of the American Youth Soccer Organization, presented to the City
the "Manhattan Cup" - to be displayed in Recreation Building.
1. to request that the Improvement Commission review the current animal
control ordinance, with particular attention to the section
regarding vicious dogsrunning at large, and recommend any modifica-
tions'they see fit to prevent a dog's being destroyed due to the
11/6"P" negligence or misbehavior of the owner of the dog. (Requested by
Mayor Post; Councilman Widman also suggested that the owner should
completely reimburse the City for all costs incurred in such an

2 to close the public hearing regarding proposed Amendment No. 11 to
the General Plan regarding the Open Space Element, Conservation
Element and Scenic Highway Element, and take this matter under

dated October 29, 1974, requesting a change in the General Plan

NOTE: At meeting of 11/12/74 Council wants report re how many
business signs would be rendered non -conforming by proposed
125 sq.. ft. limitation - what is being done right now to
abate signs nonconforming as of August, 1973 - and a report
from the Improvement Commission regarding their reason for
setting 125 sq. ft. as maximum total sign area.
4. to accept with regret the resignation from the Park and Recreation
Commission of Dr. John Rogers, representative of the Hermosa Beach
0V" .! -City City School District, and direct the. staff to prepare the appropriate
Le'"plaque of appreciation for his service to the community. Post,

At 8:30 p.m. the Mayor called for a brief recess, and called the meeting
backto order at 8:40 p.m.
5. Non -Agenda Items from Audience:
(a) Nir. Parker Herriott, 224 - 24th Street - Wanted to know cif County
Supervisors could be moved to impose a moratorium on property taxes
raised over 15%, or if County could but back on its budget as an
emergency type thing;
Wanted to knowif we could leave the County of Bios Angeles and turn
a strip of land on the coast between Ventura and Orange County into
a new county and run things better;
Felt downtown parking meters in effect until 2 a.m. were not
appropriate - hurt motion picture theatre particularly - and enforce-
ment should cease at 6 p.m.;
Asked if we could have additional traffic policemen or radar set up
to halt drag racing on our streets;
Wanted to know howmuch the proposed City subsidy for free bus
service would cost the taxpayers.
(b) Mrs. George Becker, 2432 Myrtle Avenue, complained of dog pile after
dog pile on the public sidewalk - among other trash and garbage.
"I would like to know what our City street maintenance department
is doing when I see them sitting in their trucks just gossiping,
or hiding behind buildings;"
also wanted to know how long you have to wait for some response
when you write to a City department - "isn't it a common courtesy
for them to write to you and let you know what they are ding about
it?" Wanted parking on one side of 26th Street - wrote letter at
least a month ago - came and spoke to appropriate department on
October 8th - has not received one word on what's being done about
this situation.
(c) Mark %EIdila1day,(s20 -d6th Street, know how his name is sp lled and
what's his address?) Wanted a variance for use of amplifiers at
Halloween Dance to be given at Pier Avenue Gym on October 31, 1974.
CM advised him to get permit from Chief of Police. (This is the
Halloween Costume Dance originally intended for Rotary - now moved
to Pier Avenue because of protest from residents in Valley Park area)

5. Non -Agenda Items from Audience (Continued):
(d). Mr. Joe Diaz, 2040 Hillcrest Drive, Chairman. of Sister City
Committee, announced that they had obtained a permit to conduct
a Bike-A-Thon on November 2, 1974, starting at Valley Park at
9 a.m. limited to 30 riders - sponsored by Hermosa Beach merchants
and being handled by C of C;
Also that on November 15, 1974 this City will host seven couples coming
from our Sister City of Loreto, Baja California, for one week.
(e) Mr. Garland Kyle, 1534 Golden Avenue, reported that a dog control
officer had taken his family's dog out of their yard with the help
of a neighbor; that they had not been notified of its impoundment
until three days later, and because of delay caused while their car
was out of service the dog was destroyed. Claimed his family had
never been told about neighborhood complaints re dog barking, and
that none of their, neighbors admitted having complained to City.
Mayor Post requested a complete report from staff`±e reason for
impoundment; how dog was impounded; how owners were notified.
(f) M. George Becker., 2432 Myrtle Avenue, asked what happens to the
questions or complaints that are brought before the Council during
non -agenda period. Was told that these things go in the minutes.
Actually, they appear in minutes only if action is taken by3thee
Council or staff is directed to take any action; however, their
appearance on this action list is an alert to all departments involved.
(g) Mr. Leon Albertelli, Empire Savings and Loan Association, rrmL en.M
questioned right of animal control officer to go on private property
and into interior of garage on that property to pick up animal,
and whether he could ask someone else who is not an officer to hep

to investigation of facts.

(lack of adequate staff input for intelligent decision).
NOTE: Betty Ryan suggested that since senior citizens used the bus
more than anyone else, it should be routed through areas where
they live;
Richard .Landdowne, 531 Pier Avenue, said City could purchase
used bus from state, in very good condition and with new tires,
for around $500 or $600.
In reply to question, CM said bus would start operating 11/1/74.
Also that $4,500 is for both purchase and operation of bus till
end of fiscal year June,397I975.)

16 City Council - Miscellaneous:
(a) Councilman Doerfling announced that Mr. Richard Nevins, member
of the State Board of Equalization, would be at City Hall on
Friday, November 1, 1974 at 11 a.m. to speak to interested persons.
(b) councilwoman Tyson suggested that the coordinating Council
would be willing to take over the organization of the Bicentennial
Program and see that different organizations and all segments of

„, the community became involved, and the council had no objection
P/ to approaching them with this suggestion.
(c) Councilman Barks invited. Mr. Richard Lansdowne to tell the
Council about the traffic hazard on Pier Avenue at Bard Street.
Suggested red light activated by button or something like that.
Mr. Lansdowne stated that two members of his family had been hit
by cars, and that if someone was killed he would sue the City..
Action.- to direct the staff to include the Bard Street/Pier
Avenue hazard problem in the special study -locations needinng'
further, research and engineering set forth in Amendment No. 6
to the General Plan, with a report and recommendation and cost
estimate to be ready for Council consideration within.a month.

(d) l'councilman Barks asked that the Council adopt a policy, based
upon President Ford's request for Inflation Impact Statements
from all levels requiring that any fiscal measure coming
before the Council have such a report attached. He added that
he would turn down any economic measure without this report.
Council, felt it was not unreasonable, and concurred.
17. (City Manager - Miscellaneous. CM was not inChamber at this time)
Councilman Barks introduced a world traveler who has decided to make
Hermosa Beach his home, adding that he is a senior citizen who wants

Mayor Post announced that they had discussed certain legal matters and
certain personnel matters.
19. Mayor Post announced the reappointment of Mrs. Jacqueline Wofford
and Mrs. -Linda Rodriguez to the Park and Recreation Commission for
4v a term expiring October 15, 1978; and the appointment of Mrs. Bonnie:
Grace, 220 Hermosa Avenue (376-1782) to represent the Hermosa Beach
City School District for a term expiring October 15, 1978. (Mayor
said he had been informed this was the desire of the School District;
this office has received their official notification.)

Xtra: Mayor Post announced that the Council had appointed an ad hoc
subcommittee composed of Councilwoman Tyson and Councilman
Doerfling to deal with the question of school property and
the Open Space Element of the General Plan.
