"In these last City Council campaigns all I have heard is how Hermosa wants to become a family town and yet what is being done to accomplish this. In our area we have more than our share of apartment houses and now there is a possibility of still another. Where does the interest of the family homeowner come in. True every city has apartment houses but here in Hermosa they seem to be in more residential areas. At least in Manhattan and Redondo there seems to be some plan whereby same residential areas are free of this. Their mpartment houses are more or less in a few areas, so apartment dwellers are in similar areas. Putting apartments in any.area seems haphazard to me. We already have two apartments on our block and the results of that have been bad enough. How can you take pride in Hermosa or your home when renters could care less and act accordingly. A street cannot be well kept unless everyone takes pride in it and right now this is hard when you have people who throw all sorts of things on your property and park wherever they wish. Just to put an apartment house up and not consider the wishes of the homeowners, without whom this town would never make it, is drastic and very disappointing to me. Adding to the density a f this area would only add to an already existing problem. Hy home, located directly behind the "subject" late was built to incorporate the fantastic view which looks out over these (mor R'1) lots.' Many other home here on 24th Street feature the Baum theme. Hermosa heath can be a beautiful well balanced community with attractive "view theme" living as well as apartment living, but only if "ca eftsal" planning is given. City Planner Crawford said that the Commission had received reports from the Fire; Chief and Police Chief indicating that the change of zone itself would not increase any existing hazards, although it was felt that two parking spaces per apartment was essential for the safety of the neighborhood. HISTORY: This 'property and property to south of -21st Street was given 0 potential in 1956 in anticipation of eventual commercial development along with property fronting Pacific Coast Highway. Properties south of 21st Street along Pacific -Coast Highway have been and are being developed with apartments in despite of the Opotontial zoning. The properties in Question are now developed with single family dwellings and are under separate ownership from the Properties fronting Pacific Coast Highway. ANALYSIS: There appears to be no interest at this time in .developing Pacific Coast Highway for commercial uses in the vicinity of the subject property. The depth (196.3 feet) of the lots in Question preclude satisfactory R-1 development. Development of commercial uses fronting on -21st Street would be highly undesirable. -21et Street is sixty (60) feet wide which is adequate for multiple family developments. CrawfoTA, City Planner SUBJECT: Minimum Flze o Divedlino Units - Proposed Ordinance History: Early in, 1969 „, at the time of prepa-eation of the new building . code for adoption, the Building Director suggested that the Planning COMMiSSi011 con.sider revising and raising the MilliMUM dwelling unit sizes, transferring same from the building code to the zoning ordinance. Later in the year, the City Council indicated that present building stan- dards were too lax and that the Commission should consider ways and means to increase the quality of construction in the city. The Planning Commission over a period of nine rnonths, considered, dis- cussed the minimum dwelling -unit sizes eventually recommended to the City Council as one feasible way to partiallyinsure that building quality would not deteriorate below present performance. The City Council referred the Proposal to the Board o,f Appeals which recom- mended the lesser standards now being considered. Analysis: The present ordinance is an amendment to the Building Code, not the Zoning Ordinance. It raises existing standards, but leaves them wel below current building trade practice. ExhibitA, attached, is. an excerpt from the new State law which exempts factory -built housing front building codes, but not from zoning ordinan.ces. If minimum dwelling sizes are left in the Building Code, they will not be. effective against factory -built hoines. The same is true of present metal -exterior and "unusual" structure. regula- tions. If these items were transferred to the Zoning Ordinance, they would remain effective. --2- Exhibit B indicates fou recent apartment complexes and how they relate • to the standards prowsed by the Planning Com -Mission. will be noted that most of the units that are less than Planning Commission recommenda- tions, are only slight/y under. It is also noted that 15 -7 15th Street had considerable difficulty renting out and that 150 Hermosa Avenue is tenanted by "undesirable" unrelated persons. Exhibit 0 lists all the single family dwellings constructed in 1969. Bedrooms are not listed on the permit, and cannot be guaranteed to be accurate. It is felt that they are correct enough to illustrate that only one house -1416 Cam- pana—is less than Planning Commission recommendation.
