Although Ramer Constriction Company is new to the South Bay area, one of the partner's Mr. Mamage, has been engaged in sewer construction work with Graham & Company of Los Angeles. The company name repre- sents the partnership of Ramage & Martin . Checking through the bonding company and with agencies, Graham & Company had conte ets with; reveals favorable reports on Ramage and his administration of those jobs. McDaniel, City Manager FROM: Gerald P. Taylor, City Engineer SUBJECT: Request of Lance Land Consultants and Civil Engineers for Repaving of Second Street Between Valley Drive and Monterey Boulevard. As a result of the subject request, a field inspection was made of Second Street between Valley Drive and Monterey Boulevard. The asphaltic concrete pavement shows a network of reflective type fractures. A test hole revealed a structural section of approximately two inches of A.C. over approximately four inches of old road mix type macadum. It is apparent that the macadum has cracked and the fractures are reflecting through the A.C. cape In order to property improve the street, it would be necessary to completely remove the A.C. and the macadum pavement and replace it with a new struc- tural section. This type of removal and reconstruction would be costly to the City. An additional A.C. cap would show the reflective cracks In a short time and the street would then be in the same condition as it is today. A review of the City streets shows that there are other streets in poorer con- dition than this area of Second Street. The Capitol Improvement Program does not include Second Street. RECOMMENDATION: 1. That the City does not repave Second Street between Valley Drive and Monterey Boulevard as requested by Lance Land Consultants and Civil Engineers. • 2. That consideration be given to Second Street when the Slurry Seal Program is discussed. McDaniel, City Manager SUBJECT: Band Concert Gentlemen: About two weeks ago, you may recall, a rock concert was held at Pier Avenue auditorium on a Thursday evening. This event caused much an- guish and considerable pre -planning. However, it turned out to be quiet and well-behaved, providing a healthful activity for around 300 youths. Comes now the request for a small, carefully controlled outdoor concert on a Sunday afternoon at Clark Stadium, which has been discussed for several months by the Coalition and city representatives. Advertising will be local only, and the attempt is to attract local ti outh with local bands. We are always talking about providing some organized activity for our youth, to keep there off the streets or away from undesirable personal activity. Well, this is their kind of activity. If we're really serious about our expressed intentions, this is the chance to test a controlled, pilot program. Certainly, there may be problems ....noise, parking, an overly large crowd, objectionable activities, vandalism, neighborhood complaints.... but these are all conjecture, to be balanced against the potential good. Actually, the problems would probably come at subsequent, larger events if they were held. We feel that we can accommodate and control this pilot event, with proper. planning and reasonable manpower. McDaniel, City Manager SUBJECT: Downtown, Lot "A" Revisions Gentlemen: For about six months we have been discussing with the Vehicle Parking District board a proposed upgrading of Lot "A" (the south lot) for several purposes: a) , to make it more attractive and appealing to shoppers b) to improve circulation and safety, and possibly even acid a few spaces c) to offer a better visual tie and convenient access to the stores d) to provide for trial summer use as a closed, attendant -controlled lot for differential charging between shoppers and beach users. The basic idea is to change the image so that it would look like a well - organized, controlled, beautified parking lot, with good vehicular and pedestrian flow, rather than its current hodgepodge of streets, alleys, parking, and store rears. These changes would primarily involve: 1. closing the alley south of the stores (12th Court) at both Hermosa Avenue and Beach Drive 2. rearranging circulation within the lot to give a better flow (it actually adds a few spaces) 3. including the south side of 11th Street as part of the lot, in terms of design 4. installing some planted areas and screen walls 5. providing pedestrian walk-throughs to enhance store access 6. rearranging the "mix" of miters and permit spaces 7. altering entrances -exits to resemble parking lot style, rather than street or alley. The recent suggestion by Councilman Wise concerning the alley -Beach Drive corner has been incorporated; the earlier design had only closed off the Hermosa Avenue entrance. Page 2 (Downtown, Lot "A" Revisions) At their meeting last week, the V.P.D. Board authorized a first -stage, trial implementation of this scheme and allowed an expenditure of $1,000 for the purpose. This would cover the access changes, internal reorientation, and