Mr. Byron said the present plans are the result of several studies done an the property. He said that locating the garages and parking stalls on the side property lines would give more, separation .ween the units and result in better tenant usage. R-1, R-3 or Ni Basic zones to be considered. City Planner Crawford stated that this proposed change of zone is at the initiation of the Planning Commission foilovving their action of changing the adjoining property to R-3 potentlal. The property has been zoned rat right of way since the inception of zoning. in the city and the ordinance says thisis th,-, only use which can be made of it. Any property not zoned by the ordinance at that. time or arty property annexed to th,t, city is automatically zoned R-1.. Sincle there appears to have been no action re-classifying this property t it would have gone into.R-1 if it has passed outof railroad right of way. The property owner ismost concerned and apparently anxious to have it zoned M since he wishes to erect an office building and shop and is op- posed to R-3. One and one-half years ago the Planning Commission attempted to rezone all of the properties in that area,, but the City Council tabled the action, neither approvang or donying it. Stabler summarized the feeling of the Commission in saying that. they were not quite satisfied with the requirements that the city has for R-3 zone at the present time and if Mr. Johnson felt that R-3 potential is discriminating against him .it was unfortunate,. but could not be safely changed at this time. Pacific Coast Highway improvement Plans The walk down Pacific Coast Highway is scheduled for this coming Saturday, and planning is virtually completed for the major meeting to be held next Thursday. We plan to report briefly at the City Council meeting, for your information and public consumption, on the status to date and the plans for the immediate future. Trash Containers At the last meeting, Mayor Thelen°s proposal, in conjunction with Betty Ryan, was referred to the staff for more definitive review and exact pricing. We plan to have this information complete and available prior to the meeting. Resolution Change With the shift in staff support to the Improvement Commission during the past recent months, in which the City Clerk wished to step down as liaison officer and this duty was assumed by other staff members, a minor amendment in the resolution which originally established the Commission is needed. This language is attached for your action. By all accounts, the change appears to have been accomplished smoothly and the Commission is now enthused again over a vari-ty of new and meaningful projects. McDaniel, City Manager SUBJECT: Refuse Billing Charges Gentlemen: At the last Council meeting, a preliminary report was made on proposed new refuse and sanitation billing charges. We are preparing a more detailed discussion of these proposals which will be furnished prior to the meeting. It is recommended that we proceed with authorization of the charges at least for apartment houses (3-9 units) so that the first quarter's revenue is not lost. It would also be useful to approve the revised charges for single family and duplex units, along with the sanitation charge for apartment complexes (10 or more units) . The charges to commercial establishments, which have never before been levied, are obviously more complex and may require more discussion. As a point of information, it may have been noted that the press (both the Breeze and Review) erroneously reported the proposed increase for single family units as a $12.00 per year increase.
