Not present Note: Mayor Post suggested that City purchase and use "Bicentennial Flag", and Council concurred. 1. to grant the appeal of Ginette Manion from Planning Commission denial of permission to split a combined lot at 635 Longfellow Avenue and construct two single-family dwellings. Note: With the consent of the Council, Councilman Barks requested a report re impact on community in cities which have permitted such condominium conversions - whether good or bad - and also re any which have been permitted in Hermosa Beach. j au City Council - 12/10/74 4. Non -Agenda Items from Audience:. (a) (b) (c) (d) -2- Mr. Don Baxter, 534 - 3rd Street: Any ordinance which causes zone change should require legal notice to every property owner concerned. "In this particular case I don't, think that'700 registered letters would not -have: been out' :of Order' (Re'combined lot ordinance.) Mr. Mosby Faulk again brought Council's attention to "bootleg well on First Street. Stated it's a health hazard and also has a hidden leak. City Manager told him about license and advised him to get in touch with his office or Don Blackwell. Mayor Post said if well wasa nuisance city could take steps before license renewal time, and CM took Mr. Faulk's telephone #$: 372-4030, and agreed that staff would go with Mr. Faulk to examine well. Mr. Faulk also stated that Hermosa Beach should be called "dog city" - has yet to see stray dog picked up. Mr. Jim Rosenberger - 1501 Bay View Drive(NOTE CHANGE OF ADDRESS) - asked what happened to P.C.'s request that they review EIRs when related to matters before them, thus expediting process -- applicants would not have to go to two separate bodies and wait as long as a month to resolve matters. Councilman Doerfling told him that this matter had been referred to the City Attorney. (8/13/74 - "refer this mattertto the City staff for review and recommendation and a legal interpretation as to the affect of such procedure.") Mr. Jim Rosenberger inquired re council's action on Oldaker appeal - P.C. feels ruling on nonconforming usage is useless if nothing ever comes of it when they deny approval. city Atty explained legal ramifications and attempt at compromise. 5. Councilman Barks had invited Messrs. Ralph Tocco, 959 - 5th St. and Bill Rush (sp? no address given) to relate Storer Cable TV grievances to Council. Cable east of Ardmore Avenue promised months ago - nothing has happened. History: Storer requested rate increase 12/4/73 and 1/15/74. Was to have been on agenda for 2/5/74 for staff report and recommendation, but did not appear. Five letters of protest from citizens were on 2/5 agenda and Council acted to refer them to Gary Dennis, Resident Manager, Storer,and to staff. City reed letter dated April 19, 1074 from Storer requesting permission to go overhead E of PCH and approval of rate increase. Did not appear on agenda. Council rec'd "info only" report from Ed Putz on 8/12/74 re problems in area between 3rd and 7th Sts. and Prospect Ave and PCH. June 1, 1971 - Council granted permission to use existing poles for overhead cable in areas east of VajlleytDr{ivettonPCH. with certainhconationsrtodwhieh Storer agreed. (See attached memo dated 8/12/74 from Ed Putz which was given to Council :as info only) City Atty is to contact Storer - will have progress report for Council 1/14/75 meeting and hopes to have franchise amendment/ agreement/bond from Storer by 1/18/75, with definite sked - or Storerwill lose franchise.,;by default. Note: Mayor Post wants report from cities having Century Cable TV/Cable vision re how they live up to promises of better service and faster installation of new cables. 0c/ tti/V/7S— Councilwoman Tyson announced Christmas program starting Monday, December 23rd at Valley Park, 5:30 p.m., with hay truck filled with carolers which will travel through City - then back to Valley Park where at 7:30 Yule Log will burn, Santa Claus, hot spiced cider, etc. Everyone welcome - being sponsored by clubs,. C of C, merchants, city, etc. etc. City Council - 12/10/74 -4- 8. City Council - Misc. (Cont'd): (d) Councilman Widman - reading our Emergency Preparedness Plan was impressed by its lack of any specific implementation ✓' program. Action to direct the Fire Chief, as Emergency Preparedness Officer, to design a specific program to implement our Emergency Preparedness Plan so we would hot be caught unprepared if disaster does strike. (e) Council unanimously agreed to have second Council meeting.of December on Monday, December 23, 1974 at 7:30 p.m. rather than on Christmas Eve, December 24. 9. to grant permission for free two-hour parking in the downtown ibusiness area in a Customer Courtesy Parking Program requested by o/ Mr. Leon Albertelli, acting as Chairman of the Parking Place Commission, Vehicle Parking District NO. 1, commencing December 10, 1974 to December 29, 1974. (no motion or second - no objection) 10. (Personnel session requested by CM — Mayor Post said that for his part he didn't think there was a need for it. Council concurred.) 11. to accept the recommendation of the Finance Director and the City Manager and amend the 1974-75 Budget for the Recreation Department �by increasing Revenue Account No. 1805 by $12,000.00 and increasing. the Expenditure Account No. 8.25-102 User Pay Employees by $10,500.00. Note: Councilman Widman would request that all costs be covered by the fees, including promotian, publicity, etc. to be sure expenses are self-liquidating and there is no cost to City. Councilman Barks thinks we should have in this community some programs for the physically and mentally handicapped children. Council agreed. 12. that Demand and Warrant No. 14971, dated December 5, 1974, in the amount of $85,864.12 be approved; that Demand and Warrant No. 14972, dated December 6, 1974, in the amount of $11,776.55 be approved; that Demands Nos. 14904 through 14970, inclusive, dated December 10, 1974, in the amount of $29,718.17 be approved and Warrants drawn to pay same, and that Warrant No. 14907 be declared Void. Putz, Assistant City Engineer: Limited Cable TV Service to the Southeast Quadrant of the City I have contacted Gary Dennis, the manager of the local Storer Cable TV in Hermosa, and inquired about the possibility of supplying limited temporary cable TV service in the subject area east of the highway. Mr. Dennis informed me that any extension • • of service would have to be authorized by William Shiller, vice president of Storer's West Coast operations. If the extension of service was authorized, there would be another three to five month delay before construction could begin, due to the necessity of Storer applying for and receiving permits from both the G 3neral Tele- phone Company and the Southern California Ed ison Company for the use of their poles. Other sources of possible construction delay would be the need to obtain a construction permit from the Coastal Zone Commission and a permit from the California Department of Transportation to bring the wires across Pacific Coast Highway.
