Carry -Over from 8/7/73 agenda: 17. to refer a letter dated July 23, 1973 from Mr. York'Bourgeois, 865 Manhattan Beach Boulevard, Manhattan Beach, to the Building Department with a request for report and recommendation regarding charge of $25.00 for auReport of Residential Building Records for a new residence which has just been given final inspection prior to being put up for sale. Doerfling, Post. So ordered. 21. to continue the application for entertainment permit filed by Mr. N. L. Caramanis for Brighela's In, 1332 Hermosa Avenue, to the regular meeting of the City Council to be held on September 4, 1973 at the request of the Chief of Police and on the recommenda- tion of the City Manager. Note: Councilman Wise entered the meetinggduringgdiscussion of item 21. 23. to instruct the City Manager to enter into a contract with Mr. Kenneth Cutrell, Kenny's Maintenance, 1011 Peck Avenue, Manhattan Beach for removal of dirt, rubbish, weeds, dangerous materials and other obstructions from private property and abutting sidewalks, parkways and streets based upon the figures Gig submitted in his proposal dated July 17, 1973. Note: During discussion City Manager was directed to investigate accumulation of trash on Biltmore Site (what is it and who placed it there?) and initiate clean-up. (Also check on ownership of property on Pier Avenue adjacent to public parking lot and clean that up - ascertain whether or not it is city property) 24. to approve an agreement with Lampman and Associates, 2100 East Fourth Street, Santa Ana for a traffic engineering study in accordance with the Traffic Safety Project Agreement entitled "Identification and Surveillance of Accident Locations" (Project No. 097417) as submitted to the State of California Office of Traffic Safety by the City of Hermosa Beach, and authorizetbhe Mayor to sign in behalf of the City. Absent, none. pm 25. to direct. the City Engineer to inform the California Division of Highways that the City of Hermosa Beach feels that the speed. v/limits on Pacific Coast Highway within this City should be kept as low as is consistent with traffic safety. Post, Bigo. So ordered. 26. to adopt Resolution N9 N. S. 3237, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CI Y OF—HERMOSA BEACH, CALIFORNIA, AMENDING RESOLUTION NO. N. S. 2435, AS AMENDED, ESTABLISHING A STOP INTER- SECTION AT OCEAN DRIVE AND EIGHTH STREET." Wise, Doerfling. Carried. All, none, none. Councilman Valdes suggested that the city have a longer study with a citizens group fromtthePsurrounding aceaand merchants and businessman on Pacific Coast Highway to meet and discuss with the Project Area Committee and come back with detailed t:te estimates and a priority list of projects, with this to take a period of one year (or until September, 1974) and with the Agency to incur no indebtedness during that period; also that his question to the Attorney General could be submitted and an answer awaited during that period. (For your info: The question that Councilman Valdes asked be directed to the Attorney Genefal,atfjot ntimeeting >on, Julyaal&o1973 was "Attorney General's opinion if possible on setting deadline on project" :and was not related to eminent domain.) Following introduction of N.