some landscaping, although the work would be mostly in asphalt berms and paint. If, after about three months, it was working well, steps would be taken to replace the changes in a more esthetic fashion. The trial would not begin until after Christmas, except for closing the alley at Beach Drive. McDaniel, City Manager SUBJECT: Lifeguard Headquarters -- Plan Review Gentlemen: As verbally mentioned at the last meeting, we have just received the preliminary plans for the proposed lifeguard headquarters building. The City of Redondo Beach has asked each agency concerned to review the plans and comment on any problems which they may see or disagreements which they may have. The plans submitted do not depart from the general site design and btAid- tag scheme which was approved by our City Council previously. Bob Crawford and I have reviewed these plans in some detail and recommend that we com- ment on only two aspects: 1. Roof Summtructure There is evidently a requirement within. the Building Code that a three- story structure must have an enclosed stairway exiting to the roof, and therefore the architect was compelled to provide this in the plans. This results in the actual addition of a 4th story, because another room wae. then added to house the electric communications equipment, as long as the stairway needed to be built. However, everyone seems to agree that the stairway is unnecessary in this case, that it adds extra cost, and that the communications gear could be housed elsewhere. This would result in a lower building line and an uncluttered roof line which would seem to be to everyone's advantage. It is recommended that our city process through the Board of Appeals a variance from the Building Code to eliminate the roof stair, and then possibly provide instead for a simple secondary escape access means • of a simple ladder on the exterior of the building. 2. Garage Roof Surface The garage area merges with our pierhead at an elevation of about three feet above the pierhead surface„ and thus presents a large visual expanse of surface which clearly has a tepees upon the aesthetics of our pier development. It therefore is important that the roof deck be covered with some material which is pleasing to the eye, although it would be undesir- Page 2 able to have people walk on it, and the material and construction tech- nique should therefore provide a psychological deterent to,such use. The architect has, at this point, specified a brown colored rock or gravel roof. V. e feel that this would not only be poor from a visual standpoint,' but would tend to rapidly deteriorate because of the necessary walking which must be done by maintenance personnel picking up papers and other debris. In addition, the gravel Will become loose and tend to blow during high wind periods. It is recommended that the architect be asked to consider alternate materials, such as perhaps a thin concrete cap with some type of sur- face teldure or aggregate imbedded within it which would visually induce people not to walk upon it. It seems logical to assume that the architect, who is the professional in this field, can develop an acceptable alternative. It is recommended that the City Council give preliminary approval to the plans as submitted, and authorize our transmittal of such approval to Redondo Beach, to the two qualifications noted above. We should also at that time acknowledge our initiation of a Building Code variance through our Board of Appeals, and the City Council may wish to recommend favorable consideration by that Board. McDeniel, City Manager SUBJECT: Strand Renovation Gentlemen: Along with the other lifeguard matters, we are also now in a position to approve the conceptual plan for renovation of the Strand from Pier Avenue south to Eleventh Street. Following discussion of this need some months ago, we prepared some possible designs and then arranged for Agnes Lanfer,a graduate design student at U. C. L.A. to prepare the scheme as a term project. Her alter- nate designs were sifted out, the one best liked was chosen, and a final design prepared. This design was then submitted to, and approved by, the Improvement Com- mission. Basically, the plan includes: a) widening the Strand to fifty feet b) use of textured concrete invarious patterns c) inclusion of mid -Strand planters, with recessed trash containers, and the provision for a later water feature d) a new Strand wall concept We will have the plans and a scale model available for inspection at the meeting. Approval of the design and authorization for preparation of engineering cost estimates is requested. The budget carries $5,000 for this program, based on the use of city force account labor and some help from the County beach forces. Construction would be done along with the lifeguard station. The two blocks northerly, to 14th Street, could be added, but funds would need to be diverted from another project. Our five year C. I. P. plan had projected this stretch for the second year.
