quite explicit in establishing price ceilings in all categories except this one. Such a clause would close this loophole. Unit Count The current contract provides a base unit count from which additions and deletions are made. This figure has been the root cause of much of our refuse problems. The new contract will be linked to the refuse billing list of accounts. Adjustments thereto will be made in the normal manner (Build- ing Department quarterly reports). Units discovered by the contractor which are not listed in the refuse billing system will be added at the next regularly scheduled adjustment. He will not have the right to retroactively bill for previously rendered service. Bin Maintenance Many bins throughout the city are desperately in need of repair and dean - trig. The present contbact does not provide a maintenance clause for con- tractor supplied/owned bins. We believe it is the contractor's responsibility to meet minimum maintenance standards. 1. Operable .and functioning lids. 2 Properly and regularly cleaned. 3. Periodic painting to prevent rust. Vehicle Maintenanre and Fnsr�ect�on At least semiannual inspection of collection vehicles for mechanical, sani- tary, and aesthetic factors. Within reason, deficiencies should be required to be corrected. It is our understanding, that at one time a truck did not have an emergency brake. Publishing of Policy Chafes Any change of policy which affects residents, will be required to b published to a newspaper of general circulation at least forty-eight hours in advance of said change. Cardboard Boxes At present, cardboard boxes are not regulation containers, and shouldn't be for household refuse. However, they are quite adequate for lawn cuttings and garden trimmings, provided the box is collected with the items. Such a provision is being studied for a new contract. 1Ow ,Syst in Rer ag nation In the event that a new system of refuse collection is adopted by the city (t. e., plastic or paper bags) new provisions necessary for the implementa- tion thereof would be negotiated. McDaniel, City Manager SUBJECT: Lifeguard Headquarters Site Gentlemen: As you well know, the proposed lifeguard operational headquarters build- ing has undergone a considerable metamorphosis since the study first began. It started small, 'grew larger as the Beach Department was formed, and then diminished in size when the Department offices were placed in Manhattan Beach. We are forwarding with this agenda copies of the new proposed location. This revised scheme was actually proposed by the lifeguards themselves, has been worked around by our staff, and is now a joint recommendation. The main features of the plan now are; 1. • A much smaller building, running parallel to the pier. It would not be readily visible from any direction other than, to some extent, up and down the beach, except for the second story portion. 2. Garaging in th,,, new plan houses only fo Jr vehicles, and most of their runs would be on the sand. Any surface street use would enter directly from Pier Avenue. Only a minor scale drive and paved area would be needed. 3. At the ocean end of the garage, a two-story unit would provide for the 1-5 people on duty. Showers and related uses would be below,. with the communications and lookout center, Captain and Lieutenant offices, and duty room topside. 4. As part of the new plan, the restrooms would be relocated against the pier head and integrated into the design of the pier. 5. Also included would be widening to fifty feet and repaving of the Strand south to Eleventh with planters and a new wall, (setting the format for renovation north to Thirteenth thereafter). 6. Parking needs for the station would be inconsequential, and could be provided as before on the end of Eleventh Street or in the District lot. 7. The entire layout would be architecturally designed and could use the same building materials as the pier entrance; the theme would follow that already approved for the previous larger building. • • Page 2 ShOuld the Council endorse this concept, we will immediately complete work with the architects (the same ones) on actual design. Construction would be done this spring, in time for summer use. Details of the ground lease would be finalized. The lease and actual design will be processed through the City Council; design and Strand work will also be placed for Planning Commission and Improvement Commission review as appropriate. We will be prepared to discuss all items in greater detail at the meeting. The request, and recommendation, is that the City Council endorse this revised concept, so that advance work can proceed. Early last week, following by a few days the receipt of "preliminary final plans" from Koebig and Koebig, project engineers, a staff meeting was held in Redondo to clarify all pending points. Happily, the meeting indicated that there were no major decision problems left, and we were able to set a tentative target date for ' start of construction...September 1 Thus, working backward, we have set some. interim dates: February. 1 - final city input on all changes; mid -spring - financing (County gas tax„plue city); Spring final engineering; Summer- bidding; also Sumner construction of sewer putup plant; and September to December - actual construction. This job, of course, consists only of "Phase One" - the stretch from Valley Drive to Hermosa Avenue. Cost estimates are around $136,000, excluding right-of-way (planned for no -cost donation), with a 70/30 cost split percentage, Redonda/Hermosa. "Phase Two", east to Pacific Coast Highway, involves large scale right-of-way transactions and relocation of the major transmiseion towers, ancl is probably 2-4 years in the future. The new street is a 100 foot right-of-way with four traffic lanes, two parking lanes, eight foot sidev.falks, left turn lanes, and a sixteen foot landscaped mecilan. From our standpoint, the biggest problem is property acquisition (three parcels) fbr the proposed straightening of Monterey. We feel that it would be foolish not to make this improvement now, with the advent of the new major arterial. We have authorized Redondo Beach, as principal agent on the project, to also handle .:this acquisition', after our Latta/ contact, but condemnation may well be necessary. Edgerton, City Clerk SUBJECT: General Municipal Election - April 14, 1970 I respectfully request permission from your honorable body to use the IBM Votomatic vote recorder in the forthcoming municipal election, to be held on Tuesday, April 14, 1970, and to employ the services of Modernage Election Suppliers, specialists in the use of the punch card voting system as well as the manual paper ballot method. I have been working with this firm for the past few weeks on the location of a computer convenient to the City of Hermosa Beach, and I am happy to report that the groundwork• has been laid for this service, which will no doubt be performed in the public interest. In our 1968 municipal election, the voters and election board workers were unanimous in their praise of the new way to vote. We spent many hours training the election board members and educating the public in the use of this voting system, which was adopted by the County of Los Angeles in 1968 and has been used consistently by them since that time. Becaase of our tight budget, there is extreme difficulty in transferring the money from any "unused" appropriations. If, also, the desire is not to take the money from the Chamber amount, the only real solution is an appropriation from reserves. In recommended order of priority, the alternatives are: 1. Appropriate the sum of $2,000 from Unappropriated Reserves to Account No. 2.25-201, "Community Programs" (City Clerk), Professional Services. 2. Transfer the $2,000 from Account 6.0G-222--1 (Chamber contract) to the new account. 3. Transfer the following amounts from various accounts to the new account: 6.00-500 (Unclassified General) $750 CIP #7 (Artesia median lights) 250 CIP #13 (Sump improvement) 1,000 $2,000 The reasons, and drawbacks, to each of these suggestions can be discussed in whatever detail is desired, before or during the meeting.
