RECOMMENDATIONS: Denial, based on the following findings in fact: 1. The proposed sale of alcoholic beverages at this location would create and/or perpetuate police problems caused by similar establishment previously on the site and establishment located one block south. 2. The site directly .abuts, faces upon and would be an imposition on a public beach playground. 3. The off-street parking is shared with. Public beach and play- ground users, making its availability -questionable during the beach season. 4. The late hours operation. -would create an imposition on neighbor- ing residential uses through noise created by opening of doors while entertainmerAt is in process (intermittent, when patrons are entering and leaving), automobiles arriving and leaving. 5. Both of these decisions were snide without prior coordination with the Chamber and both affect Chamber operation in order to preclude a similar situation in the future, the Chamber requests that the City staff and the City Council coordinate current and future activities affecting the Chamber with the Chamber prior to any action. The Chamber' feels that the best interests of the city would be served by mutual cooperation and coordination between the Chamber and the City. McDaniel, City Manager SUBJECT: Noise Ordinance Gentlemen: Certainly, we all share the desire to impose strict noise controls, and the Inglewood ordinance does that. However, it is possible that such a measure . might be more effective as art inter -city effort, and that steps in that direction could be taken: a) From an enforcement standpoint, the ordinance demands sophisti- cated and expensive sound detection, identification, and xneasur- ing equipment—far beyond a small sound meter --and the employment (even by contract) of expert technicians, able to qualify in court. The City of Inglewood is spending well over $/00,000 this year on enforce- ment alone. b) From a prosecution standpoint, we must be willing to stand behind prolonged and thus expensive chall.;.,,nges to both the ordinance and its case use, since it deals with a very subjectiveand untested field. Again, Inglewood has employed a special fu11-time attorney just for this purpose, and has publicly pledged its intent to spend several hundred thousand dollars on the effort. The dangers and shortcomings of adopting laws which we are not prepared to enforce, prosecute, and defend—economically—are obvious. I understand that the Couth Bay Councilman's Association, along with Ingle- wood, is discussing a cooperative enforcement prograra—possibly contracting for Inglewood's services on a part time basis—and it may be well to consider deferring action pending such a regional program. The Road Commissioner, at the request of the inter -City Highway Committee, has held discussions with 'Thompson-Ramo-WOOldrid.ge regarding the proposal t:o interconnect 104 existing traffic signals into a computer controlled coordinated sysstem which would calculate optimum signal timing and issue appropriate commands to the signals at. each intersection. Such a system, utilizing approximately 700 sensory devices in the field, could greatly improve average travel time through the area and reduce delays attributable to traffic signals by perhaps 30%. Involved in the proposed system are signals un der the jurisdictions of the Cities of El Seguntio, Hawthorne, Hermosa Beach, L awndel.e, Mat .atter Beach, Redondo Beach, Torrance, Los Angeles Corny, and the State Division of Highways. However, before that step is taleeu, I would like to be sure that each of the involved jurisdictions is in favor of this undertaldng. • To underwrite the cost of the project, we would seek your concur?enc in filing applications for the assignment of TOPICS funds to this project. McDaniel, City Manager SUBJECT: Beach Services Background For over a year now the question of County continuation of beach services or subsidy has been in doubt. This fact arises primarily from disparities in the current subsidy or service amounts e led by a City of Is Angeles attack. Various methods of reallocating support have been discussed, including: beach area, numbers of parking spaces, and estimated visitors. Und7=r all methods, we would lose heavily. Recent Status In recent months, the County has attempted to develop an alternative solution which would satisfy legal needs and allow them to continue servicing our beach, but would avoid the "contract" ,and subsidy heretofore used. This would remove Hermosa Beach froin.consideration; Los Angeles, Santa Monica, and Long Beach could have their own differences. The problem was that, initially, it was felt that the city would need. to deed, dedicate, lease, or otherwise actually transfer control over beach ownership to the County. This was unacceptable to many of our people. It was for this reason that several areas of study were initiated for the possible purpose of (a) providing our own service (economically impossible) or (b) per- suading the County to obtain our goals. Current Status Now, the picture has changed. After continued legal and administrative review, the County has decided that a simple formal request by the city asking the County to "operate" the beach, for general County use, will suffice. It would provide the legal and administrative vehicle necessary, and would be politically defensible. The only formal document needed would ho a simple Community Recreation agreement. From our side, we would be gm:Ming Ao ownership or other rights; the beach would still be "ours". Service would, in effect, continue as before. And we can provide for city approval of any service or physical changes. In actuality, the County has plans, to improve service (particularly in the areas of pier maintenance, trash can collection, and sand grading and cleaning) and probably le) Page 2 provide physical improvements (fountains, showers, play equipment, pier fishing sinks). Discussion It would appear that this is a solution which might make everybody happy. We get the same or better service, but lose no real or "identity" value. And it meets County legal requirements. Really, all we would be doing is substituting a different legal tool (the letter requesting "operation") for the present one (a subsidy followed by a service contract) . Recommendation A draft letter is attached; its approval is recommended, with authorization for the Mayor's signature, along with authorization for the Mayor to sign a sub- sequent companion Community Recreation Agreement approved in form by the City Attorney. Effective January 1, 1970 we have changed our carrier to Union Mutual Life Insurance Company. In making the change, several benefit improve- ments now are effective: a) Hospital room rates have increased to $30 daily on the basic cover- age, and full semi -private (hospital average) rates on the major medi- cal coverage. (Former coverage was $24 basic and $40 major medical; with average xoom costs now exceeding $55 daily.) b) Maximum major medical coverage is now $20,000 per person (formerly $10,000), with $i',000 reinstated annually if used. c) Insurance (with the same coverage) may now be continued, through the city but at employee cost, for retired employees until age 65. d) Basic coverage :,urgical schedules have been increased about 10%. e) Improved denial end psychiatric coverage is provided. f) Necessary forms have been greatly simplified for making claims. The city -paid premium for the employee will increase to $11.35 monthly (from $10.74), but employee -paid depend,erit premiums will remain at $11.55 for one dependent and $17.77 for two or more. The same $2,000 life insurance per employee remains in effect and, for the mement, the same opttonal term insurance additions are available through Intercoast Life Insurance Company. However, work is progressing on offer- ing added life insurance options, and we expect to announce this in the near future. It should be noted that this new policy was obtained in the face of drastically rising medical costs and our own very poor experience this past year, in which our paid -out claims far exceeded the actual premium paid ....so we should count ourselves fortunate, A joint management -employee committee composed of myself, Mary Stonier, Ron Bergman, John Price, Mane Betcone, Bill Davis, Dick Hibbard, Paul Peterson and Don Bosley evaluated --in several sessions, six different proposals from twenty-seven inquiries made (including Blue Cross, Kaiser, and P.E.R.S.). The choice of this new policy was unanimous. Now enrollment cards are being distributed and should be returned to your supervisor by next Tuesday, January 13. Important blanks to be filled in are those indicating dependent coverage and the beneficiary information. How- ever, while they would continue to go underground in some cases, they will be requesting a franchise variance to go overhead, on existing poles, in much of the area. Overhead plant would be subject to undorgrounding at any time a district is formed or the other utilities go under. The requests for s rvice have.become more numerous, and expansion is needed. Thee do appear to be some sound reasons on a number of streets for overhead, where the scars and blemishes created by underground trench- ing, and the problems caused by curbless streets, would actually be more unsightly. In any case, this memo is intended for your advande information. The shaded area in the map attached indicates the present (all underground) sexvice area; it can be extended visually east to Valley.
